Need

The Covid-19 pandemic put several things on hold for nearly two years.

Many Gram Panchayats that initiated solid waste management (SWM) activities had to end up collecting only discarded face masks, and managing waste from healthcare facilities, and from quarantine locations. Now that the pandemic curve is fortunately normalizing in most parts of the country, it’s time we reinitiate the setback that the Gram Panchayats have suffered in putting in place systems for scientific collection & management of solid waste from rural areas.

The Ministry of Jal Sakthi Ministry is fully geared towards it, and has started rolling out plans to achieve this goal. Concurrently and with the view to back up this effort, the XV Finance Commission funds for the Rural Local Bodies has underlined the importance of focusing on water and sanitation related issues in rural areas by making 60% of the XV FC grants tied towards ‘rural water supply and sanitation’. Possibly, many GPs have included SWM and wastewater management related components in their Gram Panchayat Development Plans (GPDPs). It’s time they need guidance and training on how to set up such units and how to operate and maintain one at GP level.

2. Objectives

● To introduce the priorities of the Government of India under the XV Finance Commission

● To expose the participants to the system requirements when it comes to planning for setting up solid waste and wastewater management systems in rural areas.

● To explain the intricacies involved in plastic waste management and how to identify the scope of work of a GP, when it comes to plastics.

● To offer the range of technologies, and management models the Gram Panchayats can consider for setting up solid and liquid resource management (SLRM) at GP level.

● Planning Requirements for solid waste Management in Rural Areas

● Minimal technologies, infrastructure and the manpower required

● The Idea of Waste to Wealth: How far we can stretch it?

● Revenue Generation Models for self-propelled units

● Plastic waste management rules – 2018 & Plastic Waste Rules 2021

● DPR preparation for solid waste management in GPs

● Greywater Management – Simple & Cost-effective technologies

● Planning for establishing an SLRM in a Gram Panchayat

4. Training Methods

It will be on-line training using WebEx platform. There will be PowerPoint Presentations, Video shows, and experience sharing sessions on good practices. Case presentations and experience sharing from among the participants.

5. Participants Level

The training is for SBM-G coordinators and IEC consultants at district and blocks levels, who are in charge of training / preparing cadres at GP level to set up solid waste management units. This is a Trainers’ Training. The pace of the training designed is fast, for those involved in the sector to absorb progressively - relatively quickly. There will be several remedial measures and methods discussed for correcting things that went wrong in the past. Plastic waste management and revenue generation models are to be discussed The participants can draw ideas from this course to customize to the context of one’s own state, and disseminate. This programme is being designed with audience of this level in mind. However, CSRs, and NGOs working in waste management sector may also be admitted.
