(ABC) amounting to Twenty-nine Million One Hundred Twenty-one Thousand Six Hundred Twenty-five Philippine Pesos and Fifty-six Centavos (Php 29,121,625.56) and posted the same ar PhIIGEPS websire (https://www.phi qeps.go',,.ph), KSU website ^(lrttf^r/,zklLr.erl u.ph), and conspicuous place at the ^premises

WHEREAS,

WHEREAS,

the

Bids

and

Awards

Committee

conducted a

Pre-bid Conference

with

prospective

bidders of

LAB General Engineering/ l.P. Lacwasan Construction

and

Development Corporation (Joint Venture)

and

Upland Construction

&

Engineering Services

on August 2,

dated August 7,2017 was issued regarding amendments and clarifications on Bid Data Sheet, Conditions of Contract and Specifications;

WHEREAS,

two

(2) bidders namely: LAB General Engineering/ l.P. Lacwasan Construction and Development Corporation (Joint Venture), and Syndtite Construction Corporation have purchased

the bid

documents

on

August 4

but only the first bidder submitted its bid on August

WHEREAS, upon review of the Technical Working Group

WHEREAS,

response

to the

said re-advertisement,

four

(4) bidders namely: Espire Global Construction Corporation, Nationstar Development Corporation, .JEP Construction,

and

First Reliable Builders browsed/read the opportunity at the PhiIGEPS website on August 15, 16, 31 and September ^1, 20,l7 respectively;

WHEREAS,

the

BAC conducted a Pre-bid Conference on August 23, 2017 attended by bidder's representatives of LAB General Engineering/ l.P. Lacwasan Construction and Development Corporation (Joint Venture), and PBD Constructlon & Supplies and no Supplemental Bid/Bulletin was issued;

WHEREAS, during the Receipt and Opening of Bids on September
