Ek hoop u gaan akkoord met my tentatiewe belofte

I shall keep you informed about progress, and shall rely on the meteorologist preparing his programme or observations, and being responsible for collecting and packing all the instruments he will need. I can discuss details

or

the personal and general equipment the expedi-

tion will provide with him independently; though you might mention to prospective candidates that they will be given high quality equipment including a Rolex Oyster Perpetual Watch! A number of firms are being very generous With g.ifts.

Since writing to you last, I have included a botanist in the party.

Your ref. M.12/10/3/1.

Dr. T.E. SchUlllann,

Department of Transport, Weather Bureau,

PRETORIA.

South Africa.

Dear Dr. Schumann,

Thank you for your letter dated 8th February,

1955,

I am glad that you are interested in my plan to es- tablish a pilot meteorological station on Gough Island.

I quite understand that your existing comit- ments overtax your resources. Since it seems clear that I cannot raise enough money in England tor upper air work, I propose now to concentrate chiefly on the survey and bio- logical programmes. I would like to accept your Offer to provide a meteorological observer and to loan the necessary instruments for surface obaervations. I am sure we shall be able to raise sufficient funds in this country to carry out the project, though I rather doubt whether there will be enough to pay members the £1.+00 p.a. that I mentioned in the Plan, therefore the meteorologist should expect to come not expecting any "Overhead Allowance" from me. I imagine you will continue to pay him his basic pay while he is with the expedition, and if it is important that he should be paid an "Overhead Allowance" as well, would you be able to pay this?

Time is drawing on and preparations in the way of collecting equipment are well advanced; in this respect it is important that I should know the measurements of the meteorologist as soon as possible. I would be most greterul therefore 1f you would let me know the name and address or the man you select, and also ask him to send me by

A1r

Mal! a complete set or his tailor's measurements,

and his foot and head measurements.

In seeking for a suitable man, it may t,elp you to know that all the other members of the expedition are prepared, ir need be, to go without pay1 because they con- s 1der the project suf fuc1ently worthwhile 1n 1tselr. I hope to raise enough funds to make this unnecessary, but I feel the m~teorologist should have something of tnese

Bnjnc provided by H.M. Treasury and Co :nonw alth Govern- ments with funds for its own support, this In titute cannot of course contribute directly to the project. But I am laking a grant of £50 to him from a small fund at my d1scret1vnary disposal as an ~ndjcation of tle Inst1tute's con~1dence in

Mr. Heaney and its inte~tion to help him succeed in ~tat we consider to be a wortly vent~re. I have little doubt that wren tlie Royal Geoeraphical Society's Research and ~ped 1• ion

Coir.mit tee consider the matter in Maret they will •ive so e

financial aid in addition to the orricial approval which they have already given to the plans. Heaney is also approacring other scien~ific societies and institutions for financial help and expects to get additional suprort from var~ous

industrial concerns. ·

Heaney tas already shown his ability for tl1s kind of work dur'ing the .30 2th Georgia Survey of 195'1-5'2, when f\e did a really excellent job in orr, anizing the mapping of o large part of tl.e island (see tl e "Polar llecord" Vo1.. 6, 'Jc. 46, 1953, p. 807-~8). 'le have every confidence that rE> 'has the qualities necessary to make a success

SCOTT POLAR RESi:':ARCH IN3TITUTt:, CtiMBRTL>GE, E'JGLAND.

Dr. T.J. Schumann, Weather Bureau

Departm nt or Transport, PRETORIA.

Union of 3outh Africa. Dear Dr. dchumann,

19th Jnnuary,

1955.

Mr. J.B. Heaney has written to you tlis w ck abou• his plans for an expediticn to Goueh Island.

I would like to write in support of this project and to let you know that this Institute is giving him all tle assis- tance that it can. He is also receiving tl rutl b1cking of the ~oyal Geographical Society.

