NATIONAL MAPPING AND RESOURCE INFORMATION AUTHORITY Accomplishment Report
First Semester FY 2013
I. SummaryFor the First Semester of FY 2013, NAMRIA accomplished significant parts of activities on 18 regular projects under the following major functions: (a) Hydrographic Surveys and Nautical Charting; (b) Topographic Mapping; (c) National Geodetic Network Development; (d) Land Evaluation and Mapping; and (e) Information Management.
Under Hydrographic Surveys and Nautical Charting, NAMRIA conducted surveys of major ports and harbors to gather data for the updating of existing nautical charts and the compilation of new charts, including electronic nautical charts (ENC’s). Nautical charts are essential for the safety of maritime navigation and serve as references for various maritime activities. Notices-to- Mariners containing updates on the status of chart features such as lights, buoys and other aids to navigation, and various warnings and other critical information for the guidance of mariners were published. NAMRIA also maintained its nationwide network of tide stations to gather sea level data which are primarily used for the determination of tidal datum planes (or reference levels for elevation), and the prediction of tide levels in various ports, harbors and other localities as an important reference for a wide range of maritime activities, including shipping, coastal engineering and fisheries, and scientific research.
Topographic base mapping at different scales was undertaken to incorporate updated information on topography, vegetation, drainage systems, infrastructure such as road networks, major landmarks, and other land features. These maps are also being widely used by various government agencies, including LGUs, the private sector and the academe as references for local development planning, business and research activities. In 2012, NAMRIA pushed for the approval of the Unified Mapping Program which aims to provide detailed, up-to-date, reliable and accurate geospatial information so as to address the need of government for a basic reference in planning and decision making.
Under Land Evaluation and Mapping, NAMRIA provided technical assistance to the Forestland Boundary Assessment and Delineation (FLBD) program, including the draft of bills for the reclassification of lands in the public domain; delineated NIPAS areas; produced land cover maps using recent remote sensing data; mapped low–lying areas to delineate the extent of coastal areas vulnerable to flooding, coastal erosion and salt water intrusion in various scenarios of sea level rise due to climate change and other causes; conducted coastal resource mapping and assessment to produce resource maps and a database of coastal areas susceptible to sea level rise; assisted the DENR Regional Offices in the integration of Environment and Natural Resources (ENR) datasets for reclassification of lands of the public domain identified through the legislative agenda of Congress.
Regarding information management, NAMRIA developed and maintained web-based systems and databases to support its regular and special projects.
Geographic information services were made available through the NAMRIA Geomatics Training Center (GTC) and the NAMRIA One-Stop-Shop (OSS). The GTC conducted trainings for different government offices, local government units, the academe and the private sector on GIS applications, map updating and database development. The OSS also provided geographic and ENR information services to various clients.
Major NAMRIA projects were also supported by information management activities. These support components include map integration; information systems development; and information, education, and communication (IEC) campaigns. The 20 Map Sales Offices in the different regions continued to enhance the accessibility of NAMRIA products to map users all over the country.
Special projects with other government agencies and the private sector were also undertaken on base mapping, geodetic surveys and systems development. These projects are: (a) CSCAND (Collective Strengthening of Community Awareness for Natural Disasters) Project; (b) Generation of Data on Upland/Forestland Population; c) The Philippine Geoportal Project; d) Technical Assistance to the Philippine Climate Change Adaptation Project (PhilCCAP); and d) National Health Atlas.
Intervening activities include responding to many requests of various government agencies, the academe and from private institutions for digital base maps/satellite images, aerial photographs, certification on land classification status, tidal data, sea level and predictions, and provision of related geographic and natural resource data.
In 2011, pursuant to EO 605, and to improve delivery of the Agency’s services, NAMRIA continued the development of its Quality Management System (QMS) toward ISO 9001:2008 certification. In the first semester of 2013, the agency passed the 1st surveillance by third-party audit.
II. Physical Accomplishments A. Support to Operations (STO)
1. HYDROGRAPHIC SURVEYS AND NAUTICAL CHARTING
Under this program, NAMRIA conducted hydrographic and oceanographic surveys; produced nautical charts and maritime publications;
operated and maintained survey vessels, tide stations and other related facilities. Technical data that was generated contributed to ensure safety of life at sea, support climate change mitigation and adaptation, and the delineation of the country’s different maritime zones. These also support the requirements for infrastructure development, environmental management, resource exploration and scientific research.
