Project justification/planning

Internal project appraisal consists of three stages:

 Filing of application and its consideration by the managers;recommendations for completion (initial screening of the project);

 Project consideration by the Students’ Scientific Engineering Council (independent examination);

 Supervisory board project consideration.

Before application stage the employees of the Students’ Research Work Center, University Innovative Development and Commercialization Center and business center managers make marketing research and create a data bank of industrial demand of East Kazakhstan Region as well as the country itself. At the first stage the applications enter the contest committee made of STBI managers which is intended to record, consider applications and give recommendations for completion. After final consideration the contest committee submits the applications together with its resolution for consideration of the university Students’ Scientific Engineering Council (SSEC). SSEC consists of a chairman, a secretary representatives of departments (one chief lecturer and one student from each department), Technopark “Altay” representative, university top scientists and specialists. Mandatory councilors are vice-chancellor in science and

international collaboration, vice-chancellor in science and innovations, Director of Science Research Center, Director of BI and vice-deans in science. By the decision of the SSEC an application can be put into the pipeline or recommended to be submitted to the National Innovation Fund in order to bid .That is the way toconduct anindependent examination.

In order to make the process of projectcommercialization possible eventual buyers are planned to be invited to the SSEC meeting. They are expected to be major representatives of industrial enterprises, funds and other organizations concerned. Their recommendations will influence deeply on decision-making in co-financing of the project.

Competitive selection criteria of innovative projects in the stage of internal examination:

 Business-idea(design, know-how) or designer’s grounds of business-project development(e.g. highly market-demanded personal technical background);

 Orientation on carrying out the experimental-design, test works, providing transfer of results of applied research works in industry;

 Conformity with priorities of the Republic of Kazakhstan industrially-innovative development and investment policy of innovative funds;

 Breakthrough innovative technology

 Project profitability and technical feasibility;

 new competitive high technology product with added cost manufacturing-oriented project ;

 Eventual buyers of the designed product;

 Project patentability with potential of implementation;

 Project Safety and ecological compatibility;

 Project Social importance;
