Land use control through zoning regulations originates from the United States planning system. Coordination of land use plans with environmental aspects must take place during the preparation of the SDF and follow in the preparation of the plan.

The road plan resulted in recommending that the Town Planning Scheme accommodate areas to be reserved for future new roads, road widening of existing roads, closure of existing roads and cancellation of some road easements. Regarding the land use management strategy of the framework plan: "Urban activities and land. The ESM plan uses the concept of open space as a city asset. These listed activities generally cover land use management issues, which are now the responsibility of the municipality.

The strategy of the LDP is based on the concept of activity corridors and hubs where movement systems are integrated with land use planning. Development trends at the time: Council records were examined to locate all previous land use applications and subdivision applications submitted and approved by Council. It was also clear that previous land uses took place in the activity corridor area as defined by the LDP (see Appendix 11).

The Cliffdale Land Use Scheme was, as previously mentioned, one of the very first pilots in the province to test new thinking and approaches to land use management.

The basis of the research and the physical component thereof was the development of an open space system for Cliffdale. In relation to the Land Use Scheme Map, the use of Geographical Information System technology was used to depict the environmental areas as an overlay on the scheme map. The preparation of the environmental management plan was guided by ecosystem management principles and actions as defined by the D'MOSS framework plan.

Once the latter is achieved, settlement will be monitored through normal land use plan controls.

In terms of the Local Development Plan for the area, a movement system was proposed for internal circulation purposes. The only limitation to the application of a fully comprehensive road widening and new roads note on the scheme map is the provisions of the Town Planning Ordinance, which requires these designated areas to be acquired by the local authority within a 5 year period. The LDP cites the Cliffdale area as contributing to the visual amenity of the area in relation to the role it plays as an area that forms part of the "eastern gateway" to Durban.

The agricultural zone assigned to Cliffdale was based entirely on current land use, such as the eastern part of the study area, which is intensively used for market gardens.

The impact of this is that semi-rural areas such as Cliffdale could be under development pressure in the near future following the natural path of urban growth. From the point of view of the register of infringements, only one infringement was dealt with, which related to road waste placed along the N3 motorway. Although the illegal activity was carried out on land that was in the zone for mixed use with a medium impact, in terms of the overlay area of ​​special management, it was not allowed to continue the use of the land, nor was it possible to submit an application for its legalization.

In light of the above, very little has changed in Cliffdale since the scheme came into existence.

The purpose of the overlay management area is to protect the visual appeal of the area from the negative impacts of construction and buildings regardless of the development rights granted by the current zoning of the scheme. Due to the lack of land use changes, the scheme cannot be evaluated on land use alone. Regarding developed land, regardless of current property zoning, all properties are rated as residential unless the property is used for commercial/industrial, governmental municipal or religious/community purposes.

Rebates are currently granted if the landowner is a legal farmer and uses the property for agricultural purposes.

This particular officer, although not a party to the preparation of the original Land Use Scheme for Cliffdale, has been responsible for the area for the past five years, administering the scheme and dealing with development inquiries and advice. The last comment from the official was the acceptance of the environmental layer by landowners and developers. Miss Naidoo further explained that with the Stockville Town Planning Scheme, a road plan was developed which informed future roads in the preparation of the town planning scheme.

In relation to the By-laws, all uses take place according to "Consent from the Development Forum".

In terms of the Local Authorities Ordinance, municipalities are responsible for the maintenance of all public roads. Evaluation of future developments of the area based on the LOP and Town Planning Schemes to produce a long-term potential for the number of plots that may occur within each specific land use zoning;. The determination of road standards to be used in the design of the road hierarchy and layout alignments;.

Notations from the Scheme Map can also be used to inform readers of the road provision requirements.

PLANNING SCHEME AND MANAGEMENT ~REAS

At the time of the work, they argued that land use plans must be based on a full assessment of the environmental services necessary for the sustainable development of the area. The Department of Agriculture has developed a number of agricultural 'land uses' to help manage the agricultural sector. In the case of Buxfarm, the site is currently part of the Cliffdale Land Use Scheme, which contains an informal settlement. Controls must therefore be very basic and responsive to the informal circumstances of the community.

However, if any aspect mentioned in the summary changes, the procedures for amending the scheme should be followed.

Other land use causes nuisance and pollution and must be done in the right place. Some land uses are harmful to our health and should be placed in areas where they can be controlled. People should be conveniently located to employment, community and other amenities.

The procedures related to the management of land must be simple, clear and easily accessible to all people.

POLICY WORKSHOP: SUBDIVISION AND CHANGE OF LAND USE FOR AGRICULTURAL LAND

The workshop delegates agreed on the following guidelines for amending land use applications:. Tourist cottages on agricultural land that allow farmers to diversify away from agriculture. ii) Definition and demarcation of JPU areas where high potential and unique agricultural lands are located. The Natural Resources Department of the KZN Ministry of Agriculture and Environmental Affairs has continued this work and is in the process of developing land classification categories that can be applied to agricultural land in the province.