Hydrographic Surveys: Surveyed two (2) Ports and Harbor (South Harbor, Manila; and Mariveles, Bataan); performed routine preventive and corrective maintenance on motor vehicles including the preventive maintenance of BRP Bantay Kalikasan; collected 6-month continuous record of the Earth’s magnetic elements at the magnetic observatory in Muntinlupa City; and re-observed four (4) repeat stations.
Nautical Charting: continuously undertook data compilation, cartographic enhancement and updating of nautical charts; and manually corrected navigational information updates on nautical charts.
Maritime Publication: published 6 editions of Notices-to- Mariners; and continued updating/editing 2013 Edition of List of Lights, Volume 1 and 2 of the Philippine Coast Pilot Book (CPB); and assisted 81 LGUs on the delineation of municipal waters.
Operation and Maintenance of National Oceanographic Data Center (NODC): completed astronomical computations, predictions, tabulations and editing of the 2014 Tide and Current Tables (TCTs);
inspected and releveled 30 tide stations; and collected and processed 235 monthly tidal datasets.
Aside from the above regular activities, special and intervening projects/activities were accomplished under this program in order to generate data for use in scientific research in the field of oceanography and provide technical assistance to LGUs and private institutions. These were as follows:
● Collected 6-month record of the Earth’s magnetic elements using the magnetometers installed at the Magnetic Observatory for the Circum-Pacific Magnetic Network Project (Kyushu University, Japan) and Ocean Hemisphere Network Project (University of Tokyo, Japan); and
● Provided technical assistance/support and coordination on the Joint Hydrographic Survey with United States NAVOCEANO.
● Other clientele services rendered include:
- Issuance of navigational warnings to mariners through NAVAREA XI Coordinator in Japan; and
- Provision of Notice-to-Mariners free of charge to the maritime public, including foreign hydrographic offices to ensure safety of life at sea and environmental protection.
2. TOPOGRAPHIC BASE MAPPING
NAMRIA produced topographic base maps at various scales using photogrammetry, satellite remote sensing, digital cartography and Geographic Information Systems (GIS) technology. These serve as base data used by other agencies such as MGB, PAGASA and PHIVOLCS in the production of geohazard maps.
Large-Scale Base Mapping (1:10,000): Compiled six (6) map sheets at scale 1:10,000 covering portion of Mabalacat, Pampanga; seven (7) map sheets were converted to GIS ready spatial information; and continued scanning and reproduction of aerial photo negatives at various scales for conversion from analogue to digital format covering Northeastern Mindanao.
Medium Scale Mapping (1:50,000): This project has three (3) components, namely: (a) Topographic map updating and enhancement with a target output of 35 map sheets, (b) Database management of 100 map sheets, and (c) Derived mapping of four (4) map sheets. Activities undertaken were:
research and compilation, data conversion, database design, and generalization of geographic features.
Administrative/Special Mapping: This activity involved the production of four (4) regional maps covering Regions IX, X, XII and XIII and publication of Philippine Road Atlas covering Mindanao. Data gathering for regional maps and Philippine Road Atlas are being undertaken.
Printing of Topographic/Administrative Maps:
Reproduced/printed 45 out of 100 target map quadrangles;
and conducted physical inventory of printed medium-scale 1:50,000 topographic maps, replenishment of out-of-stock maps, and delivery of requested maps to Map Sales Offices (MSOs).
On intervening activities, NAMRIA undertook special mapping projects with LGUs and other government agencies to serve their requirements for specific map products and services. Private entities were also provided various services through Memoranda of Agreement (MOA). These were as follows:
a) Implemented 105 Memoranda of Agreement (MOA) and sixteen (16) Memoranda of Understanding (MOU) with different government, private and individual entities; and b) On clientele services, the following were issued:
● Certification of 348 Control stations;
● Evaluation of 663 GCPs; and
● Calibration of 71 GNSS receivers.
3. NATIONAL GEODETIC NETWORK DEVELOPMENT
The development of the national geodetic network through the Philippine Reference System of 1992 (PRS92) Project continuously provided a homogeneous geodetic reference for accurate survey and mapping of natural resources, and administrative and cadastral boundaries. The project was undertaken through the collaboration of the Regional Offices of the DENR.
