Vice President Leonen reported that the Development Bank of the Philippines, Philcoa branch filed a compliance/manifest with the Regional Trial Court of Quezon City, regarding their motion for the delivery of a manager's check in the name of Stern Builders Corporation in the amount of P16 Million. Control of the subject is still under the custody of the RTC Sheriff and has not yet been given to Stern Builders.
The Office of Legal Services has filed a motion to suspend the release of the manager's check before the RTC, holding that there are still pending issues to be resolved, such as the validity of the check's delivery by DBP and that the release of the check will violate the principles of equity (as there is no distribution for the said amount and the damages are excessive) and judicial propriety (as there is a case pending with the Court of Appeals on the legality of the decision of the decision that is taken from the public funds of the University.) .

THE UNIVERSITY OF THE PHILIPPINES AS A CENTER OF EXCELLENCE AND A CENTER OF CULTURE
In the faculty roundtable convened by the previous government in August 2004, university professor Dr. said the rationalization of program offerings in the constituent universities. Such rationalization requires a reexamination of all our programs. The participating universities have sometimes complained about a perceived ambivalence in the attitude of the university administration towards them.
Part of our responsibility to our own students is that their education equips them to be competitive in the workplace, both here and abroad. Strengthening the position of UP as a leading research and development university in the country and eventually in the region. It is located in the path of tropical typhoons and lies along the axis of one of the most active volcanic and seismic zones in the world.
Many countries have achieved economic prosperity because they have invested heavily in the sciences and their applications. We have already identified the funding source to implement the scientific career system at the university as soon as possible. Therefore, we will introduce an incentive plan for the faculty in the field of arts, which will act as a counterpart to the scientific career system.
Development of UP as a community of researchers with academic credentials comparable to their colleagues at the best universities in the world. How can we claim to be the leading institution of higher education in the country if our own requirements are lower than those of other universities. Our goal is to be comparable to the best universities in the region, if not the world.
At our last count, the number has reached about 300 in the last five years alone, with the science and engineering colleges most affected. In the meantime, we will tighten recruitment policies and processes, so that only those with clear potential for excellence in teaching and research are admitted to our ranks. But it is essential to ensure that available resources are distributed and used in the most efficient manner without eroding the quality of teaching and research.
