Oil The Political Front

The first shot of the electoral cam­

paign in the second congressional dis­

trict of the Mt. Prov. was fired this week when Nacionalista candidate Guzman Carino and Nacionalista campaign manager, Luis L. Lardiza- bal delivered public speeches at a political meeting in Sablan on that day. Local Nacionalista headquar­

ters announced that this is the first of a series’ of political rallies which the party plans tp wage intensive­

ly in every municipal district of Benguet. Antonio Rimando, who claims Sablan as his bailiwick, acted as toastmaster and keynote speaker.

The Sablan Nacionalista political meeting was followed up by another one yesterday in the alumni hall of the Trinidad Agricultural .school at which candidate Guzman Carino and campaign manager Luis L. Lar- dizabal, at the head of a battery of stumpers, addressed a sizeable crowd of voters gathered there.

Meanwhile, perennial candidate, Pascual Pacis, who had started his campaign earliest in the second con­

gressional district, has been relent­

lessly presenting his person-to-person approach of electors, wherever Pacis meets them.

On the QLP front, the opening campaign rally for candidate Dennis Molintas is scheduled to be held soon in the city of Baguio upon the return of Molintas from Manila where he is making a last-minute bid for official nomination as QLP standard bearer in the second dis­

trict. The native faction is called upon to demonstrate its cohesion or unity once more in the present po­

litical fight. Campaign plans for Molintas' candidacy will be drawn up by the native faction whose choice is ex-Governor Molintas upon the latter’s return in the next few days from Manila

Ex-Congressman Ramon P. Mitra independent candidate so far as is known, for his part is biding his time in Manila, angling also for no­

mination as QLP official candidate before Molintas and Lazo. Carlos Lazo himself, during the week, has been seen every day at Malacanan in Manila bidding for QLP official nomination.

In the wake of the decision of the commission on elections to divide election majority inspectors between the QLP and the ALP, no Avelino candidate in the second district has yet been announced. If confirmed, the decision of the commission on elections to give the Avelino wing one inspector may induce one of the candidates in this district to affiliate with the Avelino wing in order to be assigned one of the two original inspectors for the now Split Party.

In the third district, re-election- ist Congressman Gabriel Dunuan is the official QLP candidate. A last- minute entry in the person of Judge Cipriano Cardenas was a surprise political move during the week. The candidacy of one, John Piis, how­

ever, is believed as considerably weakening the support of western Bontoc for Cardenas in the face of comparatively heavier votes in Ifu- gao in the same distriet. The official nomination of Congressman Gabriel Dunuan has assured his re-election as the support of Ifugao voters has reportedly been recaptured by the young solon.

In the first district, the deter­

mined candidacy of Tomas Galgala, stumping orator of Sagada, is the newest development on that front.

Causing a serious stir among the most candidates in any district, Galgala’s entry is matched in no­

velty by the lone Avelino candidate of the province in the person of Moises Colewan from eastern Bon­

toc.

As a tail-ender, however, political wise-acres are comparing notes be­

tween Mitra and Lazo, matching the silent determination the former with the vociferous lung-power of the lat­

ter who may explode political bomb­

shells in the course of his stump­

ing through the second district.

But definitely, the political scene is becoming interesting, not to say entertaining. The public is hungry for the latter aspect of the present fare. Local Nacionalistas, mean­

while second the earlier announce­

ment by Senator Osias that the col­

laboration question is a very stale if not an altogether dead issue.

Rodriguez Proclaims Carino As NP Official Candidate

Ex-Senator Eulogio Rodriguez Sr.

officially proclaimed Guzman Carino as the NP candidate in the second Congressional district last August 15.

Rodriguez, in his letter of procla­

mation, called Carino a loyal and true member of the Nacionalista Par­

ty and urged him to work tirelessly for the victory of the Party at the polls next November 8.

’ Guzman Carino has also been named by Juan L. Luna, secretary general of the Nacionalista Party, as sub-provincial campaign manager to assist Luis Lardizabal, general campaign manager of the minority party in the province. Carino’s ter­

ritory covers his own district, Baguio and Benguet.

Large Number Of Trees Planted Here On Arbor Day

Mass planting of trees and pro­

grams featured the celebration of Arbor Day in Baguio yesterday morning. More than 2,000 trees were planted by school children, members of civic organizations and officials of the city government dur­

ing the day.

Participants in the planting of trees at Burnham Park were students of the Baguio Colleges, Baguio Tech and members of the different scout troops in Baguio and city officials. The tree-planting at Burnham Park was preceded by a gala parade by the students.

Speaking at a program held in front of the Burnham auditorium after the parade, Mayor Jose Carifio emphasized the significance of Ar­

bor Day. The mayor stressed that every member of the community should help conserve trees as they are among the chief, sources of man’s food.

Shortly after the program, the mayor and other city officials took turns to plant one tree each at the Burnham Park.

