In order to establish a vocational training network with Latin American countries, the following guidelines are proposed. We have confirmed the possibility that Korea may be in a low-skill equilibrium state. It is found that the skills of job seekers match the low skill demand of firms, which leads to the low skill equilibrium in Korea. The process of devaluing the skills of incumbent workers is another path that converges to the low-skill equilibrium.

We have paid particular attention to the skill depreciation of incumbent workers as an important path to the low-skill equilibrium, as it allows us to explain skill underutilization and the low-skill equilibrium in detail. We also tried to explain how the Korean labor market has come to have such a low skill system through macro-level institutional analysis.

The Skills Development in Korean Firms

We found that T&D and OD have significant effects on organizational performance, but HR technical interventions (TQM, QC, 6-sigma, employment adjustment, etc.) of OD can act negatively against T&D. In a state with little change in workers' average tenure or turnover rate over the past nine years, workers' average skill level has barely changed. According to an ordered logit analysis, workers' tenure has significantly positive effects on improving their skill level, and it peaks between 20 and 23 years of career.

These expenditures were positive in relation to employee satisfaction or job performance, suggesting that the investment in worker training has indirect effects on improving sales or HR performance rather than financial benefits. All this suggests that companies need to look at the return on investment in training from a more long-term perspective and establish a virtuous cycle between investment and organizational performance.

A Study on Integrated Management System of National Qualifications

Second, it is practically impossible to manage and integrate national qualifications into one qualification system like national technical qualifications because the qualification level, application eligibility, testing method and acceptance criteria are different.
