Spatial Structure Examination and Transportation Restructuring Strategies for Enhancing the Competitiveness of Mega City Seoul

Entering the 21st century, market competition turns from the national to the international level at which opportunities for growth, including human and financial resources, migrate to a large city that functions as a driver for knowledge-based growth, and the world is subsequently committed to the development of such a city, that is, the mega city.

This trend presents the need to discuss a picture of the sustainable Mega City Region with regard to its spatial structure, which can enhance the competitiveness of the Region, formed by industrial, population, and economic connectivity between core areas of Seoul and its peripheral cities and by connective transportation systems conducive to the connectivity.

For enhancing the competitiveness of Mega City Seoul, this research, based on various data, analyzed the connectivity of industrial, population, and transportation activities in a metropolitan region centered on Seoul; then, focusing on the core areas of Seoul, it discussed primary functions of each growth axis and regional connective transportation systems for the functions.

This research defined its study area as the Seoul Metropolitan Region, which consists of Seoul, Gyeonggi Province, and Incheon Metropolitan City, and conducted a review of current status of and plans concerned in the Region; an investigation of regional centers according to population, industrial, and transportation sectors; an analysis of the connectivity between regional divisions; and an examination of the efficiency in the transportation infrastructure, which as a whole determined the spatial structure and regional transportation systems of the Seoul Metropolitan Region.

Followings are the proposed strategies for the systemized region-wide spatial structure and transportation system of the Seoul Metropolitan Region for enhancing the competitiveness of Mega City Seoul.

1. Appointing regional nuclei in the Seoul Metropolitan Region

The analysis of functional centers of the population, business, and transportation identified the urban center, the Yeongdong subcenter, and the Yeongdungpo subcenter as the nuclei of the Region.

2. Designing a multinuclei-type region-wide spatial structure

Centered on the urban center and the Yeongdong and Yeongdungpo subcenters of Seoul and grounded on the centers of the peripheral regions, activity space and industrial belts are required to be defined.

3. Designing an efficient public transportation network

In an effort for a systematic transportation network and for an efficient connection from the three nuclei of Seoul (i.e., the urban center and the Yeongdong and Yeongdungpo subcenters) to three transportation axes of the Region (i.e., the northern, eastern, and southern axes), planned public transportation lines—the Kyeongwon axis, Kyeongin Express, New Ansan Line, New Bundang Line

—need to be incorporated into a new line.

4. Strategies for activating the Yeongdungpo subcenter

Among the three urban centers of Seoul, the Yeongdungpo subcenter, supporting the Southwestern industrial infrastructure, has faltered in its role and functions as an urban center; as an attempt to secure its original functions and to elevate its status, the development of a New Town, re-maintenance/renewal of its traditional market, improvement of its connectivity to the urban center, location of an international business/financial district and facilitation of its connection with Yeouido, and cooperative development with Incheon are in need.

As a way of designing activity space and industrial belts as centered on the urban center and the Yeongdong and Yeongdungpo subcenters of Seoul and grounded on the centers of the peripheral regions, an organized spatial system that connects the centers of the Seoul Metropolitan Region is necessary. For the between-center and between-region connectivity, a revision of public transportation plans, particularly in relation to planned subway and rail transportation lines, is required.

For the purpose of enhancing the status and functions of the Yeongdungpo subcenter, an urban center of Seoul, Yeouido financial/business functions and Yongsan international business functions shall be developed in combination, which can transform the Yeongdungpo subcenter as a new axis for economic growth of the Southwestern capital region; for this purpose, planned and comprehensive management of current semi-industry zones so that they can retain industrial infrastructure of the zones and development projects for the Yeongdungpo subcenter and its vicinity in order that they can attract business and commercial land uses are necessary.
