Chinh sdch ddu tu cong (DTC) da hd trg suphdt trien cho vung Trung du vd mien nui phia Bac (TDMNPB). Mac du DTC dd co tdc dgng lich cue di'n sffphdt trien cua viing TDMNPB ndi chung vd de'n tdng trudng kinh te(TTKT) noi rieng, song co dd'u hiiu thii'u ben vffng. Nghien cffu sff dung mo hinh kinh li'lugng de phdn tich mdi quan he giffa TTKT vdi DTC, ddu tu tu nhdn (DTTN) vd cdc nhdn td khdc trin ca sd dff lieu thu thgp tff 14 tinh thuoc VCing, qua 5 ndm (2015-2019). Kit qud nghien cffu cho thdy, DTC cd tdc dgng tich cue de'n TTKT cua Vung;

Policies on public investment have recently assisted the development of the Northern midland and mountainous region. In spite of the positive impact of public invesiment on the development of the region in general and on the economic growth in particular, there are some signs of unsustainability. Based on data collected from 14 provinces in the region over the period 2015-2019, this study uses econometric model to analyze the relations between economic growth, public investment, private investment and other factors. The results show that public investment has a positive influence on economic growth and this effect is even higher than that of the whole country or the Red River Delta region; public investment helps to increase employment and the contribution of labor factors to economic growth, etc. However, public investment does not really create a positive impact on private investment because of the fact that the contribution of private invesiment lo economic growth is limited, which needs to be addressed to ensure sustainable developmeni in the coming time.

Giai doan 2004-2018, toe dp tang gia tri san xua't nganh ndng nghidp ciia viing TDMNPB dat binh quan 4,87%/nam, so vdi 4,6%/nam cua ca nrfde.
Viing TDMNPB da cd srf phat trien rat an trfdng ldm thay ddi bd mat ndng thdn, tao ra btfc tranh rd net trong chuyen ddi ed ca'u kinh te'ndng nghiep.
Sau 9 nam trien khai Chtfdng tnnh mue tidu qudc gia xdy drfng ndng thdn mdi, cac dia phrfdng viing TDMNPB vin gap nhieu khd khan, thach thrfc hdn cdc viang khae. Dd'n het thang 6/2019, da cd 603/2.280 xa (26,45%) drfdc cdng nhan dat ehuan ndng thdn mdi (tang 18,34% so vdi cud'i nam 2015, mtfc dd tang thap hdn so vdi binh quan ca nrfdc Id 32,79%), tha'p hdn so vdi mtfc dat chuan ciia ca nrfdc (50,26%).
