Preface

Duringthepastdecade,attemptshadbeen madetoimprovefisheriesmanagementwiththe fundamentalobjective ofreducing illegal and destructivefishing. The seriousnessofthis concern has been increasingly expressed through discussions and recommendations in various meetings and consultations such as those of the Council of Directors of the SoutheastAsianFisheriesDevelopmentCentre(SEAFDEC),ASEANFisheriesConsultative Forum (AFCF), SEAFDEC RegionalAdvisoryCommittee(RAC)on FisheriesManagement in Southeast Asia, Regional Plan of Action to Promote Responsible Fishing Practices includingCombatingIUUFishinginSoutheastAsia(RPOA-IUU),aswellasmeetingsofthe ASEAN Heads of States including during the launching of the roadmap for ASEAN EconomicCommunity.

On the partofSEAFDEC, collaborativeprojectsunderthe Fisheries ConsultativeWorking GroupoftheASEAN-SEAFDEC StrategicPartnership(FCG/ASSP)mechanismpavedthe wayfortheconductofconsultationsanddiscussionsattheregionalandsub-regionallevels to find the ways and means of promoting effective fisheries management as well managingfishingcapacityinordertocombatIUUfishingintheSoutheastAsianregion. For their efforts to combat IUU fishing, the ASEAN Member States (AMSs) had requested SEAFDECtoassistthem inthedevelopmentofguidelinestopreventtheentryoffishand fishery products from IUU fishing activities into the supply chain ofthe inter- and intra- regionalaswellasinternationalfisherytradesystem.

In response, the SEAFDEC Marine Fishery Research Development and Management Department (MFRDMD) together with the SEAFDEC Secretariat conducted a series of consultativemeetingsinvolvingtheASEAN-SEAFDECmembercountriesaswellasexperts from national and regional organizations, to identify the issues related to IUU fishing activities that occur in the Southeast Asian waters. Through such meetings and consultations, the Guidelines were developed, reviewed and finalized for endorsement through processes underthe ASEAN protocol. Afterincorporating the suggestionsmade during the 17th Meeting of FCG/ASSP in December 2014 and 47th Meeting of the SEAFDECCouncilinApril2015,thefinaldraftoftheGuidelineswasendorsedbythe23rd Meeting oftheASEAN Sectoral Working Groupon Fisheries (ASWGFi) inJune 2015 for consideration at high level meetings of the ASEAN 2015. Finally, the Guidelines were endorsed bythe 37th Senior OfficialsMeeting oftheASEANMinisters onAgricultureand Forestry(SOM-AMAF)inSeptember2015.

DuringtheseriesofmeetingsandconsultationsforthedevelopmentoftheGuidelines,the AMSs provided information on the status oftheir respective countries' initiativesto attain sustainable development offisheries through the improvement offisheries management, includingcombating IUU fishing. Thecountries' effortsto improvefisheries management and combatingIUUfishingforsustainablefisherieshavebeen summarizedbased ontheir inputsduringtheconsultationsandmeetings,andduringtheStakeholdersConsultationand Meeting of Drafting Committee

Development towards the ASEAN Economic Community organized by SEAFDEC (SEAFDEC, 2016) and the Regional Technical Consultation onPromotion ofthe"ASEAN GuidelinesforPreventingtheEntryofFishandFisheryProductsfromIUUFishingActivities intotheSupplyChain”inMarch2016(SEAFDEC/MFRDMD,2016).
