The practice of social work in Asia has followed the Western model, which means using the traditional separate methods of social case work, social group work and community organization. Social work as a profession is concerned with the improvement of the social functioning of the individual.

This is achieved through what have been established as the three functions of social work: l. Such social work practice is called social case work, social group work and community organization respectively. I have been advocating an "integrated method of social work practice" in the Philippines since the late sixties.

I believe that teaching social work ethics should be part of the philosophical basis of social work practice. Below is an outline of the content of the social work knowledge base:

Rethinking Community

In the late 1960s and early 1970s, a modified community development approach was practiced by private organizations that were formed based on NGO initiatives. One of the institutions historically linked to community development in the Philippines includes the Presidential Assistance on Community Development (PACD) established in 1956 "to organize the barrios throughout the country and coordinate the delivery of basic services by the government and the Community Development function was transferred to the Department for human settlements in 1980, which was later abolished after Marcos was overthrown in 1986.

With the popularity of community development in the 1960s, a department of community development was created when the UP Institute of Social Work and Community Development was established in 1967. In the 1950s, the term "community development" was defined as "a process" designed to create conditions for economic and social progress of the whole community with its active participation and the greatest possible reliance on community initiative" (UNBSA 1955:6). Community development is also equated with local development and is considered one of the three types of CO, along with social action and social planning.

Instead, these concepts are put forward to stimulate further reflections and exchanges between CV practitioners and academia, with the aim of better appreciation, understanding and redefinition of community development. Community development is an applied social science that deals with the study and practice of people's collective action to ensure the holistic and collective well-being of the people. Unlike the traditional concept and understanding of community development, which are considered obsolete (TWSC), the current concept and practice of community development presupposes the heterogeneity and stratification in the communities and in the wider society.

Community Organization - Increasing people's participation in community development can only be effective if people are organized. To distinguish a community development approach from other approaches that involve communities, it is necessary to look at the objectives, processes and principles of the approach. The concepts and processes of community development described in this reflection paper depart from traditional views of community development.

He also denies; the idea of ​​community development as a "social preparatory stage" necessary to facilitate the implementation of development programs coming from above. The extensive Philippine experiences in community organizing, community education, community resource management, and community development in general are very valuable resources that Filipino practitioners have at their fingertips. Yet they are leaving just the same, for reasons related to the impact of globalization on the Philippines, Asia and elsewhere in the world. Remittances from migrant workers have quadrupled in the past decade and are now estimated at $4.7 billion. These developments led to the evolution of the New International Division of Labor (NIDL).

For many countries located in the South that experienced colonization, globalization exacerbates inequalities between nations. There is a trend toward more democracy at least in the formal sense, as evidenced by the collapse of Stalinist regimes in Eastern Europe, more openness despite continued control in the remaining socialist countries, and the emergence of many countries from long years of dictatorship. Another danger comes from the depletion of the ozone layer as a result of the release of chlorofluorocarbons (CFCs) into the air. Desertification in millions of hectares per year is another alarming trend.

Privatization drives government out of the picture and leaves the field to global corporations, which are in the best position to take over even the most lucrative public enterprises. Clearly, the globalization of the Philippine economy has been pursued for the past two and a half decades under the auspices of the IMF. The general weakness of the economy can be seen in the increasing number of workers, mostly women, who are casually employed.

The scale of exploitation is shown in the fact that a peasant woman sews and embroiders a child's dress. Thus, when women are currently counted in the workforce, they make up only 37 percent of the total. Gender segregation still exists in the labor market, with women filling professions that are generally less valued and therefore less paid.

The colonial mentality is also quite evident especially in the mail order bride phenomenon as mentioned earlier. In the case of the NICs of the Asian region, the restructuring of their economies towards higher technology and increased productivity has opened up employment opportunities for local women, leading to the transfer of their household burden to migrant women from the Philippines. The migration of Filipino women will remain a trend for years to come, given the complex interplay of push and pull factors in the context of globalization.

The combined strategies of modernizing agriculture as a basis for industrialization and providing off-farm and non-farm employment in rural areas are insufficient to improve the conditions of the majority.

Gonzales (1985) underlined the value of the pro-people and nationalistic orientation of the country's science and technology as a necessary element of genuine agrarian reform. The continuous depletion of the country's main resources requires concerted action towards resource conservation and re-opening. Part of this is the adequate assessment of the growing contribution of rural women in agriculture.

It is clear that short-term agricultural programs with limited coverage cannot have a substantial impact on their own. The organizing component of many agricultural programs focuses on building local capacities to manage and sustain agricultural production outcomes. Conversely, the active participation of farmer groups in agricultural programs tends to contribute to organizational consolidation.

The basics of agricultural production need to be re-examined in the context of women's complex roles as mothers, wives, farmers and community leaders. Viewing society as a system, agricultural programs are introduced to achieve desired social changes or development goals. Agriculture programs must be meaningful INPUTS for society must address the issues of equity and sustainability.

In general, to help people improve their livelihoods and living standards, agricultural programs use/mobilize one or more or combination of these elements. In the case of the organizational approach, organizing activities are undertaken to establish, improve and strengthen the mechanism for mobilizing resources. The establishment of neighborhood associations, workers' unions and farmers' organizations are good examples of the approach.

How each of these approaches is operationalized using specific methods of delivery systems is one of the concerns to be explored in agricultural program evaluation. The product of agricultural programs in terms of outputs, effects and impacts must be responsive to the social context on an immediate and long-term basis. It is through relating the products and the social context that one can ascertain the relevance or irrelevance of agricultural programs.

KEY VARIABLES IN IDENTIFYING INDICATORS FOR AGRICULTURAL PROGRAMS

On the other hand, activities to raise awareness among people to enable them to appreciate their resources and use them to improve their living conditions were called movements. For example, the resource complementation approach looks at how development agencies provide material goods (agricultural inputs, animals, etc.) to program beneficiaries/recipients. The identification of impact indicators for agricultural products must take into account the orientation of the people-oriented agricultural program.

In the end, it is still they who can truly say that the agricultural programs implemented were truly people-oriented. This poses a challenge for us in conducting the exercise in monitoring and evaluating the agricultural programs.
