ABSTRACT

Open space in public housing community, which known as public recreation space is currently lack of any maintenance and service, and it becomes unhealthy and useless for the people in community. The main objectives of this research are to study, explore and explain the relationship structure of the problems existing in the study area in 4 perspectives those are 1) Physical aspect, by exploring the relationship between userks behavior and the physical conditions of area of study, 2) Finance and resources aspect, by investigating financial and resourcesk condition of related institutions and organizations, 3) Behavioral and social aspect, by exploring behavior of people in community, patterns of utilizing open space, and attitude of people to open space, and 4) Institutional aspect, by explaining the stakeholdersk relationship in various aspects in revitalizing open space issue. Because this research is regarded as interdisciplinary approach, so the methodology is itself requires the various and different analysis, for instance,

questionnaires and in-depth interview according to the type of data and information, which each perspective may require, and finally, analyzing and synthesizing to identify the whole picture of existing problemks structure.

The outcomes are that the key problems of failure in maintaining open space of the study area are the mismanagement of budgets, manpower, and resources in related institutions and organizations due to the mismatch between the size of population and resources, including the conflict between related public institutions because of overlapping and unclear of task forces, which remain the existing use much different from the previous masterplan of open space.