Slide At Camp 1 Disturbs Traffic On Kennon Road

Abo ut 100 feet of road between Camp 1 and Sison were washed away by the Bued river during the last storm thereby interrupting the flow of traffic on the Kennon road.

The damaged road is still impassa­

ble and the relay method of trans­

porting passengers coming up to Baguio from Pangasinan and other places of Central Luzon is being re­

sorted to by the BAL.

The district engineer of Pangasi­

nan has ordered his men to span a bridge in place of the washed out road. It is believed, however, that it will take a week or more before the bridge is set in place.

Many visitors now come to Baguio via the Naguilian road.

Labor Confab To Be Held In Baguio Next September 27 A labor convention will be held in Baguio on September 27, according to word received yesterday by Atty.

Jesus Jaramillo, public defender for Baguio and Mt. Province.

Attending this convention will be provincial governors of Northern Luzon, representatives of labor unions and organizations and public defenders. The convention will be devoted to threshing out problems confronting labor today. The con­

fab will be presided over by Secreta­

ry Primitivo Lovina of the depart­

ment of labor.

Experiments On Enrichment Of Rice Produces Excellent Results

The preliminary experiments on artificial enrichment of white rice as a public health measure introduced in the pilot province of Bataan to eradicate beriberi in that province and later in other beriberi endemic areas of the Philippines, has pro­

duced excellent results, according to an article published in the recent is­

sue of the Journal of Nutrition (U.S.A.). The article under the au­

thorship of Dr, Juan Salcedo, Jr., Director of Field Operations, USPHS, and Director, Institute of Nutrition, Dr. Alfonso A. Pedroche, Medical Supervisor, Welfareville Institutions, Major Elpidio C. Pa- nganiban (M.C.), Armed Forces of the Philippines, and Mr. Jose F. de Leon, Chemical Engineering Con­

sultant, Bataan Enriched Rice Pro­

ject, describes the cure of beriberi among soldiers in Camp Murphy after administration of enriched rice and the greater increases in height and weight of children in Welfare­

ville Institutions.

Artificially enriched rice was in ­ troduced simultaneously into the municipalities of Abucay, Balanga, Hermosa, Orani, Orion, Pilar and Samal, Bataan Province, with a to­

tal population of 63,408 on October 1, 1948. The report states that after 3 months there was a reduction of 33% in the number of deaths from beriberi in these municipalities whereas in the municipalities of Bagac, Dinalupihan, Limay, Mari- veles and Moron, the mortality from beriberi in this area, which received only ordinary polished rice, showed no change. Dr Salcedo adds that after 9 months of experimentation from October 1, 1948 to June 30, 1949 there was a reduction in mor­

tality from beriberi of 72.40% in the enriched rice area, while for the ordinary polished rice area with a population of 29,393 there was a re­

duction only of 13.33%. The mor­

tality rate per 100,000 popula­

tion in the enriched rice area was reduced from 182 92 to 50.48 after 9 months whereas in the ordinary polished rice area, the mortality was reduced from 204.12 to 176.92, the reduction being due largely to infil­

tration of enriched rice to the ex­

tent of 30% of the population in Bagac and Limay.

In view of the highly successful preliminary trials of enriched rice in Bataan Province, Brigadier General Howard F. Smith. Assistant Surgeon General, USPHS, and Officer-in- Charge of the United States Public Health Service Rehabilitation Pro­

gram in the Philippines, has autho­

rized the importation of a premix plant consisting of two trumbols to be installed at the expense of the U. S. Public Health Service in the NARIC Compound in Manila. The equipment and plant, when fully in­

stalled, will be transferred on a per­

manent basis, free-of-charge, to the National Rice and Corn Corpora­

tion, whose President and Chairman of the Board of Directors,Judge Ser- villano de la Cruz, has accepted the offer of the U.S. Public Health Ser­

vice to procure and install such a plant with the stipulation that NARIC will provide the necessary building space of 8 x 10 x 14 meters.

The officials of NARIC and of the U.S. Public Health Service in the Philippines are confident that with the installation of this premix plant, a great stride would be made towards the long awaited nationali­

zation of artificial rice enrichment as a prrventive measure against beriberi The actual additional cost to the consuming public of artificial rice enrichment is not more than P0.01 per ganta at prevailing mar­

ket prices or P0.59 per capita per year assuming that the average over-all per capita consumption of rice is 350 grams a day. The cost of the-premix plant including its in­

stallation is P50.000.00.

Artificially enriched rice is made by mixing uniformly one part by weight of premix (rice highly enriched with thiamin, niacin, and iron pyrophos­

phate), with 200 parts of ordinary polished rice. The study on enrich­

ment is conducted as a joint coope­

rative program between the Williams- Waterman Fund for the Combat of Dietary Disease, the USPHS in the Philippines, the Department of Health, the Hoffmann-LaRoche, Inc., the National Rice and Corn I Corporation, and the Institute of Nutrition. The overall planning and supervision of the project is under
