The paper considers the problem of reforming higher education in Russia and Kazakhstan, carried out in line with the Bologna process. The author considers it necessary to maintain the degree of Doctor of Science by creating a new institution of «grand-doctor» and «academic degree» of the holder of the pre-reform of the diploma equate to an academic master’s degree after a profile of the Judiciary.
