Subject: Georgia Maritime Circular No. 17/CIRC/FSI Regarding Measures taken in respect COVID-19 pandemic

1. The Maritime Administration of Georgia vide attached Maritime Circular No.

17/CIRC/FSI has provided instructions as outlined below in cases where surveys or inspections cannot be executed due to restrictions imposed as a result of the COVID-19 pandemic.

a. The mandatory shore-based services required for all statutory surveys are suspended until 05 July 2020, however no longer than three months starting from the date of the end of the annual survey window.

b. The mandatory periodical surveys are suspended until 05 July 2020, however no longer than three months after the end of the annual survey window.

c. In case, the mandatory renewal survey cannot be undertaken, Recognized Organization are authorized to issue short-term certificate with a validity of three months.

d. All flag state inspections are suspended until 30 July 2020 and previous flag state inspection statements are automatically extended.

2. Ship owners/ operators and masters of Georgia flagged ships are advised to be guided by above.

Subject: Measures taken by Georgia regarding COVID-19 Pandemic 1. Purpose

1.1 The main purpose of this circular is to provide information on alternative arrangements in cases when surveys or inspections cannot be executed due to restrictions imposed as a result of the novel Coronavirus disease (COVID-19) pandemic.

2. Applications

2.1 This Circular applies to all Recognized Organizations which are acting on behalf of the LEPL Maritime Transport agency of Georgia.

(Hereinafter “Agency”) 3. Background

3.1 With the current developing situation concerning COVID-19, travel restrictions and other precautionary measures may cause difficulties in carrying out statutory flag surveys, inspections, audits and certifications. However it is vital to ensure continuous operation of maritime transport is of utmost importance to ensure and maintain international lines of supply.

4. Flag State Survey by the RO

4.1 Due to COVID-19 countermeasures, the mandatory shore-based services for all statutory surveys are herewith suspended until 05 July 2020, however for no longer than three months starting from the date of the end of the annual survey window.

4.2 The mandatory periodical surveys cannot be carried out in time due to COVID-19 countermeasures, the mandatory survey requirements are suspended until 05 July 2020, however no longer than three months after the end of the annual survey window.

4.3 The mandatory renewal surveys also cannot be carried out due to COVID-19 countermeasures and in as the certificates are expiring, the mandatory survey requirements are suspended. In remedy of this situation, the behalf of the agency RO currently issues short-term certificates with a validity of three months for ships affected by this exceptional situation.

5. Flag State Inspection

5.1 Due to COVID-19 countermeasures, all flag state inspections are suspended until 30 July 2020 and previous flag state inspection statements are automatically extended.
