> Continue on page 3 The International Conference on World Class Sustainable Cities 2009 (WCSC 2009) was held on 24 March 2009 at the Renaissance Hotel, Kuala Lumpur. It was jointly organised by the Real Estate and Housing Developers Association (Rehda), the Malaysian Institute of Planners (MIP) and the Malaysian Institute of Architects (PAM).
WCSC 2009 had widen our knowledge and raise awareness on some key challenges faced by global cities in becoming ‘World Class Sustainable Cities’
as a result of the high rate of urbanization and globalization. Furthermore the conference had explored strategies and best practices that have helped global cities attain recognition for successful and sustainable planning initiatives.
This international conference had shed some light from the experiences, best practices and case studies of other world class cities.

BA March 2009 • 3 Malaysia Services Exhibition (MSE) 2009 was held from the 17 to 19
March 2009 at Dubai Airport Expo Exhibition Centre. The event that was organised by MATrADE gathered a total participation of 186 companies from 11 sectors.
The Professional Services Sector was led by the Professional Services Development Corporation Sdn Bhd (PSDC) with 25 booths taken up by this sector.

The six international speakers featured were: Surbana Urban Planning Group, Singapore Vice President Loong Yee Mun;

SGS Economics and Planning Pty Ltd (Australia) director Patrick Fensham; Placebrands Ltd (Netherlands) founder Sicco van Gelder; Seoul Metropolitan Government Water Quality Management Division, Director Kie-Wook Kwon and Singapore’s Land Transport Authority (strategic planning) Deputy Director Choi Chik Cheong.
The speakers had explored case studies of real cities and their success in addressing urban planning, transportation and traffic, river restoration and redevelopment, sustainable construction and development, as well as city branding.
About 400 participants had attended the full-day conference.

The overall response was rated between low to fair but better than MSE2008 in Sharjah. Below is a table of summary of enquiries received by the professional services sector from developers, building owners, contractors, project managers, consultants for JV, etc.
Recommendations
The PAM International Affairs Committee recommends for PAM to participate more in such events in future to create strong presence of the architectural profession in international market. It is also to give support to MATrADE, PSDC and other government agencies in promoting export of services. As such PAM should prioritise E-directory and promotion materials to be used in such events.

We are pleased to inform that the Ministry of Housing and Local Government (MOHLG) has agreed to amend the outdated clauses in the Uniform Building By-Laws 1984 (UBBL 1984) parallel to the current situation in the building industry. MOHLG has formed a few working groups to look into amending the clauses.

BA March 2009 • 5 The following is a report on the new submission procedures imposed
by BOMBA WPKL and other issues that were discussed at a dialogue between BOMBA WPKL with the Professional Bodies which was held on 18 March 2009.
Submission Procedures for BOMBA Plans under OSC in DBKL There are changes in OSC procedures implemented by DBKL where BOMBA plans are now to be submitted directly to OSC DBKL instead of direct submission to BOMBA. This is effective immediately. The submission procedures would be as follows:
1. All Passive / BP requirements for BOMBA must be submitted to OSC DBKL. BOMBA will not accept the plans anymore.
2. Amended / corrected plans must also be submitted to OSC DBKL and not directly to BOMBA.
3. BOMBA will accept pre-BOMBA submission technical discussions and also clarification on technical matters to avoid abortive submissions.
4. All active / M&E plans will be submitted directly to BOMBA after the Passive / BP have been approved.
5. Only 2 sets of plans need to be submitted
6. All building plans cannot be more than 1:200 scale minimum. Key plans can be smaller.
7. BOMBA WPKL will hold up to 2 meetings per week to assess and approve BOMBA plans in order to expedite approvals.
8. BOMBA has set a time limit of 21 days to approve all plans submitted to them.
Submission Procedures for BOMBA Plans for Active Systems
1. In recognition of the practical difficulties, BOMBA WPKL agreed that Active Fire Protection system plans need only be submitted after the Passive / BP have been approved. The Plans can be submitted directly to BOMBA WPKL.
2. Active BOMBA plans can only be submitted by Mechanical Engineers.
3. Active fire protection systems drawings must include not only Fire Protection Plans but also include the relevant air conditioning and ventilation ducting plans showing fire dampers, smoke spill plan, LPG schematics and fire intercom.
4. LPG plans to comply with MS 930 and MS 830.
BOMBA WPKL also has highlighted the Common Problems encountered by BOMBA WPKL with regards to the Building Plan Submissions by Architects, as follows:
1. More than 50% of the 1700 projects submitted in 2008 were incomplete or not in compliance with UBBL and were returned

