Kom expressed his appreciation to the SEAFDEC-Sweden project for supporting Member States to strengthen cooperation in the field of MCS by providing platforms for discussion and encouraging information sharing among Member States through these sub-regional approaches. Pattaratjit Kaewnuratchadasorn, the project manager of SEAFDEC-Sweden, informed the meeting that since 2017, for the Andaman Sea sub-region, in addition to MCS initiatives, various activities under the SEAFDEC-Sweden project have been implemented for the Andaman Sea sub-region, such as the management of transboundary species such as anchovies, neritic tuna and mackerel, including sex analysis.

Based on the results of the discussions, the Monitoring Group (M) agreed that issues of transboundary species should be divided between countries in order to achieve better management. Meanwhile, the control group (C) focused on regulations and related policies and best practices in IUU prevention.

Pattaratjit expressed concern that although the MCS body or coordination could not be easily established within a short time and no external fund would be available for organizing the South Andaman meetings since the SEAFDEC-Sweden Project will end in 2019, she suggested that countries communicate through an email group among NTGs or focal points, as this could be a means for MCS communication.

This meeting builds on the outcomes of the discussion during the third sub-regional consultative workshop for joint fisheries management around the South Andaman Sea in November 2017; The workshop was particularly discussed for the surveillance, control and monitoring (MCS) network. Therefore, the SEAFDEC-Sweden project developed a roadmap to initiate MCS cooperation in the South Andaman Sea, and this meeting follows up on this request.

We expected that the outcome of the meeting would be formal MCS coordination and strengthen the coordinating body for the MCS network in the South Andaman Sea sub-region.

As you know, the SEAFDEC-Sweden project has made efforts to create platforms for Andaman Sea countries, namely: Indonesia, Malaysia, Myanmar and Thailand, to discuss issues of managing fishing capacity and reducing illegal, unreported and unregulated (IUU) fishing . Based on geographic areas, the project divided the platforms in the Andaman Sea sub-region into the northern (Myanmar and Thailand), while for the southern Andaman Sea it covers Indonesia, Malaysia and Thailand, to facilitate discussion and strengthen cooperation on fishery resources and fishing capacity management and reduce IUU fishing . An important prerequisite for such cooperation to be successful is that all relevant authorities involved in fisheries management participate in the cooperation both nationally and sub-regionally.

Monitoring group (M) agreed that the issue in transboundary species needs to be shared among the countries in order to achieve better management. The information to be shared is catch effort, vessels utilized, stock status and stock assessment results.

For more specific examples of the benefits of sub-regional coordination for monitoring, control and surveillance, see Annex 1. The starting point for a sub-regional MCS cooperation should be based on a common understanding between certain national agencies on national needs for cooperation with neighboring countries.

The second step would be subregional meetings where national priorities are discussed and the framework for cooperation is agreed. Based on the national priorities identified in the national consultations, designated participants from central national agencies meet for sub-regional meetings in the three proposed sub-regions. The key element of subregional cooperation is to facilitate information sharing and coordination.

The expected output of the subregional meeting is a draft agreement on the scope and functioning of a future MCS cooperation – a draft per subregion. The workshop is held in preparation for the upcoming sub-regional meeting to initiate a fisheries-related coordination body/network with a focus on. Representation at subregional meeting (which authorities must be represented at subregional meeting).

As mentioned above, the key for such collaboration to be successful is that relevant authorities from already existing national multi-agency units both nationally and internationally/regionally participate in the collaboration. The Network may also collaborate and collaborate with other similar Network arrangements as deemed appropriate. The network should not duplicate the existing mechanisms, but to support them, especially the RPOA-IUU and AN IUU (ASEAN Network for Combatting IUU Fishing).

The network will be an operational framework for cooperation against IIU fishing and not an “operational instrument”, which has legal implications. The network will serve as a communication platform for cooperation and capacity building to combat IUU fishing for AMS. The network will provide support in strengthening the capacity of AMS that are still developing national efforts to combat IUU fishing.

This framework aims to improve coordination of existing MCS instruments to prevent, deter and eliminate IUU fishing in the region. In addition, the network should meet when deemed appropriate or necessary to discuss challenges and follow-up activities. At the request of members, case-specific assistance may be provided to them in the form of legal advice, research support, inspection support and operational support and advice, historical analyzes of ships and companies, as well as advice on options for taking forward actions.
