ha vetado el Proyecto de la Ley No. 747 de la Cámara,.
por las siguientes razones:
'•First, It interferes with the due exercise of the powers conferred upon the Governor-General by the Organic Act in the preparation of the entire Budget, in that it requires him to include, without revision, the estililates submitted by the Legislature and 'the Supreme Court.
"Second. It interferes to an undesirable extent with ·tlÍe existing jurisdiction al the various Departments and the Bureaus thereof.
"Third. It creates by general statute a permanent com- mlttee of the Legislature, which is in eft'ect a commission, vested with extraordinary powers which may be exercised·
independently of the Legislature and of the Executjve.
Many of its functions duplicate the existing functions of the Auditor and the functions imposed upón the proposed' budget commission. lf this committee is regarded as a committee of the Legislature, it should be created in the usual manner of creating legislative committees. lf it ia a committee of the Executive, then the Executive should have sorne voice in its composition and functions.
"Fourth. It is believea that a_ suitable budget office can be created avoiding the objectionable featlll'es of this bill and at very much Iess expense than is proposed." (Com. No.
