Introduction

The main objective of this study was to determine the effect of the Community Based Natural Resource Management Program on the capacity of KwaPitela community to manage natural resources for sustainable use. This chapter examines the concept of Community-Based Natural Resource Management and its objectives.

Community Based Natural Resource Management (CBNRM)

The previous chapter discussed an overview of the study, research objectives, clarification of concepts, and delimitation of this study. Examples of community-based natural resource management include projects that provide rural communities with a variety of livelihood options, for example projects to introduce better agricultural practices, community forestry and tourism development projects.

Natural resource management is a matter of concern because many resources are finite, and even those capable of renewal are also susceptible to damage that may impair their future effectiveness. The ideal goal of resource management is sustainable resource use, based on the recognition that resources must be protected, conserved, preserved and restored to the point where the resources used can be replaced by nature (McClannery, 1998; Botkin and Keller, 2000; Hillman et al., 2005).

Legislation such as the National Environmental Management Act (NEMA) enforces the environmental right under Article 24 of the Constitution. This principle is enforced by the recent promulgation of the National Environmental Management Act: Biodiversity Act 10 of 2004 (NEMBA) and the National Environmental Management Act: Protected Areas Act 57 of 2003 (NEMPAA) (DEAT, 2005 ; Holmes-Watts and Watts; 2008).

Stakeholder partnership and community participation in natural resource

In the next section, stakeholder and community participation in natural resource management will be explored. The more people participate, the more sustainable the management of natural resources (Bachmann, et al. 2007).

Capacity Enhancement

Institutional development (at the organizational level) is defined as assistance to improve and improve the roles and status of organizations and institutions, their management and financial systems and relations between institutions. Social development is defined as strengthening the process by which good policies are created and translated into concrete results, and includes paying attention to wider social issues such as behaviour, cultures, norms and incentives. The above levels of capacity emphasize that capacity building is multifaceted and a process that involves more than building individual skills and abilities.

Human development is outlined as helping people share, impart knowledge, acquire and improve their skills. The approaches to increase the capacity of the local communities shall be discussed in the following section.

Section 4.3 examines participation and the factors that motivate the community to participate in natural resource management. The Development Committee liaises with stakeholders who play a role in natural resource management.

RESEARCH DESIGN AND METHODOLOGY

Introduction

Qualitative data was collected by conducting semi-structured interviews, focus group discussions and document analysis. The semi-structured interviews were conducted with stakeholders, the development committee and community members of KwaPitela.

Setting

Some members of the community who are unemployed depend on the natural resources available in the area for increased livelihood. The resources collected within the nearby protected area are measurable, compared to the resources collected in the vicinity of the community. In the community it is a challenge to obtain these natural resources, due to the invasion of the land by foreign vegetation.

The community of KwaPitela was selected for this study because a CBNRM program was facilitated in this community in 2008. Within the CBNRM program, various projects have been implemented which aim to increase the capacity of community members to manage their.

These members worked with the committee, which coordinated the implementation of the CBNRM project. It is the responsibility of the development committee and stakeholders to involve the community members who are not working in the CBNRM project in natural resource management. For the purpose of the current study, the data collection methods included focus group discussions, semi-structured interviews and document analysis.

A focus group discussion was used to collect data from the community and development committee members. The sub-objectives of this study and the data from the focus group discussions were used as guidelines for the development of the interview questions.

To determine the capacity of the community to make decisions about the management of natural resources for sustainable use. The Development Committee drew the maps with the goal of creating a contextual understanding of threats to natural resources in the community. The Development Committee has proven to be proactive by developing a plan to assist in the proper management of natural resources in the community.

Members of the KwaPitela community demonstrate the ability to apply skills and knowledge in natural resource management. The development committee was responsible for recruiting community members to be employed on the project and undertake research.

RESULTS AND DISCUSSION

Introduction

The previous chapter describes the research methodology used in this study. 37 The approaches used in the CBNRM program to impart knowledge and skills to the KwaPitela community and how the community used the knowledge and skills acquired are discussed in subsection 4.2 and subsections 4.2.1 to 4.2.4.

