In an executive order signed by President Elpidio Quirino last Thursday, the salaries of municipal policeman may be hiked by their respective municipal governments under two conditions as follows: 1) that the pay increase shall not ex
ceed the sum of the basic pay and the bonus formerly being given and . 2) that no municipality shall incur any overdraft in effecting the in
crease in pay.

Laborers At Atok Protest Calling Off Work On Sunday
The Atok-Big Wedge Workers Union filed a resolution last week pro
testing against the mine concern’s moveof stopping overtimelabor and calling off work on Sundays. This move,the union charged, is harmful to thelaborers as it netsthem less pay;
muchlessthan whatthey had been re ceiving before the granting ofthe mi
nimum wage of P2.

Reconstruction, Rehabilitation To Bfe Finished By June Next Year
The reconstruction of many public buildings and the rehabilita
tion of public works projects damaged during the war throughout the Mt. Province are all expected to be finished by June of next
| year, it was learned from official sources recently. Work on these reconstructions and rehabilitations have either gone apace or are soon 1 to be started. The district engineer’s office at Bontoc is busy rush- ' ing the preparation of the plans and estimates for the various recon
struction projects at the provincial capitol and in the municipal dis- . tricts of the sub-provinces?
A total of P 706,880, close to three quarters of a million pesos, has been awarded by the Philippine War Damage Commission for public claims of the Mt. Province. Of this total award, the sum of F309,990 has been advanced to the , province to commence the constructions ^secifically to be financed by the Commission adjudications.’ The principal constructions to be rebuilt are the provincial capitol, public hospitals, schools and water works systems.
Meanwhile,it has been gatheredthat no award has yet beenmade by (he War Damage Commissionon thepu blic claimof the town of Bontocfor the municipal hydro-electric plant whichwas damaged also during the war. The reconstruction of this public utility, anxiouslyawaited by the resi- dentsrof theprovincial capital;cannot as yet be undertaken, therebeingno funds for thepurpose. Havingapre war book value of P67,600, the public works office at Bontocput in a claim for 1’58,466. Theactual value of the whole project, however,which was made possible largely through taxla bor, hasbeen computed at T'141,594.
Onthe otherhand, the UnitedStates Public Road Administration has fixed the amount for two major bridge con structions in thenorth across theChico river atBontoc and Kalinga. The sum of 1*140,000 has been setasideby the USPRA for the Bontoc bridge to

Acting favorably on the request of Mayor Jose M. Carino that he be granted broader powers in the ex
pending of his discretionary fund, the city council convened this' week and arrived at the following three conditions on how the discretionary fund will be spent: 1) for the enter
tainment of dignitaries of foreign lands and of other foreign visitors whom the Mayor sees fit to honor;
2) for honoring officials of the gov
ernment whom the Mayor sees fit to be honored; and 3) for official expenses of the Mayor in the pro

ed before the Baguio Rotary Club on Saturday noon, November 6, Dr.
Jose P. Laurel pointed out the three major problems of our country which- need immediate solution.
These problems, Laurel said, are:
1) establishment of peace and order;
2) rehabilitation of the country eco
nomically; 3) and the establishment of an honest government. Laurel declared that the country cannot have peace if these problems are left unsolved.
Only through national unity and cooperation can we hope for the attainment of a peaceful and pro
gressive country, Laurel said. To
