The KwaZulu-Natal Department of Sport and Recreation was proclaimed as a separate entity on 25 June 2004, with Mr A. implementing sports and recreation agencies that contribute to the overall vision of the department.

The National Sports and Recreation Act (Act No. 110 of 1998) empowers ministries to be the main driver of community development through the consistent allocation of budgets for sports facilities and related equipment. According to Hargreaves (1997), “there are large gender inequalities in the country's sporting structures and a strong link between sport and masculinity”.

Education, which concerns the training of students through their participation in planned and purposeful physical activity, is essential for the holistic development of students. There is a universal trend towards a decline in physical activity (PA) in the adolescent phase (Hardman and Marshall, 2001; Hardman and Marshall, 2009), which is a major concern among teachers in South Africa (Pienaar, Stadler and Oosthuizen , 2007). ).
Sport and sport law
Van Heerden (1996) asserted that risk management is important for sport service providers, as it provides a quality experience in a safe environment and protects leaders, administrators and organizations from the law. Hosten, Edwards, Bosman and Church (1995) describe negligence as when a person does not intend to bring about the consequences of his action, but the law still considers the same action to be punishable if it does not correspond to the legally binding standard of care.

The professionalization of elite sport and its management began to accelerate in the 1980s (Westerbeek et al., 1995). Assessment involves determining the value of the collected data based on the specified criteria. Appraisal is the final step in the audit/evaluation trilogy and forms the basis for the study's conclusion and recommendations (Henderson and Bialeschki, 1995). Three questionnaires were developed to examine the Department's roles and responsibilities in delivering and delivering sport and recreation in the province.
Although the questionnaires were similar in format, some of the questions varied to cater for different information. Data were collected through questionnaires designed specifically for the purpose of the study. Some of the questionnaires were sent by e-mail and others were delivered to individuals.
This test involved comparing differences in the actual (or observed) frequencies (or counts) with the expected frequencies (or counts) with respect to a particular attribute for the sample under investigation, and to determine whether the differences (except for the sampling) error) were typical of the population from which the sample was drawn.

There was a significant difference between the suggested areas for improved service delivery using Chi-square of p≤0.01. There is an insignificant difference between those who said YES and NO with a Chi-square of p≥0.05. There was a significant difference between respondents (federations, SASSU and USSASA) who benefit from the ministry and those who do not using Chi-square of p≤0.05.
There was a significant difference between those who agreed and those who disagreed using Chi-square of p≤0.0001. It shows significant difference in meetings held by the Department with various stakeholders using Chi-square of p≤0.01. Periodic schedule of meetings held by the Department with federations shows a significant difference using Chi-square of p≤0.01.
There was a significant difference between meetings held by the department with clubs using a Chi-square of p≤0.0001.

In addition, the Ministry's decentralization approach should be applied to federations that are mostly concentrated in urban cities. Such a situation affects the provision and implementation of sports and recreation in the province. SRSA (2008) shows that in accordance with the White Paper on Sport and Recreation and through the Integrated Development Plan (IDP), municipalities and the Ministry of Sport and Recreation have a role to play in providing standardized facilities that can host any competition.
It is essential that the Department provides and maintains infrastructure in rural communities to make sport and recreation accessible to all people in the province. 90 Provincial Federations as a key stakeholder of the Department are central to the provision and delivery of sport and recreation in the various communities of the province. The Department should use the provincial federations as its main agents for the provision and delivery of sport and recreation in communities.
There is serious concern about the lack of consultation and collaboration between the Department of Basic Education and the Department of Sport and Recreation in implementing a better school sport program (Sport and Recreation portfolio committee report, 2010).

Stofile (KZN DSR Annual Report, 2008), which shows that the Department is organizationally and administratively regulated. Providing and delivering services to the various communities in the province has proven to be a major challenge for the Ministry. The lack of capacity for various sports codes shows that the Ministry has a huge backlog in providing and delivering these services.
The department should ensure capacity building of all officials involved in sports (i.e. administrator, manager, coach and technical official) so as to create an enabling environment that will contribute to the development of sports and recreation in the province. The Department must ensure that people with disabilities have access to the range of services it provides. The department should work with the KZN Academy of Sport and sports federations to establish a high performance center for provincial and national elite athletes.
The study found that the Department made efforts in relation to the provision and delivery of sport and recreation in KwaZulu-Natal.

This study is designed to audit the achievements and performance of the Department of Sport and Recreation in KwaZulu-Natal. The study seeks to investigate the delivery and provision of sport and recreation to communities (rural, urban and urban) by the Provincial Department of Sport and Recreation in KwaZulu-Natal. I would look for viable mechanisms to assist the ministry in reaching out to the many citizens who reside in all areas of KZN.
Information gathered on this survey will be used to assist with policies and procedures related to the transformation of sport in the province. This will certainly lead to the development of a guidance document that will help all provincial structures that provide and deliver sport and leisure. The results of the survey will not be released to third parties without written permission.
Details of the respondents will not appear on the questionnaire, unless the participant wants feedback on the results.
