WHEREAS, in compliance with the provisions of RA 9184, the Kalinga State University advertised in the PhiIGEPS website, KSU website, and conspicuous place at the ^premises of the University the lnvitation to Bid for the hereunder Purchase Request continuously from March 10, 201 7 to April 3,2017:

WHEREAS, in response to the said advertisement, there were two ⁽²⁾ suppliers who ^purchased the bidding documents per lot and another one ⁽¹⁾ supplier for both lots, as follows:

WHEREAS, during the Receipt and Opening of Bids on April 3,2017, only Zeina General Merchandise and Cagayan Appliance Center dropped their bids with representative from Dona Alejandra lncorporated who came to explain their non-interest in the bidding due to alleged insufficient ABC of Lot 2;

WHEREAS, during the evaluation of bids, Zeina General Merchandise ^(for Lot 1 & 2) and Cagayan Appliance Center (for Lot 1) were declared ineligible due

to

non-usage of the updated and fixed ^K factor

of

15 as

multiplier in the NFCC computation, and mostly missing eligibility and technical documents, respectively;

WHEREAS, Cagayan Appliance Center withdrew its bid expressing its non-interest in filing a motion for reconsideration ^(MR), while Zeina General Merchandise filed its MR alleging a non-publicatlon of the new

NFCC computation and the ^BAC denied the motion for lack of merit;

NOW,THEREFORE, We the members of the Bids and Awards Committee, exercising prudence, good faith and transparency, hereby RESOLVE AS lT lS HEREBY RESOLVED:

to declare a failure of bidding due to ineligibilities of Zeina General Merchandise and Cagayan Appliance Center as prospective bidders based on Seaion is.l(b) of the 2016 lRfr of ^{R.A. 9184} for Purchase of lT Equipment and Furniture for eLibrary Modernization;

to task the TWG for mandatory review and evaluation of the technical specifications, terms, conditions, scope

of work, cost esti/nates, and

if

necessary, adjust the ^ABC, subjed

to

applicable threshold and required approvals by authorities, to suit the adual conditions of the projea; and

to ^recommend

for

approval by the ^President of the l$linga State lJniverstty for the re-bidding with re- advertisement of this projed upon compliance of the abovetasking.

RESOLVED FINALLY, to ^post this Resolution at the PhiIGEPS and KSU Websites, and conspicuous ^place at the premises of the University.
