Fuel price shake-up
Klerksdorp Midweek, Klerksdorp - The escalation in oil prices due to the global economic recovery as Covid restrictions are eased, and the current conflict between Russia and Ukraine, has placed significant pressure on domestic fuel prices (and other commodities).
Ministers Enoch Godongwana and Gwede Mantashe announced short-term relief measures to address full price increases.
The Minister of Finance proposed that the general fuel levy is temporarily reduced by R1.50 per litre from Wednesday April 6 to May 31. This will reduce the general fuel levy for petrol from R3.85 per litre to R2.35 per litre and reduce the general fuel levy for diesel from R3.70 per litre to R2.20 per litre for two months. These amounts exclude other levies such as the Road Accident Fund levy and the Carbon Fuel Levy. It is estimated that the partial reduction in the fuel levy will cost around R6 billion in foregone tax revenue for the two-month period.
The Minister of Mineral Resources and Energy proposes that the revenue foregone be recouped through a sale of strategic crude oil reserves held by the Strategic Fuel Fund (a subsidiary of the Central Energy Fund). The sale would be required to raise around R6 billion. The combined effect of the two proposals will not have an impact on the fiscal framework adopted by Parliament following the 2022 Budget.
The Minister of Mineral Resources and Energy proposed additional measures to be introduced after the expiry of the temporary measures from June 1 that includes a reduction in the Basic Fuel Price of 3c/l, in line with the recommendations of the review done by the DMRE.
At the time of going to press on Monday April 4, the new fuel prices have not been announced.

incidents in the province..
Lt Col Amanda Funani, police spokesperson, said several car-hijacking cases were reported at different police stations between 24 and 27 March.
In Ventersdorp, a 30-year- old man was driving on the N14 when stopped by a white VW vehicle fitted with blue lights.
Funani said the four un- known suspects were dressed in what looked like Metro
Police uniforms.

In another case in Brits, a 42-year-old man was in a truck with his father.
In an open field, six suspects alleg- edly robbed them of their personal belongings, cash and the truck.
They were tied up before the sus- pects fled the scene. The matter was reported to Brits SAPS.
“Motorists are therefore urged to be vigilant at all times, especially when they are stopping their vehicles to as- sist other motorists,’’ Funani said.

Hannes Barnard se debuut in die span- ningsgenre gooi ‘n klip in die hoender- hok van Afrikaanse
misdaadfiksie. Is die Wet van Gauteng ‘n krimi soos die skry- wers daarna verwys? Of is dit ‘n politieke riller? Faksiegevegte, korrupsie en staatskaping lê agter die bloedvergieting.
Dit pla dat lokstories vir die boek jou aanvanklik laat dink hierdie boek gaan oor ‘n reeksmoordenaar wat los is in Suid-Afrika. Jy sal aangenaam verras wees. Die Wet van Gauteng gaan oor veel meer as ‘n oorwerkte speurder en die polisie-ondersoek na ‘n reeks- moordenaar (klink dit bekend?).
Die boek word op die omslag beskryf as ‘n politieke riller “wat staatskaping laat lyk na swieties steel in die hoekkafee” maar bemark as ‘n krimi. Dit strook nie lekker nie, tog is dit my mening dat die storie sal byval vind by lesers oor die wye spektrum van
misdaad- en spanningsgenre in Afrikaans.
Die misdaad in die boek was vir my eintlik ‘n bysaak, wat my
meegesleur het is die skry- wer se manier om die leser geboei te hou terwyl hy in
tyd “spring”. Hoofstukke speel af in verskillende tydperke en lande, en jy
leer ken die karakters gou, wat die verhaal gemaklik laat vloei na die spannen-
de einde.
Ons ontmoet ons oor- werkte polisiebeampte, kaptein Cindie McKelly (‘n forensiese spesialis en nie ‘n speurder nie) vroeg in die boek. Dis Februarie 2022 en sy is op ‘n moordtoneel in Kagiso, naby Randfontein. Een van die slagoffers het ‘n gat waar sy lin- keroog was. ‘n Paar hoofstukke later (April 2022) kry sy ‘n oproep van ‘n kollega in Johannesburg, oor drie moorde wat ooreenstem met haar eie ondersoek. Al die lyke het gapende wonde waar die linkeroë was.
Dadelik dink ons a ha! Reeks- moordenaar. Maar die wipwarit waarop kapteine McKellie en Mhlanga gaan om die moorde op te los en die intrige daar agter; dít is waarin die skrywer meesterlik slaag om die leser in te trek. Die storie se ontknoping is briljant en beskik oor ‘n gemaklikheid wat die skrywer se vaardigheid in dié genre illustreer. Hopelik nie die laaste misdaadroman uit sy pen nie.
Politieke intrige die
wet van Gauteng
Skrywer: Marc Cameron Titel: Chain of command Uitgewers: Penguin Random House UKISBN: 978-0-241-48167-7 Resensie: Stefaans Coetzee Ek het Jack Ryan in Patriot Games ontmoet. Ek kon onge- lukkig nie Tom Clancy se Jack Ryan-reeks in volgorde lees nie, maar was bevoorreg om ten minste almal te lees. Selfs die wat Clancy saam met Grant Blackwood en Mark Greaney geskryf het, asook sommige van die boeke wat ná sy dood in 2013 verskyn het. Van die nie-Clancy boeke is Greaney my heel gunsteling, ek volg sy Gray Man-reeks slaafs.
Chain of Command is die vyfde Clancy-boek uit die pen van die 61-jarige Marc Cameron. Hy het Greaney met Power and Empire in 2017 opgevolg. Ek stem saam met Publishers Weekly: van al die skrywers wat aan die Clancy universe geskryf het, is Cameron
die beste. Dié skrywer is aan my bekend vir sy internasionale blitsverkoper, National Security, wat Brad Thor met groot lof be- sing het. Na dese sien ek nie net uit om die voormalige polisie- man met swart gordel in jujutsu se vorige vier Clancy-boeke te lees nie, maar ook sy Jericho Quinn-reeks.
In Chain of Command volg daar ’n paar storielyne met ’n magdom karakters. Van my gunsteling Clancy-karakters soos John Clark (The Cardinal of the Kremlin), Bartosz “Midas”
Jankowski (Command Authority) en Jack Ryan Jr (The Teeth of the Tiger) maak almal hul verskyn- ing. Cameron stel ook nuwe lede van The Campus, ’n ‘off-the- books quasigovernmental intel- ligence organization’, bekend.
Terwyl President Ryan poog dat die kongres nuwe wetge- wing goedkeur vir voorskrif-me- disyne, maak die ongenaakbare biljoener Harjit Malhotra planne om die Amerikaanse mark met
nagemaakte dwelms oor te neem.
Malhotra huur vir Gil, die stigter van
’n groep
huursoldate genaamd Cama- rilla, om die presidentsvrou te ontvoer. Gaan Camarilla dit regkry? Om die spanning op te bou, sterf adjunk-president Tony Hargrave vroeg in die boek.

