Ladies and Gentlemen, I would like to inform you that this is the last year of the SEAFDEC-Sweden project and it might also be the last technical event of the project. This is my last meeting to join you also in the role of Secretary General of SEAFDEC. I would like to express our deep gratitude to the Swedish Government for providing financial support to our region, which enables SEAFDEC to support ASEAN Member States in carrying out several activities all these years to achieve the UN Sustainable Development Goals.

I would also like to express my sincere thanks to UNEP/GEF for funding the activities of the Fisheries Refugia project and allowing us all to join this joint effort to manage transboundary resources.

To discuss and finalize the draft Regional Action Plan for the management of the Indo-Pacific mackerel fishery and its habitat in the Gulf of Thailand sub-region. Regional Action Plan for the management of the Indo-Pacific mackerel fishery and its habitat in the Gulf of Thailand subregion. Regional and sub-regional countries implemented actions to manage Indo-Pacific mackerel beneficial to the sustainability of fishery resources and the health of habitats, as well as the well-being of communities.

The technical advisory meeting on the preparation of the regional action plan for the management of transboundary species: Indo-Pacific mackerel in the Gulf of Thailand sub-region will be held on 12-13 September 2019, Chonburi Province, Thailand. SEAFDEC-Sweden Project Focal Point or SEAFDEC National Focal Point for the Gulf of Thailand sub-region. One representative from Senior Officials/Fisheries Biologists responsible for data collection, monitoring and assessment of transboundary species stock focus on Indo-Pacific mackerel.

The Regional Action Plan (RAP) for the Management of Indo-Pacific Mackerel is intended to serve as a foundational document, of a non-legally binding nature, that identifies practices and processes to support the implementation of the ASEAN-SEAFDEC Resolution among the countries of the GoT Subregion. -10.30 Agenda 3: Review progress in the management of transboundary species: Indo-Pacific mackerel for the Gulf of Thailand sub-region. -12.00 Agenda 4: Review of existing scientific knowledge on Indo-Pacific mackerel 4.1 Stock/population, mapping and habitat connections, fishery status.

-15.00 Agenda 5: Discussion on the draft of the Gulf of Thailand sub-regional action plan for fisheries management of Indo-Pacific mackerel.

The genetic analysis results focused in the Trat province of Thailand, where the border with Cambodia showed that R. 50 Year 2017 there is an estimated population strength of small pelagic fish (not specifically mentioned for R. brachysoma) in the Straits of Malacca and the Andaman Sea (these waters is grouped in Fisheries Management Zone [FMZ] 572) as amount as 99,865 tons with allowable catch 79,892 tons, and utilization rate 0.83 (categorized as fully exploited). Suman et al, 2018, in Jurnal Kebijabi Perikanan Indonesia, mentioned that the fish stock for all species in FMZ 571 in quantity as 425,444 tonnes in 2016. The Indo-Pacific mackerel catch was 86% of the total pelagic catch based on 2003-2004 data.

Suwarso et al., 2010 reported that small pelagic fish are a dominant fish species in the South China Sea (between the waters of Riau Archipelago and Kalimantan), with a significantly decreasing catch rate per year. Most FMZs in Indonesia are in fully exploited and overexploited status for small pelagic catches. During the period, the highest quantities of mackerel were recorded in Zone A in Kelantan and Pahang, and Zone B in Terengganu and East Johor.

A percentage of the total catch was landed in municipal fish landing centers and the rest in commercial fish landing centers. However, the volume was relatively higher during the second and fourth quarters representing 27.20 and 26.53 percent of the total output in 2018 respectively. 3 Main fishing gear: Ring line 75%, Indo-Pacific Mackerel encircle gill only 19 %, Indo Pacific Mackerel gill only 3%, and Others < 1%.

In the southwest monsoon (from May to October) the total biomass is estimated at 264 thousand tons, and the total allowable catch (TAC) 106 thousand tons (Nghia et al., 2007. RIMF). In addition, In the northeast monsoon (from November to April the following year), the mackerel species biomass about 169 thousand tons and TAC: 87 thousand tons (Nghia et al., 2007. RIMF). Scarborough Shoal and the Kalayaan Island Group are also believed to be important sources of dispersal to the country's archipelagic waters and fishing grounds, although comparable information is lacking (e.g. spawning season – year-round and spawning grounds – mid-GoT (off Prachuap Kiri Khan, Chumphon and SuratThani Provinces 167 – Establishment of closed season for the conservation of sardines, herring and mackerel in the Visayan Sea.
