SUBJECT: DESIGNATING DOF FOCAL PERSONS FOR THE OVERALL IMPLEMENTATION OF EXECUTIVE ORDER NO. 833
WHEREAS, the Philippine Government is undertaking a long-term land administration and management reform agenda, which includes reforms in real property valuation and taxation under Component 4 of the Second Land Administration and Management Project (LAMP2), being implemented by the Department of Finance (DOF), through the Bureau of Local Government Finance (BLGF) and the National Tax Research Center (NTRC);
WHEREAS, the President issued Executive Order (EO) No. 833 creating the Property Valuation Office (PVO) in the DOF for purposes of sustaining and instituting real property valuation reforms;
WHEREAS, the DOF, through the BLGF and the NTRC, shall take the lead responsibility in the implementation of said EO, and the establishment and supervision of the PVO;
WHEREAS, pursuant to Sec. 5 of said EO, the DOF, in consultation with relevant authorities, shall prepare the Implementing Rules and Regulations (IRR) of EO 833 for approval of the Office of the President;
WHEREAS, there is an immediate need for the development and implementation of the IRR of said EO by the DOF;
NOW, THEREFORE, in consideration of the foregoing, Asst. Sec. Ma. Lourdes B.
Recente, Dir. Ma. Lourdes V. Dedal of the Central Financial Management Office, and Dir.
Lourdes Z. Santiago of the Central Administration Office, this Department, are hereby designated DOF focal persons on matters relating to the implementation of Executive Order No. 833.
Assistant Secretary Recente shall oversee the overall implementation of said EO, in coordination with the LAMP2 Component 4 Management Committee, and Director Dedal and Director Santiago shall be responsible for the financial and administrative concerns, respectively, relative to the organization and setting up of the PVO.
This Department Order shall take effect immediately.
