Briefing on the Search for CSSP Dean

It was clear in the qualifications of those who may be nominated for the position of a Dean that a nominee does not have to be a faculty member of UP. However, he said that having a Dean who is an outsider could present potential operational problems for the College, especially if the person did not immediately get a faculty appointment. Chancellor Nemenzo said that the Dean had recently submitted his application for a faculty position and the College had yet to decide on the application.

Once an outsider is selected for the position, he/she must apply for a faculty position and the process of applying for a faculty position is internal to the college. The college will decide which faculty rank (eg Assistant Professor, Associate Professor, Professor) will be given to the candidate selected by the Council, which is in accordance with his/her qualifications.

Establishment of a Doctor of Health Professions Education by the NTTCHP, UP Manila and approval of the proposed tuition fee of 2500 per unit. Erlyn Sana explained that the proposed Doctor of Health Professions Education (DrHPEd) Program will be the highest educational degree offering of the NTTCHP. Based on the description of the program, approximately 60% will be delivered online and the remaining 40% will be on a face-to-face basis as the situation permits.

He said faculty members of these eight SUCs could be a logical target for the proposed DrHPEd program. If the delivery unit is in UP Visayas, faculty members of the health science units of West Visayas State University will be able to enroll in the program. The faculty members of the nursing program of Cebu Normal University are likely the target market for UP Cebu.

For UP Baguio, the faculty members of the medical programs of Mariano Marcos State University and University of Northern Philippines can enroll in the program. Chaves presented the summary of the proposed two (2) minor tracks—Minor in Finance and Minor in Marketing—. It should have the full participation of the faculty and of students who are the ones who will be affected.

Academic Roadmap and Implementation Plan for AY 2020-2021 a.1 President Bautista briefly explained that the scope of the Academic. Roadmap is focused on education and education-related initiatives of the university and the focus is on the first semester AY2020-2021. On the issue of mental health, she asked about the specific roles of the REPS and guidance counselors in the academic roadmap.

In light of the COVID-19 pandemic, AVP Gonzalo said they expect the lapse rate to be more than 10% for the transition year. He asked to have a separate update, outside of a Council meeting, on the development of the roadmaps during the transition year.

Rosalie Arcala Hall needs the resolution of the Board of Directors for the extension and completion of her project and for the reallocation of the budget therefor, which will not entail additional budget expenditure. The details are included in the materials distributed to board members. Request from UP Visayas for extension of the project entitled “Design, Implementation and Social Acceptability of Implementation of Controlled Release Fertilizers and Social Acceptability of Controlled Release Fertilizers from Agricultural Fisheries Waste Materials”, under CHED Discovery-Applied Research and for Trans/Interdisciplinary Opportunities (DARE-TO) Grant.

Since no comments were received from the members of the BOR Finance Committee, the requests were included on the agenda for approval by the Board. Closure of the University's bank accounts in Philippine National Bank (PNB), Philippine Veterans Bank (PVB) and Development Bank of the (PNB), Philippine Veterans Bank (PVB) and Development Bank of the Philippines (DBP). Upon review of existing UP bank accounts, the Vice President for Planning and Finance and the Vice President for Administration recommended the closure of the University's accounts at PNB, PVB and DBP which are identified as unnecessary/dormant bank accounts.

Request of the Philippine Genome Center to 1) provide RT-PCR testing services to private entities and individuals for return to work and services to private entities and individuals for return to work and travel expenses; and 2) to determine the rate therefor. Saloma explained that the smear test and pathologist's fees are already included in the package. He said OFWs are among the sectors severely affected by the COVID-19 pandemic.

There are nearly 8 million newly unemployed in the country and nearly half a million OFWs were repatriated from other countries. He asked if the UP can be part of the government's rapid economic recovery program by providing quick and affordable RT-PCR tests to OFWs. Saloma said if they qualify in the categories eligible for testing under the guidelines for expanded risk-based testing, then they will be tested for free at the UP Health Service.

However, on 7 November 2019, UP Diliman asked for clarification on the difference between the rank recommended by its Diliman TPT committee for the five faculty members, which was one rank lower than that of the System TPT committee. The System TPT Committee reviewed the ranks and decided to revise its original recommendation for the above faculty members, reducing the ranks of the five artists. At the same time, the Board directed the Vice President for Academic Affairs to look into whether there are faculty members who could have received a higher TPT rank, but were given a lower rank due to the lack of a national award for the settlement period.

In the spirit of fairness, the APS System Board unanimously recommends the revision of the grade of Professor Sir Anril Tiatco from APS 1 to APS 2. Nicolas of the College of Social Work and Community Development, UP Diliman, from Assistant Professor 4 to Associate Professor 3, based on the award of his doctorate in October 2019 and publications he has published over the years;. Nicolas from the College of Social Work and Community Development is recommended for promotion from Assistant Professor 4 to Associate Professor 3 because he met the conditions.

As there are no objections to the duly made and circulated proposal, the automatic promotions of the listed faculty members are approved.
