EXECUTIVE ORDER NO. 04, SERIES OF 2020

SUBJECT : REVISED POLICIES ON INSTRUCTIONAL MATERIALS (IM)

DATE : 05 FEBRUARY 2020

1. In pursuit of academic excellence and in line with our commitment to deliver quality instruction, the

hereby revised polices on instructional materials (IM) are implemented and adopted at Ifugao State University per approved during the Academic Council Meeting on November 22, 2019.

A. General Guidelines

1)

The IM must be relevant to the present work, position or designation of the author/s.

2)

The IM must cover the course contents as per approved syllabi.

3)

The IM must be reviewed by an external expert with similar specialization and the Dean/Program Chairperson, who must endorse the same, through the University IM Committee, for favorable consideration and approval by the University President.

4)

Only instructional materials (IMs) that have the approval of the University President are allowed to be circulated/ sold/ used within the university.

5)

For IMs developed by a group of faculty members teaching the same subject, points/ recognition/

incentives must be divided equally among the authors or following prior agreements they have made.

6)

Revised IMs should carry the original author/s and the name/s of the new author/s who made the revisions. Sharing of points/ recognition/ incentives follow the same as in Item No. 5.

7)

Approved IMs are to be published by the University through the University Printing Office or by outsourcing the service from any duly accredited printing company. Copyright of IMs will be owned by the publisher Ifugao State University. Cost for printing will be borne by the printing office/ company to be paid from sales thereafter.

8)

In recognition of the extra effort of the author/s in developing/ writing the IM, the author/s shall be given 50% of the net income derived from sales of the IMs as royalty. The remaining 40%

becomes an income of the University Printing Office to be disposed/ used according to the IGP Manual of the University while 10% shall go to the University as administrative cost.

9)

The University Printing Office or the Department of Income Generating Project (DIGP) will sell the IMs to students and any interested client after determining an appropriate price based on the cost of production and acceptable mark-up income. Should the writer chooses to have the IM printed outside IFSU, the IM should be sold at the DIGP and not for the writer/ faculty member to sell directly to the students. Ten percent (10%) of the IM of the net income derived from sales should be for the University.

B. Purposes of an Instructional Material

Adopting those prescribed by Amadioha (2009), the IMs aim to:

1)

facilitate the teaching-learning process;

2)

guide classroom teachers while presenting various learning theories;

3)

supply concrete bases for conceptional thinking and reduce meaningless work responses for students;

4)

sustain a high degree of interest of the learner for they offer a reality of experience;

and

5)

develop a continuity of thought

In addition, various authors, as cited by Ajoke (2017), wrote that IMs seek to:

compliment efficiency of a teacher, and effectiveness in lesson delivery (Omabe, 2006);

2)

concretize ideas and stimulate learners’ imagination;

3)

increase active participation in the learning process while saving teacher’s energy and reducing the teacher-centeredness in teaching (Esu, Enukoha and Umoren, 2004);

4)

enable learners to participate actively in classroom instruction (Mathew, 2012);

5)

help the teachers to teach conveniently and the learners to learn easily without stress (Olumorin, Yusuf, Ajidagba and Jekayinfa, 2010); and

6)

complement classroom interaction and textbooks in order to broaden and arouse students‟

interests in the subject (Kochhar, 2012).

G. University Instructional Materials Committee (IM Committee)

To review the IM within a period of one (1) month, the IM Committee is hereby created:

Chairperson : Vice President for Academic Affairs

Vice-Chairperson : Campus Director (where the faculty member belongs) Members : Director, Quality Assurance

: Dean of the College (where the faculty member

belongs)

H. IM Writing Process (Flowchart)

1)

Author/s write the draft IM.

2)

Author/s subject the draft IM for review by one external expert with the same specialization.

3)

The author/s subjects the IM for licensed plagiarism scanning on evaluation and attaches the plagiarism scan result to the IM.

4)

The dean/ program chairperson, where the faculty or the subject is aligned, then go over the draft IM and the recommendation of the external reviewer, check if the plagiarism results are incorporated and decides to recommend or not recommend the IM for consideration by the University President through the University IM Committee.

5)

The University IM Committee works together as a team to review and check the IM. During the review process, the IM Committee may call the author/s for some clarification and or remand back the draft for improvement stating clearly the areas needing improvement. The IM committee transmits its recommendation to the University President specifically stating a) whether the committee recommends or do not recommend approval thereof and b) the reason behind the recommendation.

When the IM committee finds the IM worthy of approval by the University President, it must subject the same for critiquing by an English/ Filipino/ Technical Critique. It is only when the IM is cleared by the above critiques that it is transmitted to the University President for final approval.

7)

The University President stamp his approval or disapproval of the IM.

8)

When approved, the author publishes the IM and/or have it copyrighted.

9)

The flowchart of activities to be followed is attached as “Figure 1”.

All previous issuances not consistent with this Order are hereby modified and/or revoked.

3.

For the information, commitment and compliance of all concerned.
