Computing Device Acquisition for Lasallian Partners

) POLICY

1.0 Rationale

In realizing the Digital Campus Roadmap, De La Salle Lipa delivers innovation in education through technology-based teaching and learning experience. Computing Device Acquisition Program is conceptualized as one of the platforms driving the strategic direction on Social Innovation in Education. Correspondingly, it accounts for the Bring Your Own Device Initiatives (BYOD); thereby, increasing the productivity and efficiency of campus operations through the Digital Campus Initiatives. It provides opportunity to all Lasallian Partners to avail of new mobile computing device necessary for digital learning through the Learning Management System (LMS) and campus experience through Digital Services Platforms.

Specifically, the program offers opportunity for the Lasallian Partners to:

1.1 Access to powerful learning tools for dynamic digital and campus experience, 1.2 Navigate technology and innovation initiatives globally,

1.3 Innovate teaching and learning encounters and business processes and extend learning beyond school,

1.4 Mobilize learning & campus experience anytime, anywhere, and 1.5 Open up real-time engagement with stakeholders.

2.0 Implementing Rules and Regulations

2.1 Acquisition of Mobile Computing Device

2.1.1 The Mobile Computing Device Acquisition Program shall be extended to all eligible Lasallian Partners. However, eligibility to avail the mobile computing device is governed by the following:

2.1.1.1 The DLSL’s replacement policy for EXISTING computing device as stated in the ICTC Operations Manual approved in SY2012-13 and revised SY2015-16 (Annex A).

2.1.1.2 The 40% net take-home pay policy as determined by the FRD validation policies.

2.1.1.3 Validation of employment status by the HRD.

2.1.1.4 Lasallian Partner must be not more than 45 years old upon application.

2.1.2 DLSL shall shoulder 70% of the total acquisition cost of the mobile acquisition device while partners shall pay the remaining 30% for a period of one (1) year from the date of acquisition under CDA program agreement. Payments shall be made as follows:

2.1.2.1 Fulltime permanent partners shall pay it in twenty-four (24) equal installments through salary deduction which shall start on the next payroll period after receiving the device.

2.1.2.2 Full ownership shall be transferred to the partner after four (4) years from the date of acquisition.

2.1.3 A partner may avail of another mobile computing device only after the four-year life cycle of the issued device subject to eligibility enumerated in Section 2.1.1.

2.2 Custody and Accountability of the Device

2.2.1 The device remains the property of the school and is considered a fixed asset while the partner shall be considered the “partner custodian” of the device during the period of its life cycle; thus, the partner custodian shall ensure that the device is always available in the workplace.

2.2.2 The partner-custodian assumes full responsibility and accountability of the device.

DLSL will not be liable for LOSS or DAMAGE as stated in Section 11 of the Partners’

Handbook (Annex B).

2.2.3 The partner-custodian must notify management immediately followed by written report addressed to IPMS, ISSESO, and ICTC in the event their mobile device is lost, stolen and damaged. The partner-custodian will be responsible for the cost of repair or replacement.

2.2.4 The device shall be governed by the Software Installation. Technical and maintenance support is subject to the provisions of the vendor warranty. Accordingly, the following provisions shall take effect:

2.2.4.1 During the four (4) year period, the partner-custodian shall not install any pirated software. All non-work related software installed by the partner- custodian is to their account and responsibility. The school shall not be held liable for unlicensed and/or pirated software installed by the partner-custodian;

2.2.4.2 The partner-custodian is not allowed to tamper with, make any modification or changes to the technical specifications of the device. In case however that an upgrade is required, then it must be done with the winning vendor so as not to void the warranty. It must also be noted that any modifications will be to the account of the partner-custodian.

2.2.4.3 The partner-custodian is not allowed to remove the property tag within the four (4)-year period;

2.2.4.4 The partner-custodian is only allowed to attach protective accessories on the device at their own expense.

2.2.4.5 The device is subject to random checking and inventory of the IPMS and ICTC at any given time without notice to the partner-custodian particularly when there is a potential compromise to the technology infrastructure.

2.2.5 Information and Communication Technology Center (ICTC) determines the technical specification of the device under the Computing Device Acquisition Program as approved by the Chief Shared Services/Chief Technology & Innovation Officer

2.3 Non - Availment of Mobile Computing Device under Computing Device Application Program An eligible partner who chooses not to avail the device shall be covered by the following guidelines:

2.3.1 On School-Owned Device

2.3.1.1 The partner may only use the mobile computing device inside the campus premises for work related functions;

2.3.1.2 The partner need to secure approval in bringing out the device outside the campus for official business related at least three (3) working days prior to the date activity. The following documents should be accomplished:

- Expected deliverables

- Approved Letter of Justification by the immediate superior - Approved Fixed Assets/Equipment Check-out Form - Approved request from ISSESO

- Approved request from Division Head (VC’s & C-Suites)

2.3.1.3 Upon return of the device, the Partner shall show to the immediate head the expected deliverables. Otherwise, a corresponding penalty filed in HR shall be issued to him/her.

2.3.2 Personal Device

2.3.2.1 A partner who opts to use his own personal mobile computing device shall be subject to the Acceptance Use Policy and the Software Installation Policy of the institution (Annex C).

2.3.2.2 DLSL reserves the right to revoke the permit in using personal device in instances there would be any situation or incident that compromised the data and integrity of the institution’s technology infrastructure.

2.3.3 Device to be Issued

2.3.3.1 The school has the prerogative on what device will be issued to a partner who opted not to avail the program.

2.4 Exit Strategy

2.4.1 Extended Leave of Absence/Study Leave

Partners who availed a device under Computing Device Acquisition Program shall settle all unpaid share and the school share prior to the extended or study leave absence. The ownership on computing device shall be governed by the period threshold.

2.4.2 Résignation/Retirement/Dismissal Prior to Full Ownership Date

2.4.2.1 A partner has the option to keep the device upon retirement or resignation provided that any unpaid share balance plus the school share will be paid in full.

2.4.2.2 A partner who chooses not to claim device ownership upon retirement or resignation and return the device forfeits the paid-up equity in favor of the institution.

2.4.2.3 Disposition of the mobile computing device returned due to retirement/resignation shall be at the discretion of the Information and

Communications Technology Center (ICTC) in coordination with IPMS.

2.4.3 AWOL

The partner shall be considered in breach of the agreement if he/she who goes on AWOL without surrendering the device to DLSL. Hence, all unpaid share and the school share shall be deducted automatically from his/her final pay.

2.4.4 DISMISSAL

All devices under the custody of dismissed partners shall be recovered and all payments made shall be forfeited in favor of the institution.

2.4.5 Deceased Partner

Ownership of the device is transferred to the surviving immediate relative or dependent.

2.5 Data Privacy

It shall adhere to Data Privacy Act of 2012 also known as RA10173 (Annex D).

2.6 Enforcement

Violation or non-compliance to the policies contained in this document (see item 2.2) shall constitute disciplinary action and shall be subject to the corresponding penalties set forth in the DLSL Partners’ Handbook.
