Introduction

This is to ensure that the respective policies on North Korea and North Korean human rights do not conflict or become incompatible, but form a virtuous cycle. In essence, it points out that the improvement of the North Korean human rights situation is directly linked to strengthening the capacity for Korean unification. The North Korean human rights issue has emerged as an international agenda as important as its nuclear issue.

This provides an opportunity to formulate and implement more systematic and comprehensive North Korean human rights policies. Furthermore, it should properly reflect the specific measures and roadmaps to significantly improve North Korean human rights in South Korea's North Korea policy.

Environment Surrounding Policy on North Korean Human

Trend of the International Community

In the case of the UN General Assembly, it first adopted a resolution on human rights in North Korea in 2005, and the resolution has been adopted every year since then. The increasing public interest and discussion about North Korean human rights surrounding the UN COI's visit to South Korea demonstrate Seoul's close cooperation with the international community.

North Korea’s Response

Although the North Korean regime has traditionally raised questions about human rights issues in the United States and South Korea, North Korea has dramatically increased such criticisms, especially in early 2014, following the publication of the COI report. In the national report, North Korea claimed that it had revised and supplemented its human rights-related laws to preserve the people's human rights in accordance with the UN human rights conventions. It may be possible to conclude that the international community's pressure on the North Korean human rights situation has produced.

In particular, North Korea declared a hard-line policy in response to the UN human rights resolution and explicitly emphasized the common stance they shared. China and Russia were seen as countries to which North Korea is eternally grateful after they voted against North Korea's human rights resolution. North Korea has gradually escalated its threat level in response to human rights criticism.

North Korea denounced the US-led human rights resolution, claiming it was a political provocation that would be met with stronger deterrence (Korean Central News Agency, November 20, 2014). North Korea's response to human rights criticism with nuclear threat just after the publication of the 2014 COI report should be taken with careful consideration. However, a nuclear test would be unlikely, as North Korea would have to deal with its impact from its neighbors and that it would actually worsen the North Korean human rights situation.

After the resolution on human rights in North Korea was passed in the Third Committee of the UN General Assembly, North Korea has increasingly used its human rights issue as a means of consolidating national unity. In terms of domestic politics, North Korean human rights issues will have a significant impact on its society. These measures can be seen as North Korea's attempt to block the international community's human rights movement.

Objectives and Means

Human rights values ​​widely accepted by the international community are "freedom, equality and human dignity". In other words, the values ​​of human rights and integration are interrelated rather than separate. Therefore, it is important that human rights values ​​are well reflected in the establishment and implementation of the policy on North Korea and unification, thereby mutually influencing each other.

Moreover, such efforts to integrate and mainstream human rights into policy must take place through cooperation with the international community. Mainstreaming human rights also means combining the two policies into capacities for unification in harmony with the international community. Accordingly, the objectives of North Korea's human rights policy should enable the mainstreaming of human rights in the formulation and implementation of policies towards North Korea and its unification, and ensure that these efforts are closely linked to the system of cooperation on the human rights of the international community.

Ultimately, efforts to improve must be combined in the ability to unify and make South and North Korean society friendly to human rights. All these approaches and means can be considered in improving human rights in North Korea. To date, discussions of human rights in North Korea have tended somewhat toward either pressure or engagement.

Such findings should be used as a reference to tackle the human rights problem in North Korea. Meanwhile, it is necessary to look for policy means in the aspect of the entity of human rights improvement. Recently, states and IGOs ​​have shown increasing interest in using engagement and diversifying the spectrum of human rights.

Principles and Directions for Implementation

A consistent and determined approach by the international community to North Korean human rights will contribute to the North Korean regime taking more active steps to improve human rights in the medium and long term. Therefore, there is a need to continuously strengthen close cooperation in the international community on human rights issues in North Korea. Domestic human rights organizations played an important role in building a system of cooperation with the international community.

South Korea's policy on North Korean human rights should be implemented with the feasibility factor in mind. International pressure such as the discussions of international prosecution for human rights violators and the responsibility of the international community will continue for the time being without a dramatic change from North Korea. In this regard, the government should set a policy goal to find a structural solution to violations of human rights changes in North Korea in the mid-to-long term.

In this regard, it is important for the South Korean government to make human rights values ​​fit into mainstream politics to improve North Korean human rights. In terms of South-North relations, a phased approach is realistically inevitable in relation to North Korean human rights policy. Clearly, efforts must be made to pressure North Korea to link these efforts to what it portrays as its own efforts to improve human rights to the international community.

In addition, the formation of human capital should be sought, which provides education for social development to improve North Korean human rights. This is because the international community identifies the "human rights" agenda as an important factor in trade. The human rights conditions of North Korean migrant workers have become a new issue of importance.

Tasks Ahead

Conclusion

The human rights issue of North Korea has emerged as an international agenda since the publication of the COI findings in 2014. Despite the consistent and swift approach of the international community to make human rights in North Korea a international agenda, South Korea has not been able to express itself as one based on national consensus in terms of approach, perception, as well as policy direction and tools. Additionally, specific tools and guidelines should be included to significantly improve North Korea's human rights.

North Korean policies and South Korean unification policies have in fact become inextricably linked to North Korean human rights issues. This has led to calls for the National Assembly to legislate a North Korean human rights law and create a North Korean human rights policy. It is necessary to establish a systematic policy on the target, target, agent, strategies and tasks for human rights policies in North Korea.

Therefore, it is necessary to design a North Korean human rights policy that can form a virtuous circle with policies towards North Korea and unification to bring about substantial improvements in North Korean human rights. Therefore, improvements in North Korean human rights can be seen as the basis for strengthening the capacity for unification and ultimately achieving a happy unification. In this regard, the most important task to achieve a happy unification is to systematically reflect the value of human rights in South Korea's policies towards both North Korea and the unification.

Therefore, the purpose of policies on North Korean human rights is to mainstream human rights in the establishment and implementation of policies on North Korea and unification, systematically reflect the content of North Korean human rights improvements, and closely link this to the international community's human rights cooperation system. Ultimately, the goal is to ensure that improvements in North Korean human rights are concentrated in capacities for inter-Korean unification and integration, and develop inter-Korean society into a more human rights-friendly society. Ultimately, improving human rights in North Korea is an issue inseparable from the unification process.