Geodetic Network Development: Activities undertaken were: readjusted 740 GCPs to ITRF 2005 coordinates;
updated and recovered 400 GCPs in Cebu; established one (1) AGS in San Rafael, Bulacan; established 152 kilometers of level lines in the cities of Cebu and Iloilo; updated 533 BMs; connected eight (8) tide gauge benchmarks (TGBM);
connected 128 GCPs to the network of BMs; and established and surveyed 140 gravity stations in the provinces of Batanes, Negros Oriental, Romblon, Cebu and Iloilo.
Transformation and Integration of Lands Datasets in Support to Unified Mapping: Conducted GNSS survey for the establishment of 30 ICPs in the province of Oriental Mindoro.
4. LAND EVALUATION AND MAPPING
Classification/assessment surveys of the remaining unclassified lands of the public domain were conducted, as well as determination of land use/suitability. Provision of services for transfer, sharing, exchange, packaging and dissemination of natural resource and environmental information in all regions and provinces of the country were likewise undertaken by the agency.
For this period, the following were undertaken:
Forestland Evaluation and Mapping: In relation to the Forestland Boundary Delineation of the DENR, finalized regional map outputs of 37 provinces; replotted 4 provinces and converted 24 provinces; validated 12 PAs; and converted 12 provincial maps into digital format.
Land Cover Mapping: Validated land cover maps of four (4) provinces; on-going rectification, preliminary classification, editing and final analysis.
Mapping and Assessment of Low-lying Areas Vulnerable to Sea Level Rise: Conducted field validation of low-lying areas on six (6) cluster sites; assessed six (6) preliminary land cover maps; and final mapping on two (2) clusters of vulnerability maps at scale 1:10,000.
Coastal Resource Mapping and Assessment: Conducted reconnaissance survey on 15 coastal provinces; and validated and assessed landcover/use, coral and seagrass.
ENR Data Integration: This project has three (3) components, namely: (a) Integration and Assessment of Other ENR Datasets of eight (8) provinces, (b) Geospatial Archiving of RSRDAD Data, and (c) Forest Cover Change Mapping of two (2) provinces. Completed map integration and editing of three (3) provinces; continued updating inventory of geospatial data including metadata and archiving system within RSRDAD; and image acquisition and data gathering for the provinces of Isabela and Agusan del Sur.
Intervening activities accomplished under this program include projects with government and private agencies relating to land survey, evaluation and assessment, and provision of GIS-produced maps. These were as follows:
● CSCAND Project – Completed barangay boundary collection for the provinces of Malabon, Valenzuela and Navotas; integration of themes are being undertaken;
● Generation of Data on Upland/Forestland Population – RS-GIS processing, data collection and basemap preparation are on-going;
● Prepared map layout showing 0-12 meters elevation of Regions I and III as requested by ERDB; and
● Acted on different LC cases/requests by different government and private entities;
5. INFORMATION MANAGEMENT
NAMRIA continued the development and maintenance of information systems, management of databases, conduct of geomatics training activities, and provision of other geographic information services to government agencies, the business sector, non-governmental organizations, the academe and private individuals.
The following were the accomplishments of the project:
Information Systems and Network Maintenance: On- going systems maintenance, systems design, systems implementation, updating of NAMRIA Website, ISSP development, and data collection and packaging of ECS Reports.
Database Development and Maintenance: Populated 45 new metadata records and edited 90 created metadata records; updated list of topographic map 1:50,000 701 series; and three (3) provinces of Samar Island were visited
to validate the names and number of islands per municipality using the NAMRIA 1:50,000 scale topographic maps and the list of islands from Census Atlas of the Philippines.
Geographic Information Services (Component I):
Distributed 100 information materials; conducted 9 trainings on: (a) GIS for Executives; and (b) Basic GIS;
maintained 2 information and training centers; continued updating archival databases and SRR-SIS databases of MSOs; and prepared 2012 Sales and Analysis Report.
Geographic Information Services (Component II):
Drafted the 2012 NAMRIA Annual Report; distributed 16 news articles on Newscoop; set up photo/map exhibits and prepared photo and video documentation for various NAMRIA projects and events/activities; finished 1st draft of the NAMRIA Day Care AVP; published press release on
“Construction of NAMRIA hydrographic survey catamarans underway” in The Philippine Star and The Philippine Daily Inquirer; and acted as secretariat on the on-going ISO 9001:2008 activities.
