The 3^rd ASEAN Digital Ministers Meeting (ADGMIN) Synergy Towards a Sustainable Digital Future

Good morning

Your Excellencies…

Secretary General of ASEAN…

Distinguished Guests, Ladies, and Gentlemen…

1. On behalf of the Minister of Communications and Informatics of the Republic of Indonesia (MCI)… I am honored to attend the 3^rd (third) ADGMIN (e-di-ji-min) physically… in the beautiful ambiance of Boracay Island… after we had the last two previous ADGMIN (e-di-ji-min) virtually//

I also wish to extent my appreciation… to the host for the warm hospitality… and great arrangement for this meeting//

2. Amidst the challenge to fully recover from the post-pandemic effect… the Republic of Indonesia… through the Ministry of Communications and Informatics (MCI)… reaffirms… our unwavering effort… to accelerate digital transformation to achieve Digital Indonesia throughout the archipelago… by developing concrete ICT infrastructure… both on the ground and in the space segment//

We are also pleased to state that… to provide the effectiveness and security of digital space infrastructure… we establish a more productive digital ecosystem… through the issuance of several

regulations… and acceleration of digital transformation to increase the internet link ratio in Indonesia//

3. In tune with the 3^rd (third) ADGMIN’s (e-di-ji-mins) theme… I would like to share with you… our Ministry’s vision… “Indonesia towards a Digital Nation”… we optimistically welcome emerging Indonesia’s digital sector… with which we race into becoming a bright and promising digital nation//

4. Among the digital efforts done in Indonesia…. it includes the development of digital literacy pillars… involving digital skill…

ethics… safety.. and culture//

It is certainly a basic component… for the community to participate in the digital economy and society//

Indonesia ensures… no one is left behind in the digital economy development… while strengthening the country’s competitiveness in the frontier of the Fourth Industrial Revolution… such as artificial intelligence… the underlying requirement for reshaping the digital future//

In the end… it resonates with a synergized human-centric approach… as the key enabler to the sustainable digitization process in ASEAN//

5. Recognizing that start-up… and venture capital investments…

are a key feature of policies that support micro… small… and medium enterprises (MSMEs)… to reap benefits… from the adoption of new digital technology and services in the digital economy//

Indonesia provides MSMEs with education… mentoring…

networking… and further advice… for scaling up their digital needs at each development phase – all of which echo the ASEAN Digital Masterplan (ADM) 2025’s vision… as a leading digital community and economic bloc//

Excellencies…

6. I also wish to take this opportunity to share with you… the themes and priorities of Indonesia’s ASEAN chairmanship this year//

Indonesia’s chairmanship… will focus on keeping and maintaining… regional economic growth to achieve prosperity for the people in the region//

7. In the nuance of shaping the impending sustainable digital economy… it is important to have collaboration and combined effort amongst the ASEAN Member States… and its dialogue or development partners//

Indonesia is therefore delighted… to bring the rise of digital economy agenda… within Indonesia’s chairmanship this year…

adopting the theme “ASEAN Matters: Epicentrum of Growth”//

8. In the Economic Pillar… the theme of Epicentrum of Growth will be translated into three strategic thrusts… and one of them is Digital Economy: Accelerating Inclusive Digital Economy Transformation and Participation//

9. Under the aforementioned strategic thrust… there are two Priority Economic Deliverables (PEDs) arranged under ADGSOM (e-di-ji-som)… Indonesia sees the importance of:

(i) First… ASEAN Framework on Logistics for Digital Economy Supply Chain for Rural Area to accelerate the local and rural economy in ASEAN//

(ii) Second … Regulatory Pilot Space (RPS) for cross-border data flows that could be implemented in many sectors, including transportation.

10. In regards to accomplishing the PEDs on schedule… Indonesia will convene consultative workshops in the 2^nd quarter of work cycle 2023… and therefore ADGSOM’s (e-di-ji-soms) consideration and support become the most vital… for the endorsement of our PEDs… to be adopted by ADGMIN on the 4^th (fourth) ADGSOM ADGMIN//

11. Indonesia also proposed one priority… that will be elevated to the ASEAN Leaders' level… namely the leaders’ statement to develop the Digital Economy Framework Agreement (DEFA)//

This initiative will strengthen… our comprehensive actions in enhancing ASEAN’s digital economy integration… with the global digital economy//

12. Lastly… I wish to request your utmost support… cooperation…

collaboration… and close coordination with all of the ASEAN Sectoral Bodies… to ensure the completion of Indonesia’s chairmanship priorities… to support the region’s economic growth and integration… and the continued ASEAN Economic Community Building process///
