1. In view of these facts and considering the size of the territory, its international importance and the growing interest in it, the Government of India consider that it would be appropriate and timely for all nations to agree and to promote universal peace. to strengthen. confirm that the area will be used entirely for peaceful purposes and for the general welfare. The Governor of Indio accordingly proposes that the General Assembly of the United States should call on all States to agree to and confirm the peaceful utilization of Antarctica for the general welfare in particular to agree that the territory not in any qnuer which may create or accentuate world tensions, or extend the influence and effects of existing tensions into this area.
