1. SYSTEM-INPUT AND PROCESSES

Strategic Development Plan (SDP)

The BOR-approved the 8-year Strategic Development Plan (SDP) 2019-2026 (BOR Res. 815, s. 2019) after the assessment of the Eight-Year Strategic Plan of the university. The SDP was designed to address the new directions enunciated by the National Government and the new challenges posed by the so-called ASEAN Economic Integration and the need to be globally competitive.

The vision, mission, and the goals that were crafted for the Eight Year Strategic Plan for 2019-2026 were modified from the SDP 2014-2017 for the reason that the culture of the Ifugao’s should be given importance as such one of the core values identified as instrument in moving IFSU to a new level of excellence is culture sensitivity. The objectives to be attained in the areas of Instruction, Research, Extension, Resource Generation, and Administration and Governance were either revised or modified to comply with the requirements of the new direction. The strategies were provided to ensure accomplishment of the objectives and performance indicators with targets were set for use in monitoring and evaluation.

To ensure attainment of the objectives and to minimize the gap between the desired outcome (objectives) and the likely outcome, quarterly, all heads of offices/colleges are required to submit their actual accomplishments vis-à-vis their performance targets. The monitoring and evaluation unit monitors the submission of the reports regularly. At the end of each year, an Annual Report is prepared highlighting the accomplishments of targets of the University. During mid-plan review and assessment, the Planning Unit prepares a status/progress report to serve as basis for re-planning. An updated plan is prepared after integrating the needed adjustments resulting from the mid- plan review and assessment workshops.

2. IMPLEMENTATION

The Planning Unit

The Planning Unit of the University is directly under the supervision of the Office of the President. Under the current organizational structure of the University, it is a unit at the Department of Planning and Information Management (DPIM). It is headed by a Department Director with a staff in-charge of monitoring and evaluation. The planning unit is managed by Dr. Joyce whose appointment is renewed through Executive Order No.

07-A, s. 2018.

The Planning Process

Anchored on the guiding principle, participatory planning and decision-making, the process of development of the Strategic Development Plan is cooperative and participatory. Series of planning workshops, consultations and sessions are initiated and facilitated by the Planning Unit to gather necessary data and information for the strategic planning workshop. The strategic planning workshop follows the phases of planning. The output of the participants are collated and processed by the Planning Unit with the help of the planning secretariat.

Implementation of the Plan

The University President (assisted by the Vice Presidents and Department Directors), the Campus Directors, the Deans (assisted by the Program Chairpersons) are directly in-charge of the proper implementation of the plan. Performance targets for campuses, and offices/colleges are reflected and specified in their Office Performance Commitment and Review (OPCR) and are used as guide for the implementation of the plan.

3. OUTCOMES

The planning framework of the University reflects not only the phases of planning (Planning, Implementation, Monitoring, and Evaluation), but also the bases of planning such as the local, regional, and national development goals and agenda as well as the societal and sectoral outcomes for higher education institutions. In fact, one of the purposes of the review and updating of the SDP 2019-2020 was to align the objectives to the societal and sectoral outcomes mandated by the government for HEIs. The outcome-based Performance Indicators set by the government for HEIs were adopted and considered during the planning process.

4. BEST PRACTICES

The following are the best practices of the Institutional Planning and Development of the University:

a. Regular review and updating of the SDP through a regular conduct of a mid-plan review and assessment activity that ensures attainment of objectives;

b. Regular monitoring of implementation through submission of quarterly accomplishments;

c. Continuous improvement of the planning, monitoring and evaluation processes of the university; and

d. Alignment of office objectives with organizational outcomes and sectoral/societal outcomes through the continuous improvement in aligning the University performance management system with the planning system.
