Pirochana Saikliang is the director of the Deep Sea Fishery Technology Research and Development Institute in the Department of Fisheries (DOF) in Thailand. Varatip Somboonyarithi is the head of the Department of Fisheries Technology Development, Department of Fisheries in Thailand.
ENHANCING GOVERNANCE IN FISHERIES MANAGEMENT IN SOUTHEAST ASIA
Since the 1960s, the participation of local resource users and communities in development and management has become part of the development process in Southeast Asia. Co-management and community-based management of fisheries is becoming central to the idea of effective fisheries governance. Co-management and community-based management will be at the forefront of effective governance of fisheries resources.
CAN SMALL-SCALE AND COMMERCIAL FISHERIES CO-EXIST?
Simply put, industrial fishing on a large scale dominates developed countries, while small-scale fishing dominates in other parts of the world. At the same time, in some parts of the world, tools and devices are used for small-scale fishing. Fisheries management is a major area of research and policy development that can support the viability of small-scale coastal fisheries and their coexistence with the large-scale coastal fisheries sector.
MANAGEMENT OF FISHING CAPACITY
Prioritization of Regional Action Plan (RPOA) issues to combat IUU fishing in the region. In view of the future prospects of fisheries in the region, a number of actions can be considered. Furthermore, the need to involve the fishing sector in the development of relevant regulations should be emphasized.
FISHERIES CO-MANAGEMENT: CASE OF SOUTHEAST ASIA
The aim of co-management is to empower fishermen in anticipation of better management. The history of co-management in this region shows a shift from CBFM to co-management. Three broad categories of co-management arrangements have been developed: (1) NGO-led strategy; (2) government-led strategy and (3) government-NGO partnership (Ahmed, Capistrano and Hossain, 1997).
APPLICATION OF GLOBAL INSTRUMENTS AND REGIONAL AGREEMENTS
It must also be recognized that such a situation cannot be attributed to the government. Focus should therefore be placed on the system that can manage a large number of people in accordance with the regional policy of delegation of management functions to the local level. One could imagine that the change of management responsibility through the delegation of management functions to the local resource users causes confusion among the population, including fishing communities along the coast, with a view to redistributing the prosperity of the fisheries in the short term.
SUSTAINABLE AQUACULTURE DEVELOPMENT FOR FOOD SECURITY IN SOUTHEAST
Overall, there must be a gradual paradigm shift in cultivated commodities accompanied by a shift in consumption habits, which will be driven by the need to reduce greenhouse gas emissions from the food production sector. In this regard, aquaculture is the best equipped among all food production sectors, with most of the production of food fish species that feed low in the food chain.
MEETING SOCIAL AND ECONOMIC CHALLENGES IN AQUACULTURE
Strengthening the role of aquaculture in addressing food, income and livelihood security through improved governance, multi-agency collaboration and comprehensive and interdisciplinary approaches. In light of the status, issues, prospects and the important role of aquaculture in Southeast Asia in the global fish food trade, the following recommendations are intended to address social and economic challenges for sustainable aquaculture development in the region. Collaborative R&D should be pursued among the member states in the region to have a clear regional assessment of the role of aquaculture in poverty alleviation and provide a basis for policy formulation.
SUPPLY OF GOOD QUALITY SEED FOR SUSTAINABLE AQUACULTURE
For some (especially freshwater aquatic species), hatchery and nursery best or better management practices (BMPs) have been developed to improve seed production. Changes occurring in the aquatic environment have a negative effect on the breeding and rearing of larvae. Research gaps such as those related to the impact of climate change on the reproductive performance of the breeding stock, feeding and disease management during the rearing and larval stages of aquaculture stocks should be addressed;
HEALTHY AND WHOLESOME AQUACULTURE
Moreover, the goals for large-scale production and application of fishmeal substitutes in feed formulations have not been achieved. UNDERSTANDING THE ECOSYSTEM APPROACH TO FISHERIES AND ITS
As various fisheries management systems evolved, aquatic environmental agencies promoted the conservation of the ecosystem and their inherent biodiversity through ecosystem management approaches and interventions such as the promotion of marine protected areas (MPAs). In the EAF, while the focus is on the marine ecosystems, it ensures that all components of the fisheries system are taken into account, including the use of integrative scientific assessment, which aims to increase awareness of the interconnectedness of the ecosystem elements and processes. For the Southeast Asian region, the most pressing and necessary requirement for adopting an ecosystem approach to fisheries is adequate understanding of the ecosystems.
IMPLEMENTING THE ECOSYSTEM APPROACH TO FISHERIES (EAF) IN THE BAY OF
The BOBLME project is primarily funded by the Global Environment Facility (GEF), Norway, Sweden, the Food and Agriculture Organization of the United Nations (FAO), and the US National Oceanic and Atmospheric Administration. The Bay of Bengal is one of 64 identified LMEs in the world and covers approx. APFIC/FAO Regional Consultation Workshop "Practical Implementation of the Ecosystem Approach to Fisheries and Aquaculture", 18-22 May 2009, Colombo, Sri Lanka.

IMPROVING FISH HANDLING, PROCESSING AND PRESERVATION
Training in fish handling should be required as part of the requirement for issuing permits at all levels for fishing vessels. There should be greater access to credit for post-harvest activities, and greater support to develop marketing cooperatives and/or SMEs. Incentives should be made available to promote a demand for higher economic returns and more fish for human consumption.
IMPROVED TRADITIONAL FISH PRODUCTS: QUALITY, MARKETING AND TRADE
But at the same time, some traditional fish processing companies and consumers of traditional products may lose food security. There is generally a lack of advertising for traditional products; poor market access and the products are uncompetitive. Development of training programs regarding the handling, processing, distribution and marketing of traditional products at all levels.
QUALITY, SAFETY, AND CONTROL SYSTEM FOR FISH PRODUCTS
There is a lack of GMP/SSOP implementation among source suppliers, processors and transporters due to cost and lack of encouragement. All these tests come at a high cost and there is a lack of testing options in the region. There is a general lack of knowledge about ways and means to improve the quality of these fish and their products.
ADDRESSING EMERGING INTERNATIONAL FISH TRADE CONCERNS TO SUPPORT
In addition, some voluntary systems include: catch certificate, catch documentation and related documentation schemes (Box 4); Aquaculture certification (box 5); Traceability (Box 6); Environmental labeling (Box 7). Concerns need to be expressed about the effect of creating trade barriers in the export of aquaculture products. Therefore, possible assistance from FAO and developed countries in adopting the guidelines should be considered.

CHALLEGES ON FOREIGN TRADE AND MARKETING OF FISH AND FISHERY PRODUCTS
It is widely accepted that non-tariff barriers (NTBs) cause more distortions to trade and economic efficiency in the importing country than import tariffs that directly change the volume or composition of imports. In short, it is not mandatory by the government but mandatory by importers/buyers from importing country. With the ongoing trade liberalization process, including in fisheries, the global trend is for tariff barriers to decline.
LESSONS LEARNT ON THE EC REGULATION TO COMBAT IUU FISHING
This document defines a transhipment vessel that transports aquatic animals from fishing vessels for catch outside a fishing port. The transhipment vessel must prepare the MCTD form and collect the FLB from the fishing vessels for the catch. While the ASEAN region's international cooperation is also important to combat illegal, unreported and unregulated fishing, strive for sustainable fishing resources.
