The TPP was originally a free trade agreement (FTA) between the four Asia Pacific Economic Cooperation (APEC) countries Brunei Darussalam, Chile, New Zealand and Singapore (P4). The study aims to evaluate Malaysia's national interests in being a party to the TPP agreement. Malaysia will have fewer tariff restrictions in four new markets – the US (90 percent), Canada (95 percent), Mexico (77 percent) and Peru (81 percent) of all tariff lines.

These estimates, however, depend largely on the extent to which Malaysia reduces its non-tariff measures and implements domestic economic reforms – the less it liberalises, the smaller the impact of the TPP. Recipients of contracts above the relevant thresholds will now have to compete openly, while those below the threshold – the majority of recipients – should not be affected. Looking more closely, we can expect Malaysia's non-participation in the TPP to have a negative impact on Malaysia-US relations.

Along with Chile and Peru, Malaysia's non-participation in the TPP may limit efforts to deepen political relations with these countries. The impact of the TPP on the NIA framework is analyzed according to the balance of interests principle.

SECURITY

Malaysia's institutional arrangements in the economic field, however, do not exhibit the same kind of equilibrium. US involvement in the TPP preceded President Obama's 2012 announcement of the US "pivot" or "rebalancing". The US, Canada, Chile, Mexico and Peru are the TPP participants not involved in the RCEP.

Malaysia's participation in the TPP will give rise to the perception that it downplays Asean's importance. With the notable exception of the automotive sector, foreign investment in the manufacturing sector, particularly in the electricity and electronics sector (E&E) ), has become a standard. The GLCs still play an important role in the economy, despite the government's privatization efforts.