to the Architects for correction and re-submission. Some of these rejected submissions displayed a lack of even basic knowledge of fire safety requirements.
2. Item 13 of “Lampiran A1” listing all the BOMBA requirements are not printed on the front page. Architects are advised to list only the relevant “BOMBA requirements” and not print out the whole guideline page. The requirements are also not co-ordinated with the plans, whereby plans show requirements not listed.
3. Some Architects to go to BOMBA discussions with no plans or plans with blank “BOMBA requirements” expecting the BOMBA officer to give full advice on all BOMBA requirements. BOMBA will in future not entertain “blank” submissions as it is tantamount to asking BOMBA to do the Architects’ job.
Other matters that have been discussed during the dialogue were as follows:
1. Borang C1, C2 & C3 forms shall be retained for limited critical items only (that are approved as systems). ACEM / IEM have proposed that items 12 to 19 of the standard list of 23 items be excluded as Architects / Engineers have no control over them and they should be based on Malaysian Standard (MS) and can only be imported when they comply with MS.
2. Many items for Borang C1, C2 and C3 can be replaced by the relevant Borang ‘G’ under the CCC system. BOMBA will review and discuss further with the professionals.
3. IEM / ACEM suggested that position of fire tanks should not be limited to G, LG and B1 only as they are valuable spaces which are critical to revenue generation for projects and also there are technical solutions that do not require the tanks to be confined to those locations only. Suggested that BOMBA control only the pump switch rooms. BOMBA will consider for amendment under the UBBL amendment
4. PAM, ACEM and IEM agreed to work together to review “Senarai Syor-syor Kebombaan” as there were several errors found and also reference to outdated standards when there are current MS available.
5. JBPM brought up the issue of party walls between shop lots in shopping complexes and the Fr period required (whether 2 hr or 4 hr). PAM clarified that it depended on whether the shop lots were located within a compartment or were sized as
compartments themselves as explained in the Guide to Fire Protection book which was based on NFPA.

The staff incentive trip was organized by PAM Secretariat in conjunction with the Building Trade Show (BTS) hosted by PAM Sarawak Chapter.
A total of 8 PAM’s staff and 1 from Pusat Binaan Sdn Bhd arrived at Kuching International Airport to be in time for the opening ceremony of the BTS. The group met the PAM’s Sarawak Chapter staff and Chairman. The group had a tour around Kuching city and attended the BTS Gala Dinner at riverside Majestic Hotel.
Most of the staff visited the riverside Bazaar the next morning, looking for souvenirs. The group transfered to Damai Beach in the evening and stayed at Damai Puri resort & Spa for the next 3 days. It has the best view of South China Sea and the legendary Santubong Mountain.
The third day at Sarawak started with sightseeing and the group was brought to Sarikin on the border with Indonesia. It is a small town, full of Indonesian selling handmade handicraft items. The group spent around 2 hours at Sarikin and headed to Kuching town for Sarawak’s famous “Ikan Terubuk Masin” and “Kek Lapis”. Next the group visited the Sarawak Cultural Village, situated 5 minutes walk from the Damai Puri resort & Spa. The Sarawak Cultural Village showcased Sarawak’s ethnic houses and traditional lifestyle.

Sabah housing Conference would be held on 17 - 19 August 2009. Council agreed to the nominated speakers to present paper on CCC at the conference.

180 participants had registered for the tropical design Forum which was held on 28 March 2009 in Kuching, Sarawak. The forum was sponsored by Bluescope Steel.
Sarawak Chapter organized its third movie night on 6 March 2009, attended by 20 members. The movie shown was on Frank Lloyd Wright.
The Sarawak Chapter Chairman attended the 8th State housing Coordination Committee Meeting on 3 March 2009. A few PAM Sarawak Chapter members had been appointed into the committee. The Ministry of Housing Sarawak was in the process of studying the Tribunal for House Buyers’ Claims Sabah with the view of implementing a similar tribunal in Sarawak.

nAPSeC meeting would be held on 17 April 2009, while the CCS Meeting was scheduled on the 21 and 22 April 2009 PAM Gold Medal Award dinner would be held on Saturday 25 April 2009 at Dewan Syarahan, Masjid Negara.
Professional Practice Committee would do a study on the current level of practice in using Malaysian Standards (MS) in construction projects, and to identify the common standards currently used in technical specifications for construction projects.
Dialogue session with BOMBA WPkL was held on 18 March 2009.
ASA Convention and AiA Convention would be held at the same time from 28 April to 1 May 2009. Council agreed that the Deputy President should represent the President to attend the ASA Convention.
GBi was expected to be launched on 21st May 2009. GBI received support from Ministry of Works, Ministry of Housing and Ministry of Finance as well as from a few local councils.
