The Delphi technique was used to collect primary data on the state of the South African liquid fuel industry. Afterwards, a benchmarking of the South African liquid fuel industry is carried out using primary data from the Delphi study and secondary data from the literature review.

Any deregulation of the industry would result in changes to the drivers of the industry and the business environment. The lack of a major supply contract and potential deregulation of the liquid fuels industry necessitates a new marketing strategy.

According to the Energy Information Administration (A Primer on Gasoline Prices, 2006), taxes (at the federal, local, and state levels) are a significant component of the retail price of gasoline, meaning that taxes account for approximately 19% of gasoline costs. .

Competitive scope of target customers – A broad target covers most of the market, while a narrow target focuses on a specific niche. Usually, the product is a standard product without additives, where the position in the industry is achieved by reducing the cost of each element in the value chain.

What marketing and distribution strategy should Sasol use in light of the loss of the Main Supply Agreement and the potential deregulation of the liquid fuels industry.

Conclusion

The importance and impact of "branding" (or lack thereof) in the petrol retail sector was also covered. Based on statistics from the Independent Gasoline Dealers Association of America, self-service is the norm in the US. The regulatory environment in the US is explored including laws on selling below cost, taxes and subsidies on gasoline.

The secondary information collected in the literature review together with the primary data collected from the research study will serve as the basis for the analysis to be carried out in the following chapters.

Introduction

In this chapter, objectives 1,2 and 3 are achieved and thus research questions 3 and 4 are answered. The objectives include comparing the South African liquid fuels industry with the US industry and recommending marketing strategies to implement in a deregulated industry. The distribution channels to be used and the proposed level of vertical integration are also discussed.

Objective 1 - Benchmarking of the Regulated South African Liquid Fuels Industry

Retail prices of gasoline and diesel fuel in the United States are determined by market forces of supply and demand. There is likely to be an overhaul of marketing and distribution channels in a deregulated South African industry. Self-service bans and restrictions on vertical integration are not hallmarks of American industry.

One of the fundamental differences between the South African and American industry is the size of the market.

It is recommended that Sasol continue with its approach of using both company-owned dealer-operated (franchise) and dealer-owned dealer-operated (brand . independent) retail stores. With this in mind, it is recommended that the franchise model be used in busy metropolitan areas where fuel sales volumes and convenience store volumes are likely to be high. The significantly smaller size of the South African market compared to the US market means that hypermarket retailers are unlikely to be able to achieve the critical volume of sales required to make an investment in liquid fuel retail feasible.

According to the scenario described in section 5.2.1, the ban on self-service is likely to continue for the foreseeable future.

This reduces the other oil companies' dependence on Sasol and underlines the need for Sasol to establish a retail presence. For this reason, it is possible that the survey results reflect a 'Sasol' view of the sector. For the purposes of this study, the results would be applicable and sufficient as the purpose of the study was to identify the impact on Sasol and propose a marketing strategy for Sasol.

One of the study's other limitations is the choice of the USA as a benchmark to compare the South African industry with.

Potential reforms to the fiscal regime applicable to windfall profits in the South African liquid fuels energy sector, with a particular focus on the synthetic fuels industry, discussion paper for public comment. A comparative analysis of the South African liquid fuels industry with the US industry (which is the largest in the world) will help identify areas for improvement and opportunities for new marketing and distribution channels. In addition, the outcome of the study will be a valuable tool in planning future marketing strategies in a deregulated environment.
