Overview of the current status of fishing effort statistics for the South China Sea region. The summary of the issues raised by the participants shows that the concepts and methodologies for collecting statistics on capture fisheries and aquaculture need to be harmonized and standardized.

SURVEY SYSTEM OF FISHERY STATISTICS
The survey on fishery production consists of the "Statistical Survey on Marine Fishery Production", and the. The survey on fishery economics was conducted less frequently than that on fishery production.
INTRODUCTION
Korean fisheries are characterized by a rapid increase in total annual production until 1990, but this trend has almost leveled off in recent years. The total annual catch by species groups has maintained a stable upward trend, except for the catch of fin fish, which has shown a decreasing trend in recent years.
THE PRESENT STATUS OF THE KOREAN FISHERIES
Fishery products from deep-sea fisheries catches mainly include frozen products (prototype frozen), accounting for 93.8% of total products in 1995. The main components of exports were live and fresh fish and tuna from deep-sea fisheries, accounting for 51.4% of the total products. % of annual total exports in 1995.
PROSPECTS OF KOREAN FISHERIES
Among the imported components each year, raw materials for export and fishery products for domestic consumption accounted for over 50% of total imports. a) Protection of spawning and rearing grounds against land reclamation and deepening of harbours. The Republic of Korea has a well-organized data collection system for fisheries statistics with the purpose of providing information for the establishment of national fisheries policy. The Ministry of Maritime Affairs and Fisheries (MOMAF) is responsible for the data collection of statistics from fisheries authorities and/or individuals, including fishing companies.
NATIONAL FISHERY STATISTICAL SURVEY
The mayor or magistrate reports the data to the Director of the Fisheries Technology Division or the Director General of the District Maritime and Port Authority. The data is reviewed by the Director or General Director and reported to MMAF. The mayor or magistrate reports the data to the provincial governor, who in turn reports the data to the MMAF.
SCIENTIFIC FISHERY STATISTICAL SURVEY
According to Korea's Fisheries Law, fishermen who engage in fishing in inland waters with a license or permit or notification must report the amount of production to the mayor of the city or district magistrate where the fishermen belong. The survey of the financial situation of fishing households is similar to the basic statistics survey of households in the fishing industry, but the survey items and the survey period are different. Producers of canned products, the Regional Federation of Fishery Cooperatives and the Village Fishery Union must report on the quantity of products and the volume of trade to the mayor or magistrate of the country to which the producer belongs, respectively.
FISHERY CENSUS
The final report is published after the complete compilation of the survey results is completed using the computerized system in the state. The procedures for collecting data on inshore and offshore fisheries and shallow sea culture. The procedures for collecting data on the study of the production of processed fishery products.

In addition, the market distribution and market information system for fish and fishery products will be improved to reduce post-harvest losses. Quality control centers will be established to provide accreditation for local and exported fishery products. Market opportunities will be exploited and value-added products will be enhanced through product differentiation for the export niche markets.

- CONCLUSION
In the same period, the growth in the fishing sector is mainly attributed to the increase in the production of the aquaculture sub-sector. Government agencies directly involved in the generation of fisheries statistics are the National Statistics Office (NSO) and the Department of Agriculture (DA) Bureau of Agricultural Statistics (BAS). Fisheries statistics in the Philippines are important because of the sector's significant contribution to the national economy.

GENERAL TRENDS IN THE FISHERY SECTOR
FISH PRODUCTION (1990-1996)
Bigeye tuna, yellowfin tuna and marlin caught by longline fishermen at ultra-low temperatures are sold to Japan's sashimi market, while in recent years small portions have been sent back to Taiwan for domestic consumption. In terms of unit value realization, tuna had a very low unit value realization of $2.9 per kg. Despite being the second largest contributor to total exports (24%), eel had a very high export value of US$17.2 per kg in 1996.
FISHERY POLICY TOWARD AD 2010
The data is transferred to the district levels according to the time schedule and table program. As for the data, there are 21 major items included in the regular reporting system. For the aquaculture information system, the data is collected through a geographic information system using aerial photographs, pond site surveys using purposive sampling and registered licenses.
FISHERY CENSUS
Aquaculture Information System statistics are not normal annual statistics and are used only as a reference of basic fisheries statistics. The General Directorate for Budget, Accounting and Statistics is in charge of the entire system. Fisheries resource survey data are processed using a Unix workstation system or personal computers.
CATCH-EFFORT AND FISH PROCESSING STATISTICS
There are 21 local fisheries sections in 21 counties in Taiwan Province and a Kaohsiung Municipal Fisheries Department. Fishing statistics belong to agriculture statistics and are presented in the annual report to the District Magistrate and the Director of Agriculture. Since there is little fishing in Taiwan's inland, 37 fishermen's associations and their offices along Taiwan's coast are used as the main fishery statistical data collection center.
PROPOSALS TO IMPROVE NATIONAL FISHERY STATISTICAL SYSTEMS
The fish processing industry in Taiwan can be grouped into two categories in terms of the scale of operation, i.e. factories that are export-oriented and produce high value-added products for overseas markets, and factories that are small and medium in operation size but produce traditional fish products for local demand and regional markets.

The results of the 1995 Marine Fishery Census showed that there were 2,579 marine fishing villages scattered in the 24 coastal provinces of Thailand. It was due to the rapid increase in the number of shrimp farms in the country in the mid-1990s. In 1971, the country's estimated catch recorded through the Logbook Survey was around 70% of the total catch.
The sample farmer is systematically selected for each "tambon". The estimate for total yield gives the total annual production of the cultural farm by type and the yield per unit area (per rai) for each type of cultural farm. The annual growth of the fishing sector in the total national GDP during the years 1992-1995 is about 3%.

The data is expressed in tonnes and relates to the net weight of the goods, i.e. excluding the weight of the container. Given the current status of fisheries statistics, it is of utmost importance that the fisheries statistical system is reviewed and improved. One of the main objectives of the technical assistance efforts is to bridge the existing gap between nationally reported statistics and FIDI's global and regional databases, especially in the artisanal fishing sector and more specifically for inland water fishing. (a) the development of generic computer systems software that can be adapted to meet the needs of national fisheries statistical systems while complying with international standards and requirements;

The Agreement places significant weight on the obligation to collect data in high seas fisheries in relation to the compliance and enforcement provisions contained in Articles 19-23 [Article 21.11]. With regard to data collection, the Consultation (report paragraphs 32 and 33) stated that it was strongly convinced that improvement in regional and global estimates of discard levels could best be achieved through more and better information from national and regional fisheries sector levels and “recommended that data on discards be collected at national level and subsequently collated by FAO for individual fisheries and published”.
