DEMOCRACY AND VOTER – AN OVERVIEW Dr. Ram Bahadur Yadav

1 ESTABLISHMENT OR BIRTH OF DOMOCRACY

As all human beings are well acquainted with the fact that a man is a natural animal who is gifted with a dynamic power, therefore, he ever keeps himself busy in search of something new or something better so that he may feel pleasure or much satisfied in his life by getting success his search. There have been done numerous experiments which have undoubtedly made human life very much comfortable or easy going. So far as the question of the field or politics is concerned, man has done countless experiments in this field too. The idea or notion behind all these experiments in the field of politics was also to find a sort of new government under which state’s sovereignty and an individual’s liberty would remain balanced. Among these experiments which were done by human beings in search of something new, the latest experiment is known as

‘Democracy’. In other words, it can fairly be asserted that this is a very short analysis of the journey or existence of the

‘Democracy’ means in this way the democracy came into its existence.

2 PIONEER NATION OF DEMOCRACY Today, various studies exhibit that there are 195 countries in the world. This total comprises 193 countries which are member states of the United Nations and the rest two countries that are non- member states are – the Holy See and the State of Palestine. Besides these two countries there are certain other states or nations that are also not in the member list of the United Nations. These are –

 Taiwan

 The Cook Islands and Nive

 Dependencies

 Other Countries

3 LOCATION OF ALL 195 COUNTRIES All the 195 countries of the whole planet have their specified location. There is a list of all the nations that are counted in which location-

 54 Countries are in Africa

 48 Countries are in Asia

 44 Countries are in Europe

 33 Countries are in Latin America or Carribean

 14 Countries are in Ocean

 02 Countries are in Northern America

This is the short and complete detail of all the nations of the globe which are counted in the list of United Nations.

Now, the question is that among all above pointed out nations which state or nation started the democratic system of governing the people of its state first.

Countless evolutions have taken place or are talking place at every moment and every evolution or event is essentially credited to either an individual or to the public or group or to the whole nation which does something new or an extra- ordinary thing. Thus, it is also mandatory to give due credit to that nation which started or evolved the fantastic system of governing the nation. This fantastic system of governing the nation was called

‘Democracy’. There is no boubt in it that Athens started or evolved the democratic system in 5th century B.C.

In other words, it can be mentioned that Athens is an actual pioneer nation of „Democracy‟. After the success of the democratic system of government of Athens, all other nations of the world slowly-slowly scrutinized the merits and demerits of the democracy and finding the favorable results these nations, too, started democratic system of government in which all persons of any state are treated as equal and there is no difference or a special treatment for any individual in any authentic way or process. As everyone has equal value or right of casting one‟s vote on the day of election of any body of government. An individual‟s Vote value is equal to the supreme of his nation. He is not less

2 valuable in any way on the day of casting his vote. This is the beauty of the democracy which makes it different from all other formats of governing the nation.

3.1 Definition of Democracy

The word ‘Democracy’ has been drived from the Greek words – Demos which means people and Kratos which means power, authority or rule or power to the people. Actually the term democracy has come from the Greek language which means rule by the simple or common man.

As to define anything in few words isn’t an easy job or task so is the case of democracy means to define it accurately is also not an ordinary job, therefore, the researcher has tried to say or making his statement more clear through the opinions of various persons who either belong to this field or have opined about the definition of the democracy. Among them the name of Abraham Lincoln struck first as he defined it in a value concise or an accurate way. “Democracy”

according to the words of the President of America – Abraham Lincoln, “is a Government of the people, by the people, and for the people”.(2) He defined democracy while he was addressing the congregation or assembly of the Americans in Gettysburg. This definition has become a maxim of all the definitions which have ever been given, therefore, it ever remains at the tips of the fingers of all who much or less know politics as well as a democratic system of government.

