Abstract:

Conservation programs were significantly expanded in scope and number in the 2002 Farm Bill, increasing the conservation education needs of both program recipients and their technical service providers. However, financial provision for conservation education is less clear in the 2002 Farm Bill than in the 1996 bill, except in text of the Congressional Conference Committee Manager’s report, where information and training for producers is specified as part of technical assistance funding. Farm Bill funding of conservation education will thus rely on partnership arrangements within individual states between the NRCS State Conservationist and Extension, Conservation Districts, state agencies and/or other organizations. Opportunities for collaboration include: 1) program participant education on specific practices, some of which will be new under the Conservation Security Program; 2) Technical Service Provider training in areas not covered by national certification organizations, such as grazing management, comprehensive conservation planning, and Comprehensive Nutrient Management Plans;

3) on-farm demonstration projects associated with Conservation Innovation Grants; and 4) program information and outreach, especially with limited resource farmers.
