The Secondary Integration Zone is subject to critical infrastructure/service backlogs, which seriously impede progress in the development of the corridor. Berlin, Dimbaza, Phakamisa and Ndevana are townships within the immediate vicinity of the secondary integration zone. Most of the industrial activity in Buffalo City is concentrated on the West Bank; North End;

Another industrial cluster is found in areas outside the East London CBD north of the CBD; these are Arcadia, North End and Braelynn. In terms of the Urban Network Strategy, the East London CBD is the main center and historic core for the Buffalo City Metropolitan Area. As part of the process, an architectural concept for the Civic Center must be completed.

The Inner City of East London consists of the East London CBD; Quigney; Beach front;. Increasing operating thresholds for business in the surrounding areas of the CBD and Vincent/Berea;. The Urban Network Strategy identifies Mdantsane CBD as the Urban Hub within the primary integration zone of the Buffalo City Metropolitan Area.

The heart and raison d'être of the CBD is undoubtedly the Public Transport Interchange.

SECTION C : CATALYTIC LAND DEVELOPMENT PROGRAMMES &

PREPARATION

The Buffalo City Metropolitan Development Agency (BCMDA) has engaged the Humanities Research Council (HRC) to launch a consultative process to unlock the regeneration of inner city East London. The second phase of the project is structured around the universities and medical institutions - so-called "eds and meds" - which are anchored in the city centre. One of the project's key objectives is skills development as part of the creation of a knowledge economy.

The project will be led by BCMDA and the Municipal Enterprise Program Management Office (EPMO), which will implement and coordinate the plan on behalf of the city. The opening event of the public competition in the field of creative and performing arts will be held. The Sleeper Site has been identified as a sub-programme of the East London CBD and Inner-City Regeneration Program (see Figure C2 above).

The BCMM land will be subdivided and re-subdivided for release based on the outcome of the NWC feasibility study. This will lead to the establishment of a workshop where key players will be introduced and the composition of the steering committee/advisory group will be agreed upon.

SECTION D : CATALYTIC URBAN DEVELOPMENT PROGRAMME RESOURCING

The increased cash generated by depreciation will then be focused on replacing and renovating existing infrastructure. This strategy is considered appropriate as it reduces the risk for the institution by generating internal funds for investment in infrastructure improvement, but without an additional cost associated with financing. The Urban Settlement Development Grant, supplemented by long-term loan financing, will be used to finance infrastructure assets being built for the city's expansion.

The above reflects that the institution may obtain an additional long-term loan within the guidelines of the Treasury. An institution considers the impact on the institution's cash flows and repayment requirements before considering additional long-term borrowing. Pedestrianization and beautification of Toyana Road to improve pedestrian movement from Mount Ruth Railway Station to Mdansane Town Centre.

Purchase of a contractor for the renovation of the swimming pool, filtration system and ongoing buildings. 2020/2021 FINAL CAPITAL BUDGET PER PROGRAMME

BCMM has established an agency (BCMDA) which has been mandated to plan and implement a number of strategic projects that fall within catalytic program areas in the city. Upgrades to the Orient Theater complex are part of the Tourism Hub on the Esplanade. The directorate is considering using annual contractors to speed up project implementation and to improve spending in the second quarter of the fiscal year.

Completion of the reviewed tender document is expected to be presented to BSC mid to late October 2019. Procurement of contractor for R25m refurbishment of the pool, filtration system and buildings underway. Expenses incurred from the current year's budget for NU2 Swimming Pool are journalized to the rolling budget. As part of this initiative, additional resources have been appointed in the form of two consultants to fast-track and assist with any technical questions regarding the implementation of.

The two technical leaders will work closely with the BCMM Task Team to improve the effectiveness of the respective reforms and ensure the implementation of the reforms to ease the cost of doing business. Since the interventions aim to improve efficiency, the budgets for the proposed reforms are allocated to the various departments of the BCMM Task Team, which are responsible for the implementation of the reforms for the respective indicators.

SECTION F: URBAN MANAGEMENT

The sub-components of this project include upgrading the East London Buy Back Center (BBC), development of eight Waste Collection and Sorting Facilities (WCSF) in eight residential areas, and street cleaning in three strategic areas of East London, including Settler's Way, Quigney and Nomumelelo. Situational analysis in the area revealed serious concerns about waste management, the maintenance of the public realm and safety among the anchor medical institutions and local medical service providers and practitioners, which could lead them to uproot themselves, depriving the area of important tax revenues and undermine its socio-economic structure. The CID under the auspices of the BCMDA, the municipality, the most important local stakeholders listed above and other relevant institutions such as local business representatives and the South African Police Service (SAPD), will contribute funds to clean up the area; improve and maintain its materials, including roads, sidewalks and curbs, street furniture, street lighting and local parks; promote.

Additionally, as the CID develops, consideration may be given to establishing a partnership with Walter Sisulu University and/or Buffalo City TVET College to establish a student residence in the area. The promotion (and management) of the project will also be done through the production of indicators for its impact and their publication. The initial phase involves the appointment of a Municipal Legislative Area Management Authority to improve management and operations in the CBD.

The appointment of a Transaction Adviser is being considered as the next step in testing the feasibility of setting up the Precinct Management Model. The City Improvement District (CID) component of the Buffalo City Knowledge and Innovation Precinct, as described in section F1.3, will be led by the BCMDA with initial support from the city.

SECTION G: REPORTING & EVALUATION

A number of other urban transformation indicators had changes in the calculation, definition and/or data elements of the Technical Indicator Defintiion (TID). The proposed changes to TIDs are reflected in Appendix 4 to the document with the consequent changes in targets changed where information could be retrieved at the time of submission of the document. From the foregoing discussion, it is clear that BCMM has made a conscious effort to improve and coordinate investments within its identified primary and secondary integration zones, as well as its economic hubs and marginalized areas.

In this regard, BEPP's catalytic urban development programs serve to prioritize and integrate interdepartmental and intergovernmental investment within the city by implementing projects that align public transportation and marginalized areas with areas of economic importance. Ongoing partnerships from program initiation to project implementation will ensure greater collective impact with the aim of transforming BCMM's urban environment into an inclusive, productive and sustainable city. Through the city-wide projects of the BEPP, BCMM also ensures socio-economic development, improves the quality of life of its inhabitants and eliminates disadvantage, so that all its inhabitants have access to the necessary basic services, including water, electricity and sanitation.

The following diagram summarizes this BEPP's intended theory of change, mapped to a desired long-term impact and change achieved through the convergence of outcomes - enabled through the implementation of supporting processes and strategies.

LIST OF ANNEXURES

Intergovernmental Project Pipeline

Amalinda Junction Precinct and Chiselhurst high density housing areas are two of the major nodes along the corridor. Required to provide additional capacity for the development of the Mdantsane CBD/Mt Ruth/Buffer Strip areas. The project is an ACSA initiative involving the upgrade of East London Airport and involves extending the main runway to accommodate larger aircraft.

This project will is part of the process of opening up the area (spatial priority 2) for development. The project is required to create more capacity within the existing central urban areas such as Breidbach, Zweltsha, Bisho, Schornville, Pakamisa and Ilitha.