Both Heaney and ours~lves have bPen in touch with the Colonial Office, who r~ve given their blessing to the project, but so far tlere seems little prospect that thcywi11 be ~illing

to prov"de financial backing. Because the island is uninrabited, this project does not qualify for a grant fro'Il the C '!.onial llel-

fare and Developnent Fund, but we are now see inc whether it is possible to tap one of the Colonial research und~. we are confident tlat suff4cient funds can be raised from private sources in this country for tre expedition to aci ieve the topo- grapl i cal survey of the islana and also to cnrry out t P. blo- log·cal and geological parts or their programme. ·~ are, how- ever, serlously concer.ned about, the cost of the me~eoroloe1cal

work, which \o/as t e orieinal chief ol;U3ct of tte exped1t.1on.

~e are therefore anxious to }ave your opinion on the

valu~ of the met.eorclo~ical work to 3outh Arrica and to know wh ther or not you cons'der the Gduth African GovernmPnt ~ay

be willing to help in any of tl~ ways sug~ested. I renlise, of c0urse, t~at y u have ma~y otler ca11s en your r~~~urc~s,

but we rave felt at this Institute that we should do w~at we c n towards r,ett · ng this partic lar "Xp'3rim'1nt r,')inp,. ...t las

s~emed to us that a pilot station for si~ mrnths should give a sound answer to tre ,.uestion or wretl P.r or nn• it is worth going atead with a longer-term sche~e. In addition to the possibility of orienting weather systems approacring South Africa, there is the hope that upper air observat~ons ay be more practical at Gough Island t an at Tristan da Cunha wl ere

condit~ons are so difricult with a site at the foot of the mountain.

If it is not possible to finance tle meteoroloeical work, we consider that the remaining part of the programme is still worth carrying out. It does seem, however, to be an excellent opportunity for this meteorolog:cal experiment while there is a party living on tle island.

SCOTT POLAR Rc.JEARCH IlJJTITUTE, CAMBRIDGE, ENGLAND.

Dr. T.E. Scrumann, Tbe Director

The Weather Bureau, Department or Transport, PrAtoria, S. A.

Dear Dr. Schtunann,

18th January, 1955.

I enclose a plan ror an exped~t1on wt~c• I propose to } take to Gough Island in July 1955.

Th~ ~dea was first suggested by Dr. Brian Roberts of t.•is tnst-<tute who discussed 1t wit! Major Low ,,;t-.en te "'as in Cape Town with tlte ''Norsel" ln 1950. Dr. Bertram, tte Director is writing

to you about it separately.

I met Mr. R.J. Venter of your Bureou in tte S.P.q.r. on lst I\c.vember and discussed th9 v1lole pla'l"l "iU 1'i •

I have been in touch with t1'e Colonial nrr1ce, and they have now received a cable ~rorn tld Administrator of Tr1stan da Cunr.a granting permiss-4on to v 1sit ti"' · sland. The Royal Geol"raphical Jociety is giving its support to the expedition,

The chief object is to establish a pilot meteorvlogical station on the island for six months so that by corrpar.i.son with simultaneous readings at Tristan da bunha, it will be possible to orient fronts, and r ·x more correctly the centres of passing

cyclones, so that their time of arrival in South Afrlca can be pre- dicted more accurately. The article by Mr. ~ •• Hayward in the Weather Bureau t\ews letter, Pretoria, :io.

61 ,

1954, p. 5 indicated the value of such reports; the proposed exped'tion will confirm their worth both in winter and su.11meri and should indicate the value or a permanent stat4on on Gougp Is and.

In visiting the island the orportunity will be taken to carry out scientific investigations in otler fields as wei1.

Th Outline Plan gives details of this progranr::'e.

Should you approve the plan ~ n pr1'1c'!ple, T would like to work out tre meteor, logical programme in t.leclosest conjunction with your department. After talking to Mr. Venter T und erst a rd

that upper air observations would be most useful to you, It wo~ld

be possible t( get men ~~th tre necessary experience in t.~is coun- try, butl from tle point of view of liason with your department, you may ike to appoint two of your men for tte posts of ~eteoro

gist and radio operator-mechanic.

You will see 1n appendix 1 of the Out11ne Plan that I hope tho maj(r supi:ort for the expedition will come from tle Colo- nial Office and the South African Government. In respect 1P the latter, I djscussed with Mr. Venter tle form of assistance that your department might perhaps be prepared to arrange. Brie~ly this is:-
