The creation of the APRM in 2003 was an example of a new leadership dynamic on the continent. One of the negative consequences is that there has been no real continuity in the first six years. This was further translated into a democracy-based foreign policy for the continent and was clearly reflected in the architecture of the APRM and NEPAD.
Another interesting case of the benevolent patriarch in terms of socio-cultural resources relates to South Africa's platinum-rich northwestern region. It is important that the articulation of the national (state) identity is aligned with the sub-national and ethnic identities (corporate and citizen) that also inform the development society. Since our accession in 2003, tremendous progress has been made on the continent in pursuing the goals of the APRM.
African renaissance confronts this African world-building as a philosophy and a paradigm of action. The currently configured state system presents a serious limitation to achieving the goals of the APRM. The decisions of the PAP are always in accordance with the decisions of the Foreign Ministers of their countries.
A first step in this direction is a voluntary and negotiated restructuring of the African state system. This includes, among other things, the significant reduction of the role of the heads of state in its affairs. The AU's charter should be amended to limit foreign financial intervention in the AU to a very negligible proportion.
The PAP could also research and develop model laws in the area of standardization and. Former President Thab Mbeki's article on the 50th anniversary of the OAU in The Thinker Volume 51 is a historic contribution to the agenda of the African revolution.

However, due to a lack of foresight and ill-conceived policies such as the adoption of the Economic Structural Adjustment Program (ESAP) in 1991, many people lost their jobs and were found vulnerable as they were largely ill-equipped to find alternative employment (where it existed) or start their own businesses. By the time of the economic disintegration that began at the turn of the new millennium, many of Zimbabwe's citizens were living in poverty. According to the Act, indigenization means "a deliberate involvement of indigenous Zimbabweans in the economic activities of the country, to which they have hitherto had no access, so as to ensure the equitable ownership of the nation's resources".
Finally, empowerment is interpreted as "the creation of an environment that improves the performance of the economic activities of indigenous Zimbabweans in which they would have been introduced or involved through indigenization". Some of the criticisms were raised by the Reserve Bank Governor and prominent economists. However, as the conditions for the transfer of ownership became public knowledge, the ministry appeared to get the short end of the deal, much to the chagrin of the head of state.
The criticism of the debacle has been that the people who negotiated on behalf of the minister were incompetent and cannot be. As mentioned earlier, one of the most ardent critics of the current empowerment model has been the Governor of the Reserve Bank. It is imperative that empowerment is seen and understood in the context of the socio-economic and political factors that influence it.
Without the required skills, not many business people will succeed in becoming part of the value chain. Applying rights to the empowerment agenda can therefore help reduce some of the pitfalls that have plagued empowerment in some parts of the world and are currently threatening to do the same in Zimbabwe. 6 Ironically, the South African Black Business Council recently requested litigation alleging the unconstitutionality of the procurement bill related to black economic empowerment.

While my colleague from the Human Rights Commission facilitated the mediation session, I saw Zama and the young white lawyers representing one of the complainants who had filed a complaint against him.