On Special projects/intervening activities under this program, database build-up and management were undertaken and information systems were developed. Likewise, IEC activities were conducted on major programs of the government. The following were accomplished under this program:
a) The Philippine Geoportal: Digitized 58 tiles of building footprints and road centerline; identified eight (8) metadata profiles; updated 26 feature classes; disseminated six (6) inventory forms; and validated 30 records;
b) CSCAND Project: Printed final hazard maps under the Ready Phase II project and flood hazard and severe wind hazard models of the Risk Analysis project; and prepared the data requirements as requested for the Building Geometry Model Training;
c) Technical Assistance to the Philippine Climate Change Adaptation Project (PhilCCAP): Coordinated with PAGASA and selected LGUs on detailed schedules on GIS training;
and
d) NAMRIA Gender and Development (GAD): Prepared Women’s Month 2013 Calendar of Activities; and coordinated various GAD activities.
B. Special Projects 1. Locally-Funded
“Unified Mapping Project”: For Airborne Data Acquisition:
Lot 1 is 100% completed, Lot 2 including the Province of Palawan is 33% completed with a total of 64,894.9 line- kilometers accepted. For GCPs; established the target of 85 for Lot 1 and 81 for Lot 2.
“The Philippine Geoportal: One Nation, One Map”:
Activities undertaken were: convert Stakeholder Agencies data to geodatabase, upgrade the NAMRIA network connectivity from 45 Mbps to 90 Mbps, reconfigure and recable network connection at the NAMRIA Data Center,
enhance PGS to include additional functionalities, draft PGDI Masterplan, enhance the implementing rules and regulations on PGDI, and monitor project component activities and deliverables.
C. General Administration and Support Services (GASS)
Supporting the operations and implementation of NAMRIA’s mandates is the Engineering Services which undertook repair and maintenance of buildings, facilities, and technical/communications/IT equipment. For this period, the program accomplished the following:
Performed preventive and corrective maintenance, including installations on 22/2 technical units; 986/36 communications equipment; 54/7 office machines; two (2) telemetry instruments installed; and maintained DORIS Beacon;
Performed preventive and corrective maintenance on 598 computer system; 82 hardware/software related problems;
and one (1) local area network (LAN) maintained;
Maintained and repaired buildings, appurtenances, grounds and air conditioning/plumbing facilities; and
Performed 59 preventive and 102 corrective maintenance on NAMRIA vehicles, and servicing transportation needs of officials and employees.
Planning, Policy and Development Studies encompasses overall strategic and operational planning, policy formulation and strategic studies. The following activities were accomplished during the period:
Prepared/updated planning guidelines; FY 2013 Work and Financial Plan; Budget proposal for FY 2014 for Senate Technical Budget hearing; and Forward Estimates (FEs), MTEP, MTPIP and MTPDP;
Participated in the series of workshops for the crafting of NAMRIA Strategic Plan;
Collated and evaluated bi-monthly accomplishments and activities submitted by Line Departments to cull NAMRIA weekly accomplishments and significant events for the generation of weekly reports for the DENR Secretary;
Prepared FY 2012 Annual Accomplishment Report and January to June 2013 Accomplishment Report; and
Continuously monitored accomplishments on regular and special projects/intervening activities.
Administrative/staff and security services provided support to line departments, and formulated policies, programs, guidelines, rules and regulations pertaining to personnel, human resource development, medical/
dental services, logistics and procurement. The following were achieved during the period:
Prepared/processed documents for: 274 Contractual;
employees benefits (Productivity Incentive Bonus, Loyalty Awardees, and Clothing Allowance); and CSC, DBM, CESB, DENR requirements/reports;
On Human Resource Development: conducted 9 training/seminar programs; identified core or universal
competencies; and validated leveled-off core/unique competencies on Competency Based System Program;
Continuously maintained the operations of NAMRIA Day Care Center;
Maintained and supervised NAMRIA Library and Museum;
Provided medical/dental services and assorted medicines to NAMRIA personnel; and issued certifications on GEMBA and FOSLA Loans, bonding on Special Disbursing Officers (SDOs);
Implemented rules and regulations on the wearing of prescribed uniforms, security tags for NAMRIA employees and visitors, and vehicle control tags for guests/clients;
Provided 24 hour security to NAMRIA facilities and equipment; and
Coordinated with various government agencies regarding security and intelligence arrangements related to operations of the agency.
