Establishment and operation of a regional system of fishing sanctuaries in the South China Sea and the Gulf of Thailand. PROGRESS REPORT AS OF 30 NOVEMBER 2021

In addition, eight fisheries refuge areas were recognized by stakeholders and will be approved by the responsible agencies. The project considers gender mainstreaming in the sustainable management of fisheries refuges as one of the vital objectives that were presented to all participating countries at the Kick-off Meeting in 2016 focusing on gender-integrated activities, taking into account the needs of women and men engaged in it all activities defined by the project. In this regard, in the second quarter, the PCU analyzed the gender ratio of the general activities developed by six countries.

Additionally, Thailand prohibits 100% of trawlers and purse seiners from operating in the Trat sanctuary for Indian Pacific mackerel. In Vietnam, D-Fish formulated a new Master Plan and proposed to enact regulations on fishery resource protection zones in Article 17 of the Fisheries Law 2017 to establish fishery sanctuaries to protect residences, spawning concentration areas and young fishery areas concentrated in inland areas and the waters of Vietnam. This master plan includes a total of 73 marine fisheries protection zones or fisheries sanctuaries to be implemented nationwide from 2021-2030.

Therefore, per June 2022 a total of 273 documents consisting of technical reports, meeting reports and policy/legal papers from six countries, as well as 15 regional meeting reports and two regional policy papers: Regional Action Plan for Short Mackerel in the Gulf of Thailand (2021) and Regional Guidelines for Indicators for Sustainable Management of the Fisheries Refuge (2022) are published and uploaded to the SEAFDEC Repository System and the Fisheries Refugia website. Nine fisheries refugia profiles, including refugia site characterizations, were published by Cambodia (3), Indonesia (1), the Philippines (3) and Thailand (2). In conjunction with the replication and scale-up program, DOF/Thailand announced a 2022 fishing closure in the Gulf of Thailand covering three coastal provinces: Prachub Kirikhun, Chumphon and Surat Thani to protect spawning and juvenile fish stocks from 15 February to 15 May.

No person shall fish in the fishing refugia area of ​​Trat Province with the following fishing gear: (1) Purse seines mounted on motor vessels; (2) Pair trawlers mounted on motor vessels. No person shall fish in the fishing refugia area in Koh Sed Province off Surat Thani with the following fishing gear: (1) crab traps; (2) Crab gill nets with a mesh size of less than 3 inches. Monitoring of the management of the shrimp fishery refuge, which is carried out every 3 (three) years, accompanied by evaluation every 6 (six) years since it was established.

FINANCIAL MATTERS

The PCU compiled a report on co-financing from 6 partner countries and SEAFDEC, annually and quarterly from 2019 to date (Table 5). The results of the partnership implementations show that the cumulative co-financing of the six countries is USD 10,335,307. In addition, SEAFDEC also provides USD co-financing which is higher than the proposed proposal of approximately USD 5.34 million.

AMENDED ANNEX 9 OF THE MID-TERM REVIEW REPORT

The Project Coordination Unit should explore what funding could be available from the South China Sea Strategic Action Program Implementation Project to enable the completion of the Fishery Sanctuary Project. The PCU also reported the preliminary results of the gender-disaggregated analysis in the Quarterly Report for 2021-2022 submitted to UNEP in August 2022. The South China Sea Project calls for an update of the fisheries aspects of the 2008 Strategic Action Program and the project's fisheries refuge must complete the project (eg Indonesia and Vietnam) at the level of detail provided for in the GEF CEO Approval Document.

Ensure that regional and national staff (and any replacement staff) involved in financial management are briefed on the requirements of the IA and EA at the start of the project. The focus of the project was to establish a regional system of fishing refuges, which are fisheries management areas, in the South China Sea and the Gulf of Thailand. As agreed in the contact between SEAFDEC and the external auditor, a timetable for the completion of the consolidated accounts for 2022 is no later than 15 June 2023.
