NAVPHIL 057/20 – NORTHERN PHILIPPINES, LUZON ISLAND – PORT PROTOCOLS IN REFERENCE TO THE MEMORANDUM FROM THE EXECUTIVE SECRETARY DATED 16 MARCH 2020 RE COMMUNITY QUARANTINE OVER THE ENTIRE LUZON AND FURTHER GUIDELINES FOR THE MANAGEMENT OF THE COVID19 SITUATION, THE PHILIPPINE GOVERNMENT IS IMPLEMENTING THE FOLLOWING RULES FROM 17 MARCH 2020 TO 12:00 AM OF 14 APRIL 2020:

1. “NO SAIL” POLICY SHALL BE ENFORCED TO ALL DOMESTIC PASSENGER VESSELS, PASSENGER MOTORIZED BANCAS, AND PRIVATE WATERCRAFTS/PLEASURE YACHTS CALLING TO AND FROM ANY SEAPORT IN LUZON ISLAND, BATANES PROVINCE, CATANDUANES PROVINCE, AND PALAWAN PROVINCE.

2. CARGO, FISHING AND GOVERNMENT VESSELS ARE ALLOWED TO SAIL AND ENTER THE PORTS OF THE ABOVE-MENTIONED AREAS FOR THE PURPOSE OF CARRYING BASIC FOOD SUPPLIES AND OTHER LOGISTICS, AND MATERIAL REQUIREMENTS FOR MANUFACTURING OF COMMODITIES. SUCH VESSELS ARE SUBJECT TO THE CONDUCT OF THE PHILIPPINE COAST GUARD’S HEALTH PROTOCOL FOR DOMESTIC VESSELS AND BUREAU OF QUARANTINE PROTOCOLS FOR FOREIGN VESSELS.

3. CREW MEMBERS OF ALL DOMESTIC AND FOREIGN CARGO VESSELS MUST STAY ONBOARD THE VESSEL. IN THE EXTREME CASE THAT THEY NEED TO DISEMBARK DURING CARGO OPERATION, THEY MUST STAY WITHIN FIFTY (50) METER RADIUS FROM THE VICINITY OF THEIR VESSEL AND MUST FOLLOW SOCIAL DISTANCING BY MAINTAINING ONE (1) METER DISTANCE FROM THE PORT WORKERS AND THE LOCAL POPULACE.

ALL SHIPS/WATERCRAFTS ARE ADVISED TO TAKE NOTE OF THE INFORMATION AND ABIDE BY THE RULES SET BY THE PHILIPPINE GOVERNMENT TO PREVENT THE SPREAD OF COVID19.

MASTERS OF VESSELS WISHING TO CALL AT ANY PORTS IN THE ABOVE- MENTIONED AREAS ARE ADVISED TO CONTACT PORT AUTHORITIES AND THE PHILIPPINE COAST GUARD FOR FURTHER GUIDANCE.

NOTE: NAVPHIL 052/20, NAVPHIL 047/20, NAVPHIL 046/20, NAVPHIL 044/20, AND NAVPHIL 041/20 ARE HEREBY CANCELED.
