COVIN has been a serious problem among us, it has created an impact on smart City a deadly one COVIN 19 change our day to day activities. Our style of living.COVIN -19 pandemic has literally paralyzed the worldwide economy by forcing prolonged lockdown. In many countries and by imposing stringent restrictions while performing day-to-day essential activities. Before COVIN 19 Indore give priority for the development of infrastructure and giving smart facility to the society or to improve comfort, increase productivity, save energy, enhance water and air quality, spot problems right away, recover from natural disasters, gather information for better decision-making, effectively utilize resources, and share data across locations. When capital, social and human capital, and ICT infrastructure successfully use resources to increase economic growth and quality of life. But after COVIN -19 the priority of smart City was totally changed now the main object of Indore have put forward

The objective to read this topic was to identify the advantage of the lockdown as it cleared the environment, nature reached its cleanest peak but with thousands of negative impact on people on every living organisms as suffered by all of us, over economy, from a small local vendor to the manufacturer unit everybody bearded the downfall

4. HYPOTHESIS

1. 1 There is close relation between delay of smart City project and pandemic 2. 2 There is no relation between delay of smart City project and pandemic.

5. RESEARCH MYTHOLOGY 5.1 Data Used in the Study

The current research will be exploratory in character. As a result, secondary data will be used for the study. The smart city initiative in Indore's annual reports will serve as secondary data

6. SCOPE OF THE STUDY

The study's subject matter was the Smart City Indore yearly reports from 2017 to 2020.

Which are informing Indore of their financial and social reports.

7. GOVERNMENT POLICY FOR SOCIAL WELFARE

During COVIN 19 Government has helped the people in various ways, which no doubt has been run by smart City project funds, Government has provided a lot of health facilities like oxygen cylinder, hospital beds, eatable items, helped migrated farmers gave them a subtle roof and food which helped them for their survival.

All these events led to one major impact full event- Atmanirbhar Bharat - a self- production place where no one should be independent on foreign bodies for any utility.

For women’s, government deposited a health values for their survival in the bank account Distribution of free vaccine was a game changer, it neutralized the dispersion of COVIN among people, Government generated several ways of employment among people who lost their ongoing jobs and for whom who couldn't work and run their family.

The rebate in GST and income tax helped a lot among citizens, a small portion was asked to be deposited Overlapping of all the schemes for the welfare of people somehow slowed the smart City project, as it needed a guidance and healthy funds arrangement which was all used to run other schemes for the citizens.

Government has allowed companies to utilize their CSR (corporate social Responsibility) Fund for the purpose of fighting with COVID pandemic. Every company having net profit above 5 Cr have to spend 2% profit compulsorily under the head of CSR.

Yearly overall CSR amount in India is very big.

7.1 Vision Behind Smart City Indore

• Encouraging mixed land use in area-based projects, which entails establishing

"Unplanned zones" with a variety of suitable uses and activities situated close to one another in order to maximize the use of available space.

• The States will offer some freedom in their land use and building bylaws in order to adapt to change.

• Housing and inclusivity: expand the range of housing possibilities.

• By creating walkable communities, we can promote local economic growth, social involvement, and security while reducing traffic, air pollution, and resource depletion.

• All crucial administrative tasks are located nearby, and roads are constructed or refurbished not only for automobiles and public transportation but also for pedestrians and cyclists

8. EFFECT OF PANDEMIC ON SMART CITY PROJECT

Medical treatment and COVIN -19 safety related activities at highest priority, keeping and provisioning maximum budget for it. Obviously for other activities budget is either slashed or no more budget is available. The COVIN -19 pandemic left unprecedented impacts not only on individuals but also on the major segments of societies including industries, education, business and trades, governments, environments.

The novel coronavirus that causes COVIN -19, and the social, economic, and political fallout of the pandemic, will touch every aspect of people’s lives. Vulnerable and disadvantaged groups will be impacted more severely and therefore require particular attention in the policy response.

COVIN -19 has slowed down the overall growth due to forcefully lockdown.Also, in efforts to provide relief to citizens from mounting medical expenses, many governments have also provided a lot of concessions and relaxation in taxation. However, despite reduced workforce and decreased tax revenues, globally, many governments and NGOs, WHO and other global private organizations are deploying advanced technology-based solutions such as IoT, Big Data, Digital Twins, Data Analytics, Cloud Computing,

Cyber punk Security, etc. to help combat the worst-case impact due to COVIN -19 pandemic by monitoring deployment.

There are various ongoing and proposed projects for SMART city development all these projects having directly or indirectly relations fight against COVID pandemic has started in top priority, but all other projects are getting delayed as government as shifted propriety only towards health and COVID related projects only.

 Ongoing Projects There are now 48 ongoing projects in various levels of completion under Smart City Indore. Currently, there are 2320.42 crore worth of projects under progress. These include civil work such as constructing and deconstructing garbage transfer stations, supplying and setting up equipment for transfer stations, erecting electric poles and a central median, testing and setting up underground cabling systems, building and enlarging bridges, repairing roads, and undertaking facilities and school building projects.

 Proposed Projects: There have been 66 projects in total, with a total estimated cost of Rs. 34.96 crores. These include the rehabilitation of ABD's water and sewer systems,

the placement of smart poles, the beautifying of slums, the building of an integrated smart road network, and the deployment of LED street lighting on a PPP basis All above get affected during COVID pandemic.

Effect of COVID pandemic is everywhere was same and that was a negative impact.

But in some area positive impact was also seen in India, especially in smart city, as smart city has scope of development and having infrastructure and ecosystem that support to crate amenity to fight against COVID pandemic, like set up COVID testing lab, Oxygen generation plant etc.

A. Negative impacts ofpandemic on smart City project

Before COVID pandemic, Central Government, State Government or Municipal Corporation had good amount of budget was allocated for infrastructure development, like Education, Housing, Road highways, upgradation military infrastructure and equipment’s, Drainage, water and other. Following temporary negative impacted on smart City project

i. Reduced all budgetary provision other than health to health spending only.

ii. Impacted on ongoing project, as funding was delayed by government, project either delayed or cancelled, directly impacted on cost of project.

iii. Education system was become ineffective, as all educational institute was temporary closed.

iv. All government and private offices were closed that was highly impacted negatively on services.

v. Due to lock down overall economy became standstill, it was badly impacted on employment of lower and lower-middle class people.

vi. As overall economy was collapsed and only basic essentials were traded.

vii. Overall either State, Central Government of overall World, taxes and other revenue were badly impacted.

viii. Due to decline in government tax revenue, overall budget allocation towards smart city project become last priority.

B. Positive impacts of pandemic on smart City project

i. Developed health infrastructure, will give long term benefit to society.

ii. New area of infrastructure development seen in the area like telecommunication, iii. New scope in the area of research and development in the medicine and vaccination,

as smart city has some added advantage of basic infrastructure which smart city is already having or having in city development plan.

iv. Government administration increased capacity of government healthcare facility to face COVID pandemic, which will benefit to society forever.

v. Oxygen generation plans newly added or they increased capacity of unit.

vi. In the area of online education, work from home infrastructure development, new application development take place which is benefited for Smart city project.

9. CONCLUSIONS

Corona had a negative effect on the smart City project, as the focus was inclined towards the fulfillment of providing death beds to the people, people were starving to death they were provided food grains, Childers were abandoned by their own parents, there were widows crawling down the street for finding a chunk of food for their infants,

In this stage of life smart city project neglecting was rightfully as it won't be successful until and unless people weren’t full with basic amenities.
