General Guidelines for ELC Grants

A. Purpose: This grant aims to support UP Diliman faculty members doing extension work by only reducing the required teaching load of 12 units per semester or 24 units per academic year.

B. Eligibility: Applicant must be a regular Faculty Member in active service in the University of the Philippines Diliman or in the UP Diliman Extension Program in Pampanga, regardless of the status of employment whether permanent or temporary (but excluding Lecturer, Professor Emeritus, and Faculty Member on sabbatical leave). In exceptional cases, Instructor without Study Load Credit may be considered for the grant.

C. Extension Load Credit Units: Load credits for extension work may be granted for 1, 2, or 3 units per semester.

D. The ELC Grant:

1. Only duly approved extension work shall be given corresponding ELC.

2. Assignment of ELC shall be upon recommendation of the Department Chair, endorsement of the Dean and approval by the Vice Chancellor for Research and Development.

3. ELC shall be considered on a semestral basis and only for the approved duration of the project.

4. The College will provide OVCRD with a copy of their extension agenda. The proposed extension project falls within the approved extension agenda of the Department and the College. Moreover, the concerned faculty must be involved in significant, continuing work for a period of at least one semester. Hence, it will not be granted for one-shot training activities or other short term activities.

5. ELC will primarily be granted to faculty who do not receive honoraria/payment for his/her services. However, ELC may still be granted to the faculty even if honoraria is provided as long as the request is endorsed by the College Dean.

6. Operationally, the assignment of ELC credits shall be guided by the following:

a. 1-2 units = number of hours per week equivalent to credit load b. 3 units = 50 hours or more for the entire semester

7. The assignment of ELC to individual faculty members should take into consideration the Department’s over-all capacity and interests (teaching still considered high priority).

E. Obligations of Grantee: The grantee shall submit a proper progress report or final report certified by the Dean/Head of units at the end of the semester or term for which ELC is granted. The grantee may likewise be requested to present a public lecture on the extension activity in the annual Extension Colloquium and / or in an activity to be organized by the academic unit. Should the result of the project be published or publicly presented or exhibited, UP Diliman shall be acknowledged as the source of the ELC grant. The grantee shall provide a copy of any publication or program of exhibition to the OVCRD. The progress/final report/documentation/public lecture or academic paper is needed before overload honoraria payment (if any) is released, or before extension load

credit is renewed/extended for another semester. The dissemination or sharing of progress and results of extension projects is also encouraged during regular Department meetings or conferences.

F. Sanctions for Failure to Fulfill Obligations of Grantee:

1. Endorsement of any application for external funding of research shall be withheld until all grant obligations are fulfilled.

2. The grantee who fails to fulfill his/her obligations shall be ineligible for all UP grants.

3. University clearance of the grantee who fails to fulfill his/her obligations shall be withheld should s/he apply for leave, resign or retire from UP Diliman, unless he/ she pays the University the cash equivalent of the ELC granted to him/ her.

G. Application Process

1. The deadline of the applications for ELC shall be two (2) weeks from the start of a semester without extension except for meritorious/ exceptional reasons to be accepted by the OVCRD through the OEC.

2. The OVCRD shall inform applicants whose applications could not be granted during the particular round of proposals. They shall be allowed to reapply for the next semester.

3. The OVCRD shall return approved applications through the Dean/Head of units.

H. Application Requirements

Applicants shall submit an electronic copy of their full application using OVCRD’s new system for online submission of project proposals at http://projects.ovcrd.upd.edu.ph/ovcrd/.

(Note: For the second semester AY 2015-2016, submissions will still be done manually.)