These statements show that community members understood the need to conserve and protect natural resources. The development committee has leadership skills, they influence and mobilize the community and understand their role in the community. However, community members who are involved in harvesting natural resources and who have been employed in the CBNRM project have developed knowledge about.

This plan is a 20-year strategy that includes how the community intends to manage the area's natural resources. The community has ownership of this plan as it has been fully involved in the process.

Participation in management of natural resources

  • Factors motivating participation in the community

First, these statements show that community members feel that participation in meetings called by the committee is necessary participation in natural resource management. Therefore, the development committee must find ways to engage and accommodate these community members in natural resource management. Participants indicated two factors that motivate community members to participate in natural resource management.

49 Second, the knowledge, understanding and awareness of issues related to natural resource management enable community members to participate. The statements show that the community members participating in natural resource management are knowledgeable and have information that enables them to even participate in the Integrated Development Plan (IDP) forums and also raise issues questions about natural resource management management.

Decision making in the management of natural resources

In order for the community to participate effectively, they must have information and knowledge so that they can participate in decision-making processes and be able to design, manage, execute, control and evaluate projects (Hunt, 2005 ). They are good at making decisions themselves, and the development committee always makes us aware of decisions made by the community. Of the above elements, numbers 2 and 4 were not raised by the development committee or members in the KwaPitela community.

The implication of this is that without the help of other stakeholders, society lacks the skills to implement its program. This implies that even if the members of the development committee show local organizational capacity to make decisions, they still lack the skills to influence and control the decisions made.

Summary

There is a need to encourage youths to take interest in the management of natural resources and find ways to find their participation. What was your role and contribution in the implementation of the CBNRM project in the community. How do you share the information you have and encourage youth to be involved in managing natural resources.

They have knowledge; they are able to identify native species and alien species in the community. Community members take turns in the projects so that everyone benefits.

CONCLUSIONS AND RECOMMENDATIONS

Introduction

Community-based natural resource management (CBNRM) programs are implemented to ensure sustainable use and protection of natural resources through appropriate capacity building and empowerment mechanisms. One of the objectives of CBNRM is to increase capacity through knowledge sharing, information gathering and participatory interaction for better natural resource management. The main objective of this study was to determine the effect of the CBNRM program on the capacity of the KwaPitela community to manage natural resources for sustainable use.

The key findings presented in Chapter 4 are summarized and conclusions are drawn regarding the effectiveness of a community natural resource management program in increasing capacity in that community.

The development committee and community members working at CBNRM and those harvesting resources to improve their livelihoods showed increased knowledge on conservation and conservation of natural resources. It was also clear that they gained a better understanding of the legal measures to protect natural resources. The development committee and community members who use natural resources for their livelihood have the ability to actively participate in natural resource management.

54 knowledge, understanding and awareness of natural resource management issues created confidence to participate effectively. This research indicates that the development committee has influence and makes valuable decisions on natural resource management and development issues.

Conclusions

The decisions are made jointly, and the development committee is responsible for providing feedback to the community and stakeholders on the decisions made. Although the members of the development committee show the capacity to make decisions, they still lack the skills to influence and control the decisions made. This is because they are still dependent on other organizations for financial and technical support to implement the decisions made.

Conclusion

The results of this study indicate that the program helped the community improve certain knowledge and skills to manage natural resources in the area. How did you influence the following aspects during the implementation of the project and currently. They acquired planning skills, report writing skills, the development committee has leadership skills, they understand their role in society.

They have networking skills, now they are able to identify and invite stakeholders with interests in the project. I have no idea as I was involved in the project at the time when the community was already implementing the project. Fundraising skills and to develop unity to consolidate all their projects in the community.

Prior to the implementation of the project, the community, assisted by the development committee, had to research the assets they have and had in the past using the SL Framework.
