ANNOUNCEMENT

APPLICATION FOR CERTIFICATE OF ORIGIN UNDER

THE COMPREHENSIVE AND PROGRESSIVE AGREEMENT FOR TRANS-PACIFIC PARTNERSHIP (FORM CPTPP)

The Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) will enter into force for Malaysia on 29 November 2022. Malaysia will become the ninth country to implement the Agreement, joining the ranks of Australia, Canada, Japan, Mexico, New Zealand, Peru, Singapore, and Viet Nam. The remaining Signatories, namely Brunei Darussalam and Chile, are still undertaking the necessary efforts to ratify the CPTPP.

2. In encouraging exporters to tap into the opportunities provided by the CPTPP, MITI has worked with Dagangnet Technologies Sdn. Bhd. for an early access to the CPTPP Scheme in the ePCO system. As such, beginning Wednesday, 23 November 2022, exporters are able to submit their Cost Analysis (CA) applications in the ePCO. The procedures in applying for CA and Certificate of Origin (CO) for the CPTPP scheme are similar to other FTAs, where by exporters have to submit their applications through the ePCO system via https://newepco.dagangnet.com.my/dnex/login/, along with supporting documents as follows:

CPTPP Scheme Supporting Documents (Mandatory) Submission Processing Time

Cost Analysis

(CA) 1. Manufacturing/Business License;

2. Pictorial production flow chart(s);

3. Catalogue/picture of product(s);

4. Raw material(s) invoice;

5. CPTPP Proof of Origin (for accumulation of materials declared originating from CPTPP Parties); and

6. Other supporting documents (if necessary).

Starting from Wednesday,

23 November 2022 5 working days upon submission of complete

documents

Certificate of Origin

(CO) Pre-shipment 1. Invoice; and 2. Packing List.

Post-shipment 1. Invoice;

2. Packing List;

3. Bill of Lading; and

4. Customs Export Declaration form (K2).

Starting from Tuesday, 29 November 2022 (Entry into force of the

CPTPP for Malaysia)

3 working days upon submission of complete

documents
