Introduction I

The Policy of Mutual Benefits and Common Prosperity

Consequently, North Korea has intended to regulate the pace of development between North and South. The use of the 'benefits' and 'prosperity' found in the policy name of the current government is inspired by two key words from the 1991 Basic Agreement (i.e. the Agreement on Reconciliation, Non-Aggression and Exchange and Cooperation between South and North) . A World-Systems Theory Perspective

The most important change in the people's behavior is the dominance of commercial transactions. Vision 3000 must be carried out in the direction of helping the changes that are already taking place in North Korea. A policy that supports North Korea joining the international community is likely to be opposed by North Korea in the short term, but the change taking place inside the country calls for reform and opening.

Inducing North Korea’s Entry into the International Community
