The Independent Electoral Board (IEB) is an independent body established under the rules to supervise and conduct elections of the SRC and its sub-structures. Student Parliament Serves as the collective voice for all sub-structures of student governance at Rhodes University.

General Meetings

The generally accepted rules regarding meetings of the SR, as contained in Annex 8, will apply to all general meetings. Quorum for a general meeting, summoned by the SR or requested by members, will be 5% of students qualified to vote. In the event that no quorum is reached at any meeting, the meeting may choose to proceed with those members present and the drawn up minutes will be circulated to all members of the student body, who will be given the opportunity to object to decisions which is taken by those present. , after which they would be taken as confirmed.

In cases where the motion of no confidence is against the President, then the vice president will be the one who gives the members the justification for this motion. Two-thirds of the Council's votes must be in favor for the motion to pass. After an SRC member has been voted off the Council, the SRC Chair calls a meeting of the student body to explain the reason for the vote of no confidence.

The IEB Grievance Officer will allow class representatives a one-week period after the election to file any complaints regarding any procedural irregularities related to the election. In case of a vacancy, the KPM facilitates by-elections until the vacancy is filled.

SRC Residence Representative Committee

Each Hall Representative will perform the functions as set out in his or her Hall Constitution and any additional function that the Residence Representative Committee may determine. The Residence Council member will chair all Residence Representative Committee meetings, unless unable to do so, in which case the Residence Representative Committee will select an alternate chairperson from among its members. In the event of a tie of votes within the Residence Representative Committee, the Residence Council member will have a casting vote.

RULES GOVERNING THE ELECTION OF MEMBERS TO THE SRC

Diligence: the knowledge that real progress can only be achieved if the mind can grasp and the physical body is ready to perform individual and community tasks;. Justice: believing that an individual should be fair and just in dealing with fellow students, and therefore should not condemn them without hearing a defense. They must consider all factors before forming an opinion or making a judgment about another's motives.

Cooperation: realizes that they must work closely and harmoniously with others to achieve success. Self-discipline: to act with reasonable self-control, organize time commitments and not indulge in excessive behavior that will bring dishonor to her/himself or to the University. Students must be free to individually and collectively express their opinions on issues of institutional policy and of general interest where there are contradictions between practice and the theoretical principles set out by the University.

Shall be the chairman of all SR Executive, Statutory and Emergency Meetings in the absence of the President;.

Amendments to the Agenda, after the Agenda has been submitted to the SR or Student Body, can be made without notice by a simple majority of the SR or Student Body. At general meetings of the student body, five percent of the full student body qualified to vote shall constitute a quorum. At meetings of the SR Executive Board or SR Secretariat or SR Disciplinary Council, three members will form a quorum.

At meetings of the Student Parliament, one third of the entire Student Parliament has decision-making power. With the permission of the SRC, simple majority observers may speak, but not vote, at a meeting of the SRC. Any member may bring any matter before the SRC by submitting a written proposal to the Executive Board at least five days before the meeting of the SRC.

An amendment to this amended version of the original (now the substantive motion) can be moved. Members address the Chairman and may not, without the permission of the Chairman, speak for more than seven consecutive minutes. All questions put to the meeting by members of the SR must be put by the Chairman who may refuse to put any questions.

Each member of the SRC is exempt from having the subject under discussion in committee, and if seconded, such proposal shall be submitted without further discussion. A report on who chaired the meeting and any changes in the chairperson's line-up.
