SUSTAINABLE FOREST MANAGEMENT PROJECT

R

estoration activities in this project is a continuous effort in order to make sure that part of the encroached areas are fully restored. The main objective of the project is to replant such areas in order to accelerate recovery of forest structure, ecological functions and biodiversity. Since the project was first implemented in 2008, a total of 1,439.80 hectares have been totally planted with various dipterocarp and non dipterocarp species. The selected restoration areas are planned annually and the total of targeted area much depends on the allocation approved by the State Government for each management year. Table 25.1 shows the hectarage of the restored areas for each forest reserve. The total area planned to be restored from 2008 to 2015 is approximately 1,502 hectares. The remaining area of 2,796 hectares would be restored during the next Malaysian Development Plan.

One of the contracts in Kalumpang VJR107C has been terminated due to incomplete work done by the awarded company. Targeted area to be restored was 250 hectares but the company only managed to restore 70.80 hectares. The remaining area will later be restored when the allocation of the project is available in the next development plan.

Forest Restoration at Mt. Wullersdorf FR – 110 Hectares (Newly planted area, 2013)

The 110 hectares re-planted area was previously illegally planted with oil palm. Since 2010, the Forestry Department had started to destroy 550 hectares of illegally planted oil palm within the reserve. Until the end of 2013, the awarded contractor Pertanian Kondowoi Pemborong Am had managed to destroy 266.10 hectares. The project was postponed for nearly one year because of uncertain circumstances. Out of 550 hectares, only 110 hectares were planted and awarded to a competent contractor, IZZA Enterprise. The remaining

Most of the planted species were Batai and Ketapang. These species were selected because of their relatively fast growth and ease of procuring planting materials. Ketapang is more durable and less palatable as a food source for wild animals compared to Batai which is more attractive. Both species are suitable and can grow and survive in open areas.

Forest Restoration in Kalumpang VJR107C FR (Mt.Forbes

The contract agreement with the awarded company will last until 2015. Each year they have to fulfil the targeted task listed in the approved working plan. The work specifications within their contract agreement include planting trees and maintenance of planted seedlings according to schedules given to the contractor which include fertilizing of the planted trees. Unfortunately, the contractor failed to accomplish the given task due to internal problems within the company organisation. They have only managed to establish the nursery to raise seedlings and have planted only 70.80 hectares out of 250 hectares (29%).

Forest Rehabilitation – Silviculture Activities in Kalumpang VJR107D (Sapang) and Madai Baturong VJR107 (Binuang) Forest Reserve

This is also a continuous effort to maintain the health and vigour of the forest structure for the selected forest area. The practice controls forest composition and growth. The method used is cutting the vines and climbers which could threaten the growth of the trees. In 2013, only 300 hectares of selected

areas within the reserves were treated; 150 hectares in Kalumpang VJR107D (Sapang) and another 150 hectares in Madai Baturong VJR107F (Binuang).

Wildlife Monitoring Program

The “Camera Trapping” method was used to monitor the existence of wildlife within the project area. This method is for capturing wild animals on film when researchers are not present, and has been used in ecological research in many areas. It can be used to detect rare species and gives an estimation of population size and species richness. A

“camera trap” is a remotely activated camera that is equipped with a motion sensor or an infrared sensor, or uses light beam as a trigger. This method has a great advantage as it can record very accurate data without the animal being captured.

In 2013, we only managed to set up the camera in one selected area in Landau Restoration Area, Ulu Kalumpang Forest Reserve. The objective is to monitor the existence of any wildlife after the encroached area was restored since 2009. The cameras captured 2 species which are listed as threatened species and rated as Critically Endangered, Endangered or Vulnerable in the 2004 IUCN Red List, of threatened animals still living inside Ulu Kalumpang Forest Reserve. The captured images included those of threatened species, such as Asian elephant (Elephas maximus) and also the Sambar Deer (Cervus unicolor).

Forest Protection

Our mission is to maintain and rehabilitate the health of the forest by protecting them from fires, illegal fellers and other illegal activities. In 2013, just one case was recorded. It was a small encroachment for small scale agriculture activities within the Ulu Kalumpang Forest Reserve.

The Chart 25.1 shows the decreasing trend of forest crimes in the project area since the SFM project started in 2006.

Forest crime rates are decreasing due to the improved and persistent ground patrols, aerial surveys and the establishment of manned forest checking stations at strategic places in the project area.

The Forest Checking Station known as FCS Binuang is being upgraded since November 2013 at the Madai Baturong VJR107F (Binuang) Forest Reserve. This FCS serves as a field station to control and prevent forest crimes in the reserve.

This project is funded under the RMK10 development vote, managed by the Deputy Director (Development)’s office.

Auditors from SEDIA

(Sabah Economic Development and Investment Authority) On the 12th September 2013, a team from the SEDIA (Sabah Economic Development and Investment Authority) led by Mr.

Aizuddin Norhafiz bin Ahmad, visited Ulu Kalumpang and Kalumpang VJR107D Forest Reserve to monitor the impacts of the three big projects that were funded under the Sabah Development Corridor’s (SDC) fund since 2009. These are:- 1. Construction of Sg. Mantri Bridge (Project Cost:

RM453,621.00)

2. Restoration Project : 600 hectares in Cenderamata Landau area. (Project Cost : RM2,747,500)

3. Construction of Forest Checking Station namely FCS Sapang at Kalumpang VJR107D Forest Reserve (Project Cost : RM126,360.75).

SEDIA’s role is as the one stop authority to drive SDC, with the primary responsibility to plan, coordinate, promote and accelerate the development of the SDC. On that visit, the team was very contented with the implementation of each project and believed that those three projects had achieved their objectives.

Total Expenditures In 2013

The total expenditure incurred by this Project for 2013 was RM2,506,229.28 (excluding salaries and fuel consumption which were paid by the SFD Headquarters). The approved allocation was RM 2.70 million from the State Government under the Tenth Malaysia Plan. A sum of RM197,770.72 was recorded unused due to technical problems in processing the late payment to a particular contractor.

Total Accumulated Expenditure 2006-2013

The overall expenditure since the inception of this project amounts to RM 14,327,762.73. The allocation comes from the State Government Development Budget under the Ninth Malaysian Plan and is being continued in Tenth Malaysian Plan (Table 25.3).

The Table 25.4 shows the summarized achievements of all activities for this project in 2013.