“Democracy” in the words of Seelay, “is a government in which everyone has a share”.(3) Actually, democracy is a nation which is ruled by its citizens. If it isn’t so, there is no meaning of the democracy at all. I think that Dr. B.R. Ambedkar would really have experienced something different either in india or outside it where the nations followed democratic system, therefore, he said in concern of the definition of the democracy, “ There is no political democracy without social democracy”.(4) He was in the favour of equality, liberty and fraternity for each and every person of the nation, but he would really have realized the anomality or difference in his own country, that was

the reason by which he was compelled to point it out to the society of the globe.

Dr. B.R. Ambedkar coveted equal democratic system for every citizen of India, therefore, he defined the democracy in his own words as he experienced it. It is clear from his opinions that there were some faults in democratic systems of his time, therefore, he demanded social democracy for all as even today there is no complete democracy in the society of India as was the desire of Dr. B.R.

Ambedkar.

3.2 Important Points of Democracy There are few key points of democracy which are necessary for every democratic system of government. These are -

 Guarantee of Basic Human Rights

 Separation of Powers

 Freedom of Opinions

 Freedom of Speech

 Freedom of Press

 Freedom of Mass Media

 Equal Right for Education

 Religious Liberty

 Equal Right to Vote

 Good Governance

 No space for corruption 3.3 Kinds of Democracy

There are only two types of democracy – (i) Direct Democracy (ii) Indirect Democracy.

(i) Direct Democracy: Direct democracy can be defined as a form or system of democracy giving citizens an extraordinary amount of participation in the legislation process and granting them a maximum of political self determination.

Switzerland is the follower as well as the origin place of it. (Direct Democracy – Laws/Rules-Vote-the People).

(ii) Indirect Democracy: An indirect democracy is a government which is formed by following a democratic system in which voters choose or elect their representatives to make the law of government on their behalf. A very common term which is used for indirect democracy is a representative democracy (Indirect Democracy – Laws/Rules-Elected Representatives – Vote – The People).

Voter: A person who votes or has the legal right to vote at an election is known as a voter. The voter is the soul of democracy but the problem is that the soul has so many sores in it as no government and leader think about the

3 voter’s essential needs/problems after wining the election. The main question is that who is really behind the sores or wounds of the soul. It is the voter himself nobody else as he does not pay his attention on coming problems at the time of casting his vote. There are countless problems of the voter, but few of them are being cited here for a bird’s view. The problems of the voter are like –

 Lack of knowledge of Vote’s Value

 Illiteracy

 Poverty

 Only Talk of Voting

 No Sufficient Participation in Voting Process

 Negligence of the soul’s Call

 Acceptance of Different Things from the Contestants

 Voting for Unknown or outsider Contestants

 Being Emotional on the Issue of Caste, Creed or Religion.

 Influenced by False Promises

 Less Use of NOTA

 Advertisement Effect of Media 3.4 Solutions of Voter‟s Problems:

 Realization of vote’s value

 Spread of Literacy

 Prosperity

 Impartiality While Voting

 Hearing the Call of the Soul

 Vote for only Literature or Honest Candidate

 Vote without Being Emotional on the Issue of Caste, Creed and Religion

 No Vote for False Promises

 100 Times Thinking before Casting the Vote

 Sufficient Use of NOTA

 No Attention on the Adds of Corrupt Media

4 CONCLUSION

Thus, on the basis of what has been discussed in above paras, it can fairly be asserted that indirect democracy is the best democracy which is being followed by most of the notions of the world. The voter, the soul of indirect democracy, is himself responsible for his worse conditions as he does not follow the solutions which have been suggested by the researcher of this paper. In case the voter follows the solutions which have been discussed by the researcher of this paper, the democratic government and its voters may also have their best representative government that will do everything for the betterment of its voters.

The voter who is the soul of the democracy may also feel himself in a better position than he is at present time.

Really, indirect democratic nations’ public is more free or is also taking the pleasure of its life in the comparison of direct democratic nations.

Therefore, every nation of the world should follow an indirect democratic system of government than a direct democratic system as the persons of latter government system are not free to pass their lives as happily as the persons of indirect democratic nations. So, it can once again be pointed out that indirect democratic system of government is a better government system which must be followed by all the nations of the world and the remaining faults of indirect democracy must also be shorted out for making it more effective for the governed public of the nations.
