H.E Mohamed Nasser AlGhanem

Director General Telecommunication Regulatory Authority (TRA)

H.E. Mohamed Nasser Al Ghanim currently holds the position of Director General of the Telecommunications Regulatory Authority; an authority certified according to the Telecom Law issued by Federal Decree No. (3) of 2003 and its amendments to regulate the affairs of the

telecommunications sector and ensure the creation of a fair competitive environment in the local market. In the year 2004, Al Ghanim was entrusted with establishing a telecom regulatory body, where he was able in a record time to set up "the Telecommunications Regulatory Authority (TRA)".Under the supervision and management of Al Ghanim, the TRA succeeded in implementing the regulatory framework of the sector through developing the necessary policies and regulations such as the competition framework, interconnection agreements between providers, pricing policies, and the implementation of the National Spectrum Plan which is considered to be the first of its kind in the region.

H.E. Hamad Obaid Al Mansouri

Deputy Director General of Information and e-Government at the Telecommunications Regulatory Authority (TRA)

H.E.Hamad Obaid Al Mansouri is currently the Deputy Director General of Information and e-Government Sector at the Telecommunications Regulatory Authority. Mr. Al Mansouri is also the Chairman of the committee responsible for managing and driving the recently launched

‘mGovernmentinitiative’ in the UAE. Before joining the TRA team, Mr. Al Mansouri was as a technical advisor working with a number of UAE Government entities. Most recently, Mr. Al Mansouri was the Information Systems Advisor at the Dubai Public Prosecution. Before this position, Mr.

Al Mansouri was the General Supervisor of Information Systems at the Awqaf& Minors Affairs Foundation in 2008 through to 2010.In parallel with his current responsibility at the TRA, Mr. Al Mansouri is the Chairman of the Board of Directors at Emirates Institution for Advanced Science and Technology and has been in the role since 2011. Since 2007, Mr. Al Mansouri has also been a member of the Board of Directors at Emaratech.

Mohamed Alzarooni .aeDA Director

Eng. Mohammed Al Zarooni is the Director for aeDA the Domain Administration initiative within the UAE Telecommunications Regulatory Authority (TRA) managing the “.ae” and the Arabic dotEmarat domain namespace. He graduated from Etisalat College of Engineering in 2002 and joined the ISP in the UAE at that time, where he was responsible for many tasks in the fields of Internet Authentication Services, Database Services, and System Administration and lead the Internet Services Provisioning as a Manager.

In October 2007, Eng. Mohammed joined the UAE Telecommunications Regulatory Authority (TRA) as the Chief Technology Officer (CTO) of .ae Domain Administration. He was involved in building the .ae infrastructure from the beginning including the implementation of network links, disaster recovery and DNS diversification. The .ae Domain Administration is the Regulatory Body and Registry Operator for the .ae domain name. He is an active participant in the domain industry including ICANN and other domain industry forums, seminars, and conferences. He has also contributed to the Arabic Script IDN Working Group (ASIWG).

George Held, currently Vice President/Commerce at the Etisalat Group, is regarded as one of the leading global innovators in the telecommunications sector. He has spearheaded development and rollout of Mobile Commerce services and launched the internationally acclaimed One Network service across Africa and the Middle East. George has previously held senior product innovation roles with Bharti Airtel, Zain, Celtel and Millicom after starting his career with MIT Labs Electronic Systems Center.

George excels atconceptualizing innovative and relevant mobile services, especially for emerging markets, and directing development through commercialization, roll-out and on-going product performance enhancement.

Elias Ghanem

Managing Director PayPal Middle East and North Africa

Elias Ghanem is the Managing Director of PayPal Middle East and North Africa and is leading the expansion of PayPal in the highly promising MENA region. Elias joined PayPal in 2010 in Singapore as part of the Asia Pacific region as Director and Head of Marketing for PayPal South East Asia and India. Soon after, he has been promoted to Managing Director of PayPal South East Asia and India, in charge of the business performance and overall P&L for this growing and highly diversified region.Prior to joining PayPal, Elias worked for more than 15 years in the cards payment industry with Visa International Service Association. In his last role, he was the Head of Visa Consulting for the Asia Pacific region, Previously he was based in Miami , working for Visa Latin America, where he developed a Customer Life Cycle credit card management practice and implemented it in banks across Brazil, Mexico and Argentina.

Thierry Dongier joined as a Regional Manager Global Customers & Key Accounts effective since January 2011. Thierry comes to the MENA region from Amadeus Sophia Antipolis (France) where he held several positions over the last three years including Sales Manager, Western Europe and most recently IT and Global Account Manager for Amadeus Global Customers. In his new position Thierry will be focusing on developing, in addition to the global accounts, the region's Top 20 accounts and this within a new regional sales strategy and in close collaboration with the region's GMs and Sales teams.

Omar started his career in the US in various capacities in Banks to include consumer banking, business banking, International banking and commercial banking for Bank of America, California Bank and Trust and Sunwest Bank after studying Financial Management at California State Fullerton and obtaining a Financial Advisor Certification from the NASD. Omar is actively involved the Arab World business community serving as an advisory board member for American University in Cairo as well as a mentor at FlatSixlabs and Injaz Middle East.