Your will will always be the keystone of your estate planning, and a recent High Court decision sounds yet another warn- ing to beware the “do your own will”
concept.
By not having his will drawn by a pro- fessional, a father inadvertently caused one of his children to be disqualified from inheriting her intended share, whilst her husband was disqualified from being appointed as executor.

Who is disqualified from inheriting?
The law, in the form of the Wills Act, provides that no one (or their spouse) can receive “any
benefit” under a will if –
• They signed it as a witness (unless it was also witnessed by two
other competent people not receiving any benefit), or
• They signed it for the testator (even though in their presence and at their direction), or
• They wrote out the will or any part of it in their own handwriting.
“Any benefit” in this context means not just inheritance as an heir, but also appointment as executor, trustee or guardian.
A court can only allow such a person to inherit “if the court is satisfied that that person or his spouse did not defraud or unduly influence the testator in the execution of the will”. Importantly, it is up to the heir to prove the absence of any fraud and undue influence.
As the Court put it: “This disqualifica- tion exists in order to prevent falsity and fraud, and to prevent ‘the exertion of un- due influence over people in bad health or in feeble state of mind’.
This is because the fact that someone who stands to benefit from the death of a testator in terms of a will, and who is involved in the drawing of the very will in which that benefit is declared, ineluctably invites speculation that he or she may have improperly influenced the testator in the framing of his final testa-
ment, more particularly so where the will is executed at a moment of crisis in the testator’s life.”
If the beneficiary would have inherited anyway under intestacy (if the deceased did not leave any valid will at all) they may still inherit but no more than the value of their intestate share.
The facts of the family fight
• In poor health and realising he needed a will, the testator asked a friend to help him draw one up. The friend produced a typed will, in terms of which each of the testator’s three children (from two different marriages) received one third of his estate. In addition a son-in-law was appointed as executor.
• The will was, said the Court, “slightly unu- sual” in that it included a narrative on the father’s difficulties with his third wife, but the real problem (as it turned out) came from the fact that annexed to it was a four-page typed schedule of 69 assets with spaces against each of them for insertion of the name of the child to re- ceive that asset. Critically, those names were filled in by hand by one of the daughters – on, she said, her father’s instructions.
• The will and schedule were properly signed and witnessed, and the father died five days later.
• As is regrettably all too common when a deceased leaves behind children from more than one marriage, a fight devel- oped between them, with a claim that the schedule of assets did not reflect the father’s wishes through either fraud or undue influence.
• The end result: the Court held that the daughter who completed the names on the schedule by hand was disquali- fied from inheriting any more than her share on intestacy, and her husband was disqualified from being appointed as executor.
The bottom line… All that dispute, un- certainty and legal cost could have been avoided if the father called in a compe- tent professional to draw his will for him - preferably long before his illness. Don’t make the same mistake.

players’ playing skills outside of the normal MSSA championships.
The ladder allows teams/players’ to experiment with new tactics, com- binations, etc.
Registered play- ers, through the Member Club to which they are
affiliated, may challenge any register player on the ladder.
Any registered player so challenged has 5 days within which to respond and play the match. Such rule allows the ladder to retain its dynamic nature and stops the challenged registered player from delaying unnecessa- rily.

However, any registered player challenged during any official MSSA event while both such registered players are participating in such event, and are paired by the umpire to play against each other, may also play such game as a ladder challenge.
This means that any or all games in a MSSA Derby, Regional, Provincial, and/or National Championships may also count as ladder games.
